➢ Pending sediment analysis we may (or may not) prescribe consi eF pply n alum to reduce phosphorus, but it
will not neGessarily kill the plants ... alum is not a herbicide
➢ Clear water leads to more plants in the lake, especially in shallow ones like Hay Lake
➢ City is monitoring the lake, along with many other lakes
➢ City is also implementing lake improvements "upstream," in Hay Lake's watershed
No easy answers that wouldn't include recurring expenses to manage plants
➢ The City is willing to work with residents on possible cost -shared remedies
➢ Is not caused by the storm sewers 10 years ago

PS After reading Russ' response, I'll say I told Patty we were evaluating whether or not an alum application is
appropriate to address phosphorus, but I reasserted at least twice that we may not apply alum, and even if we
did, it would not affect plants directly (i.e., it's not an herbicide).

Dave,
Long story - I think she inherited the house when her mom passed about 10 years ago. She has wanted the lake to be
something it isn't since she became the owner. It is a shallow lake, like most in Eagan. She has spoken to Eric numerous
times. As always., Eric has been very professional and patient with her, informing her about the DNR"s management of
public water bodies and the City's Water Quality (& Wetland) management plan. Part of this has included the
interconnection of the public storm sewer system with the lakes.
She wants the lake surface to be clear of anything green, regardless of whether it should be there naturally or not. She
blames the City for the lake having a green surface due to the storm sewer. I believe we have an otter residing in this
lake which is a very positive indication of having a healthy water body and lake ecosystem.
I did riot have a discussion with her. She told me her demands and she interrupted my responses when I did not agree to
her demands. I was able to get her to hear me say that Eric is well aware of the DNR . requirements for Hay Lake. It was
my understanding that she would be following up with the DNR after she hung up with me. It is my assumption that she
followed up with the DNR, heard the same information that Eric has shared and I supported, and then followed up with
you.
She makes demands. Her current demand is to have alum placed in Hay Lake.

Patty Cook called a couple days ago and wanted to discuss the appearance of Hay Lake. She stated she wanted to speak
to someone over Eric MacBeth because she was not satisfied with the conversation she had with him. I sent her to Russ
Matthys.
Today she called again and stated she was not happy with her discussion with Russ. She wants to talk to someone else,
as well as- know when she and others can address the City Council regarding their concerns.
