AIRPORT RELATIONS COMMISSION
MAY 11, 2021
A virtual meeting of the Eagan Airport Relations Commission was held on Tuesday, May 11, 2021 at 6:30
p.m. Those present from the Airport Relations Commission were Michael Johnson, Jeff Spartz, Lou
Lundberg, Joseph Axmacher, Bill Raker and Assistant City Administrator Miller.
The meeting was called to order by Chair Johnson.
AGENDA
Commissioner Lundberg moved, Commissioner Raker seconded a motion to approve the agenda as
presented. All members voted in favor.
ORGANIZATIONAL BUSINESS
Assistant City Administrator Miller congratulated Commissioners Axmacher and Raker for being
reappointed to two-year terms. Miller noted nominations are being accepted for Chair and Vice Chair.
Commissioner Raker nominated Michael Johnson for Chair, Axmacher seconded the motion. All
members voted in favor.
Commissioner Lundberg nominated Bill Raker for Vice Chair, Commissioner Axmacher seconded the
motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
APPROVAL OF MINUTES
Commissioner Axmacher moved, Commissioner Raker seconded a motion to approve the minutes of the
February 23, 2021 Airport Relations Commission meeting. All members voted in favor.
OLD BUSINESS
MAC Monthly Reports
The Commission acknowledged the MAC monthly report for the month of March 2021.
PRESENTATIONS
Brad Juffer, MAC Manager Community Relations
Brad Juffer, MAC Manager of Community Relations gave a presentation on the topics of MSP Airfield
Construction, MSP Air Service Update, and the reopening of Runway 17.

NEW BUSINESS
MSP 2020 Annual Noise Contour Report
Chair Johnson noted enclosed in the packet is a memo from MAC Manager of Community Relations Brad
Juffer regarding the 2020 Actual Noise Contour Report and Residential Noise Program Eligibility. The
commission discussed the 2020 Annual Noise Contour Report, noting 16 homes in Eagan received
mitigation due to eligibility in 2019.
STAFF / COMMISSIONER REPORT
July 13, 2021 Joint Meeting with Mendota Heights and Goals Workshop
Assistant City Administrator Miller noted the next meeting will take place in-person on Tuesday, July 13
at 6:30 p.m. at Eagan City Hall. The Mendota Heights Airport Relations Commission has been invited to
the meeting to hear an update from MAC Executive Director Brian Ryks on the state of MSP Airport.
Miller noted following the joint meeting, the Eagan Airport Relations Commission will be asked to stay
for a workshop to discuss the Commission’s goals and plans for the year ahead.
ROUNDTABLE
Commissioner Lundberg suggested Commission Members think ahead to the July 13 meeting on what
the added value is of the Airport Relations Commission and how the ARC can impact the City going
forward.
ADJOURNMENT
Upon motion by Commissioner Spartz, seconded by Commissioner Axmacher the meeting adjourned at
7:15 p.m. All members voted in favor.
