MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION WORKSHOP
MARCH 10, 2019
A meeting of the Eagan Airport Relations Commission was held on Tuesday, March 10, 2020 at 7:00 p.m.
Those present were Michael Johnson, Theresa Hughes, Jeff Spartz, William Raker, and Assistant City
Administrator Miller. Commissioners Girard, Kunjummen, Axmacher and Dulligner were absent.
AGENDA
Commissioner Spartz moved, Commissioner Raker seconded a motion to approve the agenda as
amended. All members voted in favor.
VISITORS TO BE HEARD
Ted Gladhill, 1153 Blue Heron Court, commented on several items in the ARC meeting packet.
APPROVAL OF MINUTES
Commissioner Raker moved, Commissioner Hughes seconded a motion to approve the minutes of the
January 14, 2020 Airport Relations Commission meeting. All members voted in favor.
PRESENTATIONS
“FAA 101” Briefing
Chair Johnson introduced Sean Fortier, Air Traffic Manager at MSP ATCT.
Mr. Fortier gave a presentation on how the FAA directs aircraft at MSP.
Procedure for Fuel Jettisoning
Chair Johnson introduced the item noting a request was made by the Commission to learn more about
the FAA’s procedures pertaining to fuel jettisoning (fuel dumping).
Delta Chief Pilot Mr. Fortier was available for questions regarding the dumping of fuel. The Commission
discussed the procedures in place for fuel dumping.
OLD BUSINESS
MAC Monthly Reports
The Commission discussed the MAC monthly report for the month of January 2020.

NEW BUSINESS
Annual Contour Report
Chair Johnson introduced the item noting in the report is a summary of the 16 Eagan homes that will be
eligible for noise mitigation in 2020 after three consecutive years of eligibility. The homes are all located
in NE Eagan.
Brad Juffer, MAC’s Manager of Community Relations was available for questions.
FAA Response to Eagan’s / NOC Requested Changes
Assistant City Administrator Miller noted a letter was received from the FAA. The letter speaks to the
high-level overview completed by the FAA on the requests made last fall by Eagan through the NOC and
MAC. Out of the four requests, the FAA has determined that two of the four requests potentially have
merit to move forward for further review.
FAA Community Outreach for VOR-MON
Chair Johnson introduced the item noting the VHF Omnidirectional Range (VOR) Minimum Operational
Network (MON) will be replaced with RNAV departure procedures.
Brad Juffer of the MAC noted that the RNAV procedures proposed as part of the VOR-MON replacement
will replicate existing tracks used, and thus, the community is not expected to notice any kind of
difference. Juffer noted the FAA is committed to a public engagement process as they VOR-MON is
replaced. Juffer was available for questions.
STAFF / COMMISSIONER REPORT
May Tour for ARC
Assistant City Administrator Miller noted per the ARC workplan, a tour of the MSP air traffic control
tower has been scheduled for May 12 at 5:30 p.m. Miller noted she would be in contact with the
Commission if the tour will continue as planned given the response to the COVID-19 virus.
Commission Terms and Appointment Process
Assistant City Administrator noted as a reminder for those on the Commission and those watching, each
year the City accepts applications for our advisory commissions. Those include the Airport Relations
Commission, Energy and Environment Commission, Parks and Recreation Commission, and the Planning
Commission. Applications are due by Friday, March 20. The application forms are available on our
website at https://www.cityofeagan.com/commissions.

Upon motion by Commissioner Spartz, seconded by Commissioner Raker the meeting adjourned at 8:25
