MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION WORKSHOP
JULY 14, 2020
A virtual meeting of the Eagan and Mendota Heights Airport Relations Commission was held on
Tuesday, July 14, 2020 at 7:00 p.m. Those present from ARC were Michael Johnson, Debra Dulligner,
Jeff Spartz, Joseph Axmacher, Theresa Hughes, Bill Raker, and Assistant City Administrator Miller.
Commissioners Philippe Girard, and Samuel Kunjummen were absent.
Mendota Heights Attendance: David Sloan, Sally Lorberbaum, William Dunn, Gina Norling, James
Neuharth, Kevin Byrnes, and Arvid Sharma.
The meeting was called to order by Chair Johnson.
AGENDA
Commissioner Spartz moved, Commissioner Raker seconded a motion to approve the agenda as
amended. All members voted in favor.
VISITORS TO BE HEARD
Ted Gladhill, 1153 Blue Heron Court, commented on several items in the ARC meeting packet.
APPROVAL OF MINUTES
Commissioner Raker moved, Commissioner Dulligner seconded a motion to approve the minutes of the
January 14, 2020 Airport Relations Commission meeting. All members voted in favor.
PRESENTATIONS
State of the Airport Update
Chair Johnson introduced Brian Ryks, Chief Executive Officer of the Metropolitan Airports Commission.
Mr. Ryks provided a “State of the Airport” Update and was available for questions.
OLD BUSINESS
MAC Monthly Reports
The Commission discussed the MAC monthly report for the month of May 2020.
Brad Juffer, MAC Manager of Community Relations, provided an operational update which included the
impacts of the COVID pandemic on air traffic at MSP.

NEW BUSINESS
NOC/Eagan Request of FAA for Procedural Change at MSP
Brad Juffer, MAC Manager of Community Relations provided an update on the process on next steps
associated with the request initiated last fall by the City of Eagan and was available for questions.
STAFF / COMMISSIONER REPORT
New Commissioners Starting in August 2020
Chair Johnson noted tonight the City Council is interviewing advisory commission applicants and is
scheduled to make their commission appointments at the August 3, 2020 Council meeting. New ARC
members would attend their first meeting on September 8, 2020.
ROUNDTABLE
Mendota Heights Commissioner Gina Norling spoke to the MSP Flight Tracker Map, where it is showing
12L is the predominant runway use, which is a concern for Mendota Heights and wanted to make
people aware.
Brad Juffer responded to her concern.
ADJOURNMENT
Upon motion by Commissioner Spartz, seconded by Commissioner Raker the meeting adjourned at 8:30
p.m. All members voted in favor.
