AIRPORT RELATIONS COMMISSION MEETING
JULY 10, 2018
A meeting of the Eagan Airport Relations Commission was held on Tuesday, July 10, 2018 at 7:00 p.m.
Those present were Charles Thorkildson, Joseph Axmacher, Michael Johnson, Dan Johnson, Jeff Spartz,
Debra Dulligner, Theresa Hughes and Assistant City Administrator Miller. Philippe Girard was not
present.
The meeting was called to order by Chair Thorkildson.
AGENDA
Assistant City Administrator Miller noted the addition of item B under Presentations - Delta Chief Pilot
Gordon Goss who will speak on the difference between the A321 v. MD88 Aircraft.
Commissioner Johnson moved, Commissioner Spartz seconded a motion to approve the agenda as
amended. All members voted in favor.
ORGANIZATIONAL BUSINESS AND INTRODUCTIONS
Assistant City Administrator Miller noted in May, the Council made their appointments to the Airport
Relations Commission (ARC). Miller introduced newly appointed Commissioner Theresa Hughes and
acknowledged the reappointment of Commissioners Johnson, Girard, and Spartz.
Miller noted each year the Commission is asked to appoint a Chair and Vice Chair of the ARC to serve
through April 2019.
Commissioner Spartz moved, Commissioner Johnson seconded a motion to reappoint Chuck Thorkildson
as Chair. All members voted in favor.
Commissioner Thorkildson moved, Commissioner Spartz seconded a motion to appoint Dan Johnson as
Vice Chair. All members voted in favor.
APPROVAL OF MINUTES
Commissioner Johnson moved, Commissioner Johnson seconded a motion to approve the minutes of
May 22, 2018. All members voted in favor.
VISITORS TO BE HEARD
Ted Gladhill, 1153 Blue Heron Court, and Bob Trevis, 4540 Lenore Lane addressed the Commission
regarding airplane noise.
Assistant City Administrator Miller noted the MAC is hosting a public listening session on Monday,
August 27 at the Eagan Community Center in the Oasis Room to address concerns regarding airport
noise. Residents are encouraged to attend.

PRESENTATIONS
Lindsay Butler, Assistant Manager of the FAA Airport District Office gave a presentation on the basis and
history of the 65dB day-Night Level (DNL).
Dana Nelson, MAC Manager of Noise, Environment, and Planning, spoke to the recent increase in the
use of Mixed Flow, resulting in departures off of Runway 17, while simultaneously landing arrivals onto
the parallels (30’s).
Gordon Goss, Delta Chief Pilot gave a presentation on the difference between the A321 v. MD88
aircraft.
OLD BUSINESS
MAC Monthly Reports
Assistant City Administrator Miller noted the printout of the MAC monthly reports for May 2018 were
provided.
The commission provided feedback on the monthly reports. It was suggested it might be beneficial to
have someone from FAA Flight Operations speak to runway use systems and converging runway
operations to help educate the Commission. Miller noted if there are specific topics or concerns the
ARC would like the MAC to address at that August 27 meeting, the Commission could provide that
feedback to the MAC. The Commission agreed a workshop would be needed to prepare for the MAC
meeting in August. It was the consensus of the Commission to schedule an Airport Relations
Commission Workshop on Tuesday, July 24 at 6:00 p.m.
Update on the FAA Center for Excellence and Transportation Research Board Initiatives
Assistant City Administrator Miller noted per the ARC’s 2017-2018 work plan, an update on the
initiatives of the FAA’s Center for Excellence and Transportation Research Board was included in the
packet. Chair Thorkildson noted he would like to find out more information on the pilots study on
aircraft noise and sleep disturbance, which could be added to the September ARC meeting.
Noise Oversight Committee (NOC) Bylaw Review
Assistant City Administrator Miller summarized proposed bylaw changes for the Noise Oversight
Committee (NOC). The NOC discussed the bylaw changes proposed at their May meeting, and action on
these changes are anticipated in July. Miller summarized the proposed changes to be presented at the
July NOC meeting. The Commission discussed the proposed changes and offered their support.
NEW BUSINESS
Next Generation and Stage V Updates
Assistant City Administrator Miller noted this is a standing agenda item to provide an opportunity to
anyone on the Commission who may have updates or information to share regarding Next Generation
Aviation and/or Stage V aircraft.

Commissioner Dan Johnson noted he will be prepared to provide an update at the September meeting
on the output of the Next Gen Steering Committee.
Chair Thorkildson noted the ARC meeting has gone later than agreed upon by the Commission and a
motion to continue is needed. Commission M. Johnson moved, Commissioner Spartz seconded a
motion to extend the Airport Relations Commission meeting another 30 minutes. All members voted in
favor.
Review of Runway Use System Priorities
Assistant City Administrator Miller noted the Noise Oversite Committee reviewed data associated with
the Runway Use System at MSP Airport. The Commission discussed the data.
MAC Listening Session Scheduled in Eagan / August 27, 2018
Assistant City Administrator Miller noted the MAC is hosting a Special Listening Session in Eagan on
Monday, August 27, 2018 from 6:30-8:00 p.m. at the Eagan Community Center. Miller noted there has
been resident communications over the past couple of months on social media, specifically Nextdoor,
pertaining to aircraft noise. There was commission consensus that the City’s communication staff should
be the primary driver of communications on behalf of the City, and as such, commissioners should
funnel any communication requests through Assistant City Administrator Miller. The Commission
requested an opportunity to discuss future communication options at the September workshop.
STAFF / COMMISSIONER REPORT
July 19 Volunteer Picnic
Assistant City Administrator Miller noted Commissioners and their guest are invited to attend the annual
Volunteer Appreciation Picnic on July 19 from 5:30 – 7:30 p.m. at Blackhawk Park.
ROUNDTABLE
The Commission discussed the current locations of Remote Monitoring Towers (RMTs), and inquired of
MAC staff about the options available to install a temporary noise monitor to determine if any gaps in
coverage exist. The Commission agreed to further discuss the request for a mobile RMT at their July
workshop, and consider it as an item for the 2018-2019 work plan.
ADJOURNMENT
Upon motion by M. Johnson, seconded by Hughes the meeting adjourned at 9:55 p.m. All members
voted in favor.
