AIRPORT RELATIONS COMMISSION MEETING
MAY 9, 2017
A joint meeting of the Eagan Airport Relations Commission and Mendota Heights was held on Tuesday,
May 9, 2017 at 7:00 p.m. Those present were Charles Thorkildson, Carol Whisnant, Jeff Spartz, newly
appointed members Joseph Axmacher and Debra Dulligner, and Assistant City Administrator Miller.
Philippe Girard and Michael Johnson were absent.
Mendota Heights Attendance: David Sloan, Sally Lorberbaum, Gina Norling, James Neuharth, Kevin
Byrnes, Arvid Sharma and Cheryl Jacobson, Assistant City Administrator.
The meeting was called to order by Chair Thorkildson.
AGENDA
Commissioner Whisnant moved, Commissioner Spartz seconded a motion to approve the agenda as
presented. All members voted in favor.
PRESENTATIONS
Kurt Mara, FAA Air Traffic Control Tower Manager
Annual Operations and Runway Trends and Converging Runway Operations (CRO) Impacts
FAA Air Traffic Control Tower Manger Kurt Mara gave a presentation on the annual operations and
runway trends at MSP Airport. He also provided an update on the impacts and changes associated with
Converging Runway Operations.
Mr. Mara answered questions from commission members regarding the presentation. Other items
discussed were safety, large aircraft daily operation numbers, turbulence on large aircrafts constraints
and the ability of effective departures.

Optimized Profile Descent Success Story and MSP Airport Update
Dana Nelson, Manager – Noise, Environment & Planning gave a presentation on Optimized Profile
Descent success story and an MSP Airport update.
UPDATES ON CURRENT EFFORTS BY THE COMMISSIONS
The Mendota Heights group shared they are in the process of redoing their annual plan. They also
noted their communication through the Noise Oversight Committee with regard to cargo plane
operations between 5-7 a.m. causing noise concerns.
The Eagan group shared they have formed two committees focusing on Next Generation (Next Gen)
and Stage V, and specifically how these efforts are impacting the aviation industry and reducing the
noise footprint around airports.

There was no other business. Chair Thorkildson thanked the members of the Mendota Heights
Commission for attending the meeting.
ADJOURNMENT
Upon motion by Whisnant, seconded by Spartz, the meeting adjourned at 8:53 p.m. All members voted
in favor.
