MEETING OF APRIL 19, 2021, A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:00 p.m. on Monday, April 19, 2021 virtually. Commission Members present included Member McWilliams, Member Klein, Member Moore, Member Schuetzle, Member Hough and Member Rayman. Member Pagey and Member Power were absent. Staff members present Parks and Recreation Director Andrew Pimental, Facility and Projects Manager Chris Fleck and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Klein asked if there were any changes to the agenda. Director Pimental stated there were none. Member McWilliams moved, Member Hough seconded, with all present members voting in favor to adopt the agenda with changes. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Rayman moved to approve the minutes from February 22, 2021 meeting, Member McWilliams seconded, with all present members voting in favor to adopt the minutes presented. Aye: 6 Nay: 0 There were no visitors to be heard. VISITORS TO BE HEARD. PRESENTATIONS Eagan Community Center Presentation Chris Fleck, City of Eagan's Project and Facility Manager, gave a presentation on the different subdivisions of the Community Center team including Fitness Center, Rentals, Gymnasiums and Blast Indoor Playground. Fleck discussed the changes made in 2020 and how the division pivoted due to the pandemic. Fleck also highlighted new activities that participants can be active in currently and in the future. Advisory Parks and Recreation Commission April 19, 2021 Page 2 City of Eagan Customer Service Team Jared Flewellen, City of Eagan's Assistant Parks and Recreation Director gave a presentation on the past year in the Eagan Park and Recreation Customer Service Division. Flewellen highlighted how the Customer Service team services external customers, as well as internal customers such as Eagan Civic Arena, Cascade Bay, Recreation Division, Parks division, Government Buildings and Eagan Community Center. NEW BUSINESS Oakview Center Assistant Director Flewellen introduced the Oakview Center development. The applicant, Finn Daniels Architects, is requesting approval of a Preliminary Subdivision to create two lots and a Planned Development Amendment to allow a fast food restaurant with a drive through upon approximately three acres located northwest of Holiday Lane and Courthouse Lane, legally described as Lot 1, Block 1, Oakview Center 2nd Addition. Member McWilliams moved, Member Moore seconded, with all present members voting in favor to approve park and trail dedication to be collected in the form of cash. Aye: 6 Nay: 0 ROUNDTABLE Member Schuetzle — Updated the Commission on the public art subcommittee status for 2021 pieces. Member Hough — Expressed appreciation for how active Sky Hill park was with different activities. Member Klein — Is looking forward to the installation of public benches chosen in 2021. Member McWilliams —Also was excited for the public art process. DEPARTMENT UPDATES Director Pimental presented highlights from recent activities in the Eagan Parks and Recreation Department. ADJOURNMENT After further brief discussion, Member Schuetzle moved, Member Hough seconded with all members present voting in favor to adjourn the meeting.
