ADVISORY PARKS COMMISSION
EAGAN, MINNESOTA
MINUTES OF REGULAR MEETING OF DECEMBER 17, 2007
A regulaz meeting of the Advisory Pazks Commission was called to order at 7:00 p.m. on December 17, 2007
with the following Commission Members present: Jennifer Dahlquist, Phil Belfiori, Dick Pletcher, Joseph Bari, Dorothy
Peterson, Ryan Zipf, and Duane Hansen. Staff present included Director Juli Seydell Johnson; Superintendent of
Operations, Cherryl Mesko; Superintendent of Pazks, Paul Olson; and Pazks Maintenance Supervisor, Steve Taylor
APPROVAL OF;AGENDA
Member Bari moved, Member Zipf seconded, with all present members voting in favor to approve the agenda as
presented.
APPROVAL OF MINUTES OF NOVEMBER 19, 2007
Member Pletcher moved and Member Belfiori seconded, with all present members voting in favor to approve the
minutes of November 19, 2007 as presented.
VISITORS TO BE HEARD
There were no visitors to be heazd.
DIRECTOR'S DEPARTMENT UPDATE
Director Johnson recapped several holiday events including the Old Fashioned Holiday with Friends of the Farm
at Holz Farm and an event hosted in the Lone Oak Room by the Eagan Seniors for participants in the preschool programs.
Johnson pointed out the many ways to stay active throughout the winter. She noted that the warming houses are staffed a
little eazlier this yeaz due to the great ice and good weather conditions along with Trapp Farm Tubing Hill. In addition
there is a 30-day membership for students at the Community Center and skating lessons available at the Civic Arena for
all ages. It was noted that the City of Eagan does not monitor the thickness of ice on ponds and urged residents to use
caution. There was also a reminder that only trails previously approved by the City Council aze plowed. The only way
that trails aze added to that list is if a petition is filed with the Public Works department and the Council reviews those
requests every year in April. Director Johnson encouraged people looking for a last minute holiday gift to consider season
passes to Cascade Bay. It was also noted that the Eagan Art House recently received a donation of a new kiln for pottery
classes and another donation that will help with the repair of one of the other kilns.
CONSENT AGENDA
Member Pletcher moved, Member Bari seconded, with all present members voting in favor to recommend the City
Council approve the following recommendations pertaining to the Diffley Mazketplace Second Addition - Diffley
Ventures, LLC:
1. This proposal shall be subject to a cash Pazks dedication.
2. This proposal shall be subject to a cash Trails dedication.
3. Applicant has submitted a proposal to fulfill tree mitigation requirements through the installation of sixty-three
(63) Category B trees.
4. The applicant shall schedule a site meeting with the City of Eagan Supervisor of Forestry to finalize plans for
transplanting trees to Woodhaven Pazk.
5. The applicant shall contact the City Forestry Division and set up apre-construction site inspection at least five
days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan
and placement of the Tree Protection Fencing.
6. This development shall be subject to a 1.04 acres of the site that drain offsite without stormwater treatment, a
water quality cash dedication shall be paid.

OTHER BUSINESS AND REPORTS
Parks Maintenance 2007 Update
Pazks Maintenance Supervisor, Steve Taylor provided a Power Point presentation which gave an update and
overview of the 2007 season for Pazks Maintenance. He highlighted several construction projects, the on-going battle
with vandalism, regulaz maintenance projects, first phase implementation of the Patrick Eagan Master Plan as well as the
implementation of the new park signage throughout the system.
Commission members thanked maintenance staff for their work and dedication in preserving the integrity of the
park system. There were also positive comments shared about the new look of the park signage.
COMMUNICATIONS
Director Johnson shared a letter that was anonymously sent to the Civic Arena from a child apologizing for
having taken candy.
ROUND TABLE
Member Hansen reiterated that the new parks signs are great looking. Member Pletcher stated that as a
participant of Eagan Art House programs he wanted to share appreciation for the City's investment in art enhancement
opportunities for the community. He noted that the students participating in these programs aze very positive and
supportive of the Art House and its offerings.
ADJOURNMENT
With no further business to conduct, Member Zipf moved, Member Bari seconded with all members voting in
favor to adjourn the meeting. The meeting was adjourned at 7:35 p.m.
