ADVISORY PARKS COMMISSION
EAGAN, MINNESOTA
MINUTES OF REGULAR MEETING OF JANUARY 14, 2008
A regular meeting of the Advisory Pazks Commission was called to order at 7:00 p.m. on January 14, 2008 with
the following Commission Members present: Joe Bari, Jennifer Dahlquist, Laurie Halverson, Dorothy Peterson, Richazd
Pletcher and Ryan Zipf. Staff included Director Juli Seydell Johnson; Superintendent of Pazks, Paul Olson; Water
Resources Coordinator, Eric Macbeth; Recreation Facility Manager, Sonya Rippe; and Sports Program Assistant,
Jonathan Moore.
APPROVAL OF AGENDA
Member Bari moved, Member Zipf seconded, with all present members voting in favor to approve the agenda as
presented.
APPROVAL OF MINUTES OF DECEMBER 17, 2007
Member Pletcher moved and Member Halverson seconded, with all present members voting in favor to approve
the minutes of December 17, 2007 as presented.
VISITORS TO BE HEARD
There were no visitors to be heazd.
DIRECTOR'S DEPARTMENT UPDATE
Director Johnson stated that work this spring will include Patrick Eagan Pazk and the Art House Phase I
completion (parking lot and trails), implementation of Phase II (pavilion and re-vegetation azeas).
Director Johnson reminded everyone of the Arbor Day celebration is scheduled for May 17 where the City will
be hosting the State ISA Tree Climbing Championship in Central Pazk.
Director Johnson shared that it is time to reserve pavilions, canoe storage, shelter buildings, and Moonshine
Retreat Center. The 9"' annual home and leisure show is coming up March 14-16 at the Civic Arena and Saturday,
February 2na is the dogsled and ice fishing event at Blackhawk Park.
CONSENT AGENDA
There were no Consent Agenda items for the Commission to review.
DEVELOPMENT PROPOSALS
Paul Olson and Eric MacBeth gave Power Point presentation of the Blue Gentian Corporate Center proposal.
Member Pletcher moved, Member Bari seconded, with all present members voting in favor to recommend the
City Council approve the following recommendations pertaining to the Blue Gentian Corporate Center - MG Eagan LLC
proposal:
This proposal shall be subject to a cash pazks dedication. Said dedication shall be paid at such time as building
plans are submitted and approved.
This proposal shall be subject to a cash trails dedication.
The applicant shall be required to fulfill tree mitigation requirements through the installation of at least one-
hundred seventy-seven (177) Category A trees.

4. The applicant shall protect the preserved tree's critical root zones through the placement of required Tree
Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate safety netting), to be installed
at the Drip Line or at the perimeter of the Critical Root Zone, whichever is greater, of significant
trees/woodlands to be preserved on-site.
5. The applicant shall contact the City Forestry Division and set up apre-construction site inspection at least five
days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan
and placement of the Tree Protection Fencing.
6. This development shall satisfy Policies 3.1 and 3.3 of the Water Quality and Wetland Management Plan by
constructing an infiltration azea between two constructed storm basins.
7. This development is not subject to any requirements of Section 11.67 of Eagan City Code.

OTHER BUSINESS AND REPORTS
Recreation Facility Update
Sonya Rippe and Jonathan Moore provided an overview of the Recreation Facility Division through a Power
Point presentation. Member Peterson asked for an explanation of the CLASS registration softwaze as the Commission
may not be familiaz with it. Member Zipf asked if the community was able to book facilities online and Manager Rippe
explained that they were not at this time. Member Bari stated that he continues to be amazed at the tremendous job staff
is doing.
COMMUNICATIONS
Director Johnson shared an e-mail received regazding the great job done by personal training staff.
ROUND TABLE
Member Halverson stated that she was contacted by a resident looking for community gardening.
Member Peterson noted that at tomorrow's City Council meeting the plaque that indicates Holz Farm Farmstead
is placed on the National Registry will be presented to the City Council. Commission members were invited to attend.
ADJOURNMENT
With no further business to conduct, Member Bari moved, Member Peterson seconded with all members
voting in favor to adjourn the meeting. The meeting was adjourned at 7:35 p.m.
