understanding of how the WQMP pertains to this and other future developments.

DEPARTMENT HAPPENINGS
• STRENGTHEN COMMUNITY
• Despite set backs due to the weather, some progress is being made on the new Thresher
buildings. The metal roof was recently finished on the Service Building allowing work on the
interior finishes to begin.
• Staff has begun coordinating with the Streets and Engineering Divisions for assistance with
2008 projects. One of the larger efforts will be the completion of Phase I (parking lot/trails) and
the implementation of Phase II (trails/pavilion/re-vegetation) at Patrick Eagan.
• Snow Creative will take place on Saturday, January 12 at the Eagan Art House and will feature
a pottery pit fire, snow sculptures, art activities, and snow shoeing and winter hikes in Patrick
Eagan Park.
• SUPPORT ECONOMIC DEVELOPMENT
• The City of Eagan will be hosting the State ISA Tree Climbing Championships as part of the
Arbor Celebration in Central Park on May 17. This will be a day long family friendly
event....more to come in future updates.
• Reservations are now being accepted for canoe storage, Holz Farm Barn, Moonshine Park
Retreat Center, pavilions, shelter buildings and sun shelters for 2008.
• Dog licenses are now being sold at the Community Center.
• Three youth groups will hold overnight parties at the Community Center in January.
• The holidays always are cause for engagements; the 2009 wedding season is starting to fill at
ECC.
• The Community Indoor Garage Sale scheduled for Saturday, January 26th is currently sold out
of large and small size booths before the registration deadline.
• Cascade Bay's December promotion ended with 250 people purchasing season passes for the
2008 summer. Last year 200 were sold during this time.
• PROTECT NATURAL RESOURCES
• Forestry staff has begun removal of downed trees from remote sites that require access via the
ice.
• PROMOTE HEALTH & WELLNESS
• After a setback due to rain, the ice rinks and tubing hill were in prime shape for the winter
school break. The recent warm weather has degraded them however the thick base seems to be
holding up. There have been some closings due to standing water. The Recreation Hotline is
updated everyday with the latest conditions.
• There are 125 teams registered for basketball, boot hockey, broomball and volleyball.
• The ECC offered open gym opportunities to youth over the holiday break (12/23-1/5), totaling
approximately 450 visits.
• In December there were 56 thirty day student fitness memberships purchased. In the recent past
that number has been between 25 and 30.
• In December there were 36 indoor track passes purchased.
• Marshall Grange was elected to serve on a Board for the National Independent Health Club
Association for a 3 year term.

• A race directors meeting for South of the River Recreators (SORR) was held on January 7cn.
SORR is the collaborative effort of six cities to combine to put on the Ground Pounders
Running Grand Prix Series throughout the summer, including Eagan. Planning started this
month for the 2008 Eagan Fun Run which is part of the running series.
• A new Intro-To-Running class is being offered in the spring by all the collaborative cities and
hosted by Eagan to prepare new runners for the summer races.
• FACILITIATE COMMUNITY CONNECTIONS
• The 9th Annual Home & Leisure Show is taking vendor registrations and is currently 60% full.
Registrations are coming steadily for the show on March 14-16.
• The Eagan Art House completed two after school classes in partnership with District 196
Community Education. One was at Northview and the other was at Deerwood.
• PROVIDE RECREATION EXPERIENCES
• An Eagan Art House supporter has donated a brand new kiln to be delivered by the end of
January. With the other kiln rebuilt, the studio will have 2 new, computerized kilns to improve
the program.
• The Dog Sled & Ice Fishing event will take place at Blackhawk Park on Saturday, February 2nd
with ice fishing demonstrations, fishing try-it opportunities, dog sledding presentations and
rides (weather permitting).
• 17 children with disabilities finished skill development in the Adapted Floor Hockey Program
which ended December 16ffi. Fifteen kids attended the kick-off practice for the Adapted
Basketball season and new volunteers were oriented to assist with the program on January 6`".
KUDOS TO STAFF:
Sonya Rippe, Recreation Facility Manager received the Dorothea Nelson award from the MPRA at the
MRPA Awards Program on Thursday, January 10th. The Dorothea Nelson Award is awarded to a
female professional member of the MRPA with fifteen (15) years or less of professional experience.
The selection of an individual professional member will be based on the outstanding services to the
parks and recreation field and to the MRPA.
Denise King, personal trainer at ECC, for her unique ability to work with clients of all abilities. Please
reference the e-mail included under Correspondence in the packet.

ITEM OVERVIEW: Review the parks dedication, trails dedication, tree preservation, water quality and
wetlands issues that pertain to the Blue Gentian Corporate Center development.

BACKGROUND/HISTORY:
MG Eagan LLC is requesting approval of a Rezoning and Preliminary Planned Development
to create an office commercial development upon approximately 18.08 acres located north and
south of Blue Gentian Circle in the NW t/4 of Section 2.
The subject site is located within a Tax Increment Financing (TIF) Redevelopment District
designed to remove blighted structures and land uses that are inconsistent with Business Park
zoning standards. Over the past several years, the applicant and the City have both acquired
portions of the subject site. The City is taking steps to consider the transfer of the City-owned
properties to the developer.
The development site consists of numerous parcels, some vacant and some containing single-
family homes. An existing public street, Blue Gentian Circle, extends east-west through the site.
Three zoning districts currently are present within the site - (BP) Business Park, (A) Agriculture
and (R-1) Single Family. The property is wooded and contains large variations in topography,
sloping down north and south from the Blue Gentian Circle roadway.
The applicant is proposing to rezone all of the properties to Planned Development. In replatting
the property, Blue Gentian Circle is proposed to be vacated. The proposed Preliminary Planned
Development consists of an office building including underground and structured parking. The
development is proposed to be constructed in two phases. Phase 1 consists of the easterly two-
story portion of the building and surface parking lot. Phase 2 is the westerly five-story portion of
the building and the structured parking. The two portions of the building will be connected; the
five-story portion of the building includes underground parking in addition to the surface lot and
parking structure.

PARKS AND TRAILS DEDICATION:
This development shall be subject to a cash parks dedication and cash trails dedication.
TREE PRESERVATION:
A tree inventory submitted with this application indicates that there are three-hundred sixty (360)
significant trees and 174,975 square feet (4.02 acres) of significant woodlands existing at this site.
The individual tree resource is comprised of a large variety of hardwood and softwood deciduous
trees (the majority being oak, locust, elm, ash, maple, basswood, and cottonwood trees), as well
as some conifer trees (pine, spruce, and cedar). Tree diameters range from 6 inches to 35 inches,
averaging about 15 inches diameter. The significant woodlands on this site are comprised of a
mixture of hardwood and softwood deciduous trees such as oak, birch, elm, boxelder, and
cottonwood trees, along with scattered areas of conifer trees.
According to the Tree Preservation Plan submitted, significant tree/woodland removal will occur
over the entire site during initial site development and will result in the removal of two-hundred
eighty-five (285) significant trees (79% of the total), and in the removal of 39,016 square feet of
the significant woodlands, (22% of the total).
According to the City of Eagan Tree Preservation Ordinance allowable tree removal for this type
of development proposal (single-phase, single-lot, commercial) is set at 30.0% of the total
significant trees and significant woodlands. To calculate the overall required tree mitigation, the
removal percentages are "blended" together, basically resulting in a small credit for preserving a
high percentage of significant woodland area. In an effort to promote a positive, environmentally
sound design approach to construction near wooded areas, staff has utilized this method on prior
development applications with good results.
Required tree mitigation calculates to one-hundred seventy-seven (177) Category A trees.
The applicant has submitted a Tree Mitigation Plan that meets and exceeds the required tree
mitigation. The Mitigation Plan submitted shows that all mitigation trees are to be installed on
this site. Specifically, most of the mitigation efforts will be concentrated in a mass, "naturalistic
type" large planting that will eventually emulate a wooded environment along the south area of
the site, just north of Blue Gentian Road. Tree species to be installed in this planting include oak
(bi-color and bur), tamarack, red cedar, river birch, hawthorn, and basswood. Most of the trees
will be larger 4" diameter trees.
WATER QUALITY/WETLANDS:
This proposed 18.1-acre new development is located in extreme north-central Eagan, which is not
in a drainage district of any priority lake. Because the development is proposed to have ultimately
8.4 acres of impervious surface, 6.3 additional acres than what currently exists, it would be
subject to the following two requirements, according to the City's 2007 Water Quality and
Wetland Management Plan:
POLICY 3.1
Achieve no-net increase of Total Phosphorus (TP) and Total Suspended Solids (TSS) loading
or meet removal performance criteria of 50 percent TP and 80 percent TSS, whichever is
more restrictive.

POLICY 3.3
Infiltrate first one-half inch of stormwater runoff from any rainfall event from the entire site.
To meet these requirements, the developer proposes to construct an infiltration area between two
constructed storm basins. The infiltration area is designed to hold temporarily'/2 inch of runoff
from the 8.4=acre finished imperviousness of the site. The storm basins are designed to retain a
2.5" runoff event (10-year design storm) from the 13.5 acres of drainage area to them. Storm
basin 1 would hold 0.9 acre-feet; storm basin 2 would hold 0.6 acre-feet.
Eagan Water Resources staff has reviewed this proposal and finds it satisfactorily meets current
City water quality requirements.
WETLANDS
The north edge of development site includes a portion of an unclassified wetland that is located
alongside Interstate 494. According to City's Wetland Protection and Management Regulations
11.67, Subd. 4. B.):
"Any unclassified wetland shall be assigned a management classification and incorporated
onto the City maps during the City's review and approval process of proposals having
Wetland Alteration Activities... It is the responsibility of an applicant to have an existing
wetland delineated by a Certified Wetland Delineator utilizing approved methods as stated in
the WCA (Staff note: Minnesota Wetland Conservation Act) and to assess the wetland(s)
utilizing the MNRAM (Version 3.0 or later version)."
Because no Wetland Alteration Activities are proposed-grading activities would occur no closer
than approximately 100 feet from the wetland area-the developer is not required to delineate or
assess the wetland for ultimate classification by the City. This development is therefore not
subject to any requirements of Section 11.67 of Eagan City Code.
ALTERNATIVES FOR COMMISSION CONSIDERATION:
1. This development shall be subject to a cash Parks dedication. Said dedication shall be paid at such
time as building plans are submitted and approved. The dedication calculation shall be made at
the prevailing rate for a Commercial/Industrial development. This condition is to be included in
the pending Development Agreement.
2. This development shall be subject to a cash trails dedication.
3. The applicant shall be required to fulfill tree mitigation requirements through the installation of at
least one-hundred seventy-seven (177) Category A trees.
4. The applicant shall protect the preserved tree's critical root zones through the placement of
required Tree Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate
safety netting), to be installed at the Drip Line or at the perimeter of the Critical Root Zone,
whichever is greater, of significant trees/woodlands to be preserved on-site.
5. The applicant shall contact the City Forestry Division and set up a pre-construction site inspection
at least five days prior to the issuance of the grading permit to ensure compliance with the
approved Tree Preservation Plan and placement of the Tree Protection Fencing.
6. This development shall satisfy Policies 3.1 and 3.3 of the Water Quality and Wetland
Management Plan by constructing an infiltration area between two constructed storm basins.
7. This development is not subject to any requirements of Section 11.67 of Eagan City Code.

Oy daughter, Megan Moyna, has been working with Denise King for almost a year and I wanted to let you know how thrilled we are
vith her progress. Megan has some very complex medical issues, one of which is dealing with the effects of a severe brain injury
;he suffered at 3 months of age due to a stroke caused by sepsis. When Megan started seeing Denise she was extremely
overweight and her ability to walk and move around was very limited. Denise has done a fantastic job in working with Megan and the
esults are noticeable! She has lost over 30 lbs. and she's able to move around without tiring as easily. Her balance has improved
as well as her posture to the point that even her adaptive phy-ed teacher informed me that he was impressed with her abilities. He
ias noticed a tremendous improvement in her skills and her mobility. At school she is able to walk on the treadmill for 35 minutes -
;omething unheard of only a short time ago.
Ne appreciate ECC accepting Megan with all of her disabilities and limitations and the opportunity to work with Denise. Denise has
lone a great job of keeping Megan focused on her work but also having fun while she's there. We couldn't be more happy with the
)rogress that Megan has made and we look forward to seeing what the next year brings!

A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on December 17, 2007
with the following Commission Members present: Jennifer Dahlquist, Phil Belfiori, Dick Pletcher, Joseph Bari, Dorothy
Peterson, Ryan Zipf, and Duane Hansen. Staff present included Director Juli Seydell Johnson; Superintendent of
Operations, Cherryl Mesko; Superintendent of Parks, Paul Olson; and Parks Maintenance Supervisor, Steve Taylor

DIRECTOR'S DEPARTMENT UPDATE
Director Johnson recapped several holiday events including the Old Fashioned Holiday with Friends of the Farm
at Holz Farm and an event hosted in the Lone Oak Room by the Eagan Seniors for participants in the preschool programs.
Johnson pointed out the many ways to stay active throughout the winter. She noted that the warming houses are staffed a
little earlier this year due to the great ice and good weather conditions along with Trapp Farm Tubing Hill. In addition
there is a 30-day membership for students at the Community Center and skating lessons available at the Civic Arena for
all ages. It was noted that the City of Eagan does not monitor the thickness of ice on ponds and urged residents to use
caution. There was also a reminder that only trails previously approved by the City Council are plowed. The only way
that trails are added to that list is if a petition is filed with the Public Works department and the Council reviews those
requests every year in April. Director Johnson encouraged people looking for a last minute holiday gift to consider season
passes to Cascade Bay. It was also noted that the Eagan Art House recently received a donation of a new kiln for pottery
classes and another donation that will help with the repair of one of the other kilns.
CONSENT AGENDA
Member Pletcher moved, Member Bari seconded, with all present members voting in favor to recommend the City
Council approve the following recommendations pertaining to the Diffley Marketplace Second Addition - Diffley
Ventures, LLC:
1. This proposal shall be subject to a cash Parks dedication.
2. This proposal shall be subject to a cash Trails dedication.
3. Applicant has submitted a proposal to fulfill tree mitigation requirements through the installation of sixty-three
(63) Category B trees.
4. The applicant shall schedule a site meeting with the City of Eagan Supervisor of Forestry to finalize plans for
transplanting trees to Woodhaven Park.
5. The applicant shall contact the City Forestry Division and set up a pre-construction site inspection at least five
days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan
and placement of the Tree Protection Fencing.
6. This development shall be subject to a 1.04 acres of the site that drain offsite without stormwater treatment, a
water quality cash dedication shall be paid.

Parks Maintenance 2007 Update
Parks Maintenance Supervisor, Steve Taylor provided a Power Point presentation which gave an update and
overview of the 2007 season for Parks Maintenance. He highlighted several construction projects, the on-going battle
with vandalism, regular maintenance projects, first phase implementation of the Patrick Eagan Master Plan as well as the
implementation of the new park signage throughout the system.
Commission members thanked maintenance staff for their work and dedication in preserving the integrity of the
park system. There were also positive comments shared about the new look of the park signage.
COMMUNICATIONS
Director Johnson shared a letter that was anonymously sent to the Civic Arena from a child apologizing for
having taken candy.
ROUND TABLE
Member Hansen reiterated that the new parks signs are great looking. Member Pletcher stated that as a
participant of Eagan Art House programs he wanted to share appreciation for the City's investment in art enhancement
opportunities for the community. He noted that the students participating in these programs are very positive and
supportive of the Art House and its offerings.
