ITEM V: Director's Update Director Johnson will provide a brief overview of activities and events within the department ITEM VI: Consent Agenda Select Senior Living of Eagan is the only Consent Agenda item for the Commission to review and make a recommendation to the City Council. Background information is included in the packet. ITEM VII: Development Proposals There are no Development Agenda items for the Commission to review. ITEM X: Water Resources Update There are no Water Resources updates. 1 ITEM XI: Other Business and Reports Director Johnson will distribute and provide an overview of the 2007 Parks and. Recreation annual report. ITEM XII: Communications Three letters are enclosed for Commission review. One is a compliment for the paved pathway to the Fish Lake Park playground. The second is for outstanding service provided by Jennifer Nelson and Holly Champlin to get a child registered for preschool programs and the third is a letter complimenting preschool staff. ITEM XIII: Round Table Any items of concern that might be placed on upcoming agendas or items of interest will be identified. ITEM XIV: Adjournment 2 March 17, 2008 DEPARTMENT HAPPENINGS • STRENGTHEN COMMUNITY • The City Forester has started the annual visits to third grade classes to promote Arbor Day and the poster contest • Preparations continue for the Festival of Trees event, sponsored by the Minnesota Society of Arboriculture, to be held in conjunction with the Arbor Day event in Central Park on May 17. • A number of cellular providers are again looking for sites for antennas to improve service in Eagan. Several park settings are being considered; as with prior projects, a lease would be required. . • The Civic Arena hosted the 9th annual Home and Leisure Show on March 14-16th • Interviews have begun for Cascade Bay summer staff... summer can't be far behind. • Community Seminars for parents are being held weekly in the Oasis. These have been well received by participating families. • Ring Mountain Creamery hosts the second art exhibit of local artists. This exhibit, . coordinated by the Eagan Art House, is on display through April 25th • ECC staff is preparing for a busy two weeks during Eagan schools' spring breaks. The weeks of March 17 and 24 will offer afternoon drop in opportunities for kids needing a place to run off some energy. • SUPPORT ECONOMIC DEVELOPMENT • The Civic Arena will be hosting an annual job Fair on March 20. The attendance in years past has been around 2,500 people from 11 am - 4pm. • PROMOTE HEALTH & WELLNESS • Currently, there are 210 teams registered for basketball, softball, volleyball and wiffleball leagues. Registrations are still being accepted. • The outdoor ice rinks officially closed on February 24 with rinks being open between 47-59 days. Attendance for the season was 13,162. • Trapp Farm Park Tubing Hill was open for 30 days with an attendance for the season of 3,533. • RFP's are out for the new playground equipment to be installed at Carlson Lake, Ohmann and Holz Farm parks. Installation will start in June • Thanks to a cooperative venture with EAA, the 20+ year old scoreboard at the Goat Hill major league field has been replaced. The new board is LCD and wireless; a great improvement. • Through a cooperative effort, a new batting tunnel will be installed at Faithful Shepherd School this spring; EAA is buying the materials, FSS is providing the space, the City is doing the construction. • Blue Cross Blue Shield has once again agreed to allow youth soccer at both the main campus and River campus. • The Simple Steps in Dakota County walking program will be underway beginning April 1. Go to www.dakotacounty.us and search simple steps to register. 3 • Arena Softball at the Civic Arena has started with 6 teams registered to play along with open play opportunities for individuals. • The ECC fitness center added five new tread mills, two cross trainers and is anxiously awaiting the arrival of three new computerized bikes. The new equipment is a hit. • FACILITATE COMMUNITY CONNECTIONS • The outreach program through CDBG funding at Blackhawk Middle School, "Extreme Sports and Games" has grown to 31 participants. • The Eagan Art House is teaching children's art classes off-site at the following locations: Glacier Hills Elementary School, Northview Elementary School, Friendly Hills Middle School, Somerset Elementary School (Mendota Heights), Corpus Christi Home School Co- Op (Bloomington). • Demonstrations have been well received by Gramercy residents through CDBG Funding. The first demonstration was on strength/balance/yoga and 14 residents attended. KUDOS TO STAFF: • Congratulations to Marshall Grange for recently completing the six-month Leadership Academy facilitated through MRPA. Landscape Plan AGENDA ITEM: SELECT SENIOR LIVING-SELECT SENIOR LIVING, LLC TO: ADVISORY PARKS COMMISSION PREPARED BY: JULI SEYDELL JOHNSON, DIRECTOR OF PARKS & RECREATION ITEM OVERVIEW: Review the parks dedication, trails dedication, tree preservation, water quality and wetlands issues that pertain to the Select Senior Living development. r< BACKGROUND/HISTORY: Yankee Doodle Properties, Inc. is requesting approval of a Comprehensive Guide Plan Amendment and a Planned Development Amendment to allow for a 71-unit assisted living facility on 2.25 acres located south of Yankee Doodle Road and north of Hunt Drive (formerly 81St Street) on property legally described as Lots 1 and 2, Block 1, Terra Glenn 3rd Addition, in the NW 1/4 of Section 16. In 1981, the city approved a Planned Development for the property that encompassed a variety of uses including Limited Business, Low Density Residential, Medium Residential and Park uses. The subject site is part of Blue Cross Blue Shield East Campus Master Plan. Originally BCBS had a plan proposing a total of 720,000 square feet of additional office space to be added from 2004 to 2015. In addition, approximately 25% of the 162 acre site was devoted to undisturbed area and predominately single family residential along the east and south perimeter where the site is adjacent to single family residential. In 2002 a Preliminary Planned Development was approved to incorporate the master plan which included medium residential east of the existing campus south of Yankee Doodle Road and west of the City's Maintenance Facility and single family residential south of the medium density development. The subject site was approved as part of a larger subdivision in 2003, which created 54 single family and 24 townhome units on 39.5 acres of property. The development was proposed to be built in three phases, two single family phases and one townhome phase. The applicant received approval in 2007 for a Planned Development Amendment to construct a single three story building containing 24 condominiums on the property but has since withdrawn the application due to market changes. J The subject site currently consists of two platted parcels. The City will require an application to replat the property into one single parcel as well as vacate the necessary drainage and utility easements. The property has been graded and the storm water pond has been constructed per the original approvals in 2003. The parking lot has also been installed, however modifications to the grading and parking lot will be needed for the newly proposed development. The applicant has stated that due to changes in the market, a one, 24-unit condominium building, is not feasible. The revised proposal includes a change to allow for high density residential, specifically, a 71 unit assisted living facility which includes 18 memory care units. PARKS AND TRAILS DEDICATION: The Park Dedication for the entire Blue Cross parcel (including what is proposed to be Terra Glenn) was satisfied through the dedication and development of what is now Skyhill Park. No additional park dedication is required. TREE PRESERVATION: A Grading, Erosion Control & Tree Preservation Plan submitted with this application indicates (by tree symbol) that there is about 5,000 square feet (staff measurement, no figures were provided by the applicant) of significant woodlands existing at this site. This woodland area is located between the proposed building site and Yankee Doodle Road. Tree diameters in this woodland area are listed as ranging from 6 inches to 16 inches. Because this area was previously prepared for initial development (trees were removed during the initial site development for the Terra Glenn application), allowable tree removal for this application was set at 0%. According to this plan, there will be no removal of any of the existing significant woodland. Therefore, there is no additional required tree mitigation for this application (see Existing On-Site Tree Mitigation that is discussed below). Ezistina on-site tree mitigation Sixty-two mitigation trees required through the Terra Glenn application tree mitigation requirements had previously been installed on site. These trees are to be preserved or replaced throughout this application. The applicant has submitted a Landscape Plan and project narrative that indicates the following: 57 mitigation trees, currently exist on site 24 existing mitigation trees are to be left on site as-is 33 existing mitigation trees are to be transplanted to other areas on site 5 additional mitigation trees will be installed on site WATER QUALITY/WETLANDS: Water uali To satisfy City water quality requirements when the original plan was approved in 2003, a storm basin (treatment pond) was constructed immediately east of this parcel and in between the parcel and a wetland further east. Minimum City requirements for the volume and size of this treatment pond were based on the impervious surface (i.e., land covered by streets, buildings, parking lots, driveways, etc.) of the original area draining to the pond and the development originally approved. ~P, The City required the treatment pond to have at least 0.62 acre-feet of "wet-storage" volume and at least 0.27 acres of surface area. According to City "as-built" record plans, however, the treatment pond (City Pond CP-2.1) actually has a "wet-storage" volume of 0.53 acre-feet and a surface area of 0.19 acres. Thus, City Pond CP-2.1 is too small to treat stormwater for the originally approved development. Although the area draining to City Pond CP-2.1 has not changed, this revised development proposal would add 0.6 acres of impervious surface, an increase of over 28 percent. If previous City water quality requirements were still in place, City Pond CP-2.1 would need to be expanded to have at least 0.76 acre-feet of volume and at least 0.31 acres of surface area (over 43 percent and over 63 percent increases, respectively). Such a reconstruction of City Pond CP-2.1 most likely would either impact the wetland or require a modification to the boulder wall and thence reduce the buildable area of the parcel, or both. The following City water quality requirements (according to 2007 Water Quality and Wetland Management Plan) are now relevant to this development proposal: 1. There must be no-net increase, compared to existing conditions, in the amount of Total Phosphorus (TP) and Total Suspended Solids (TSS) leaving the site or 50 percent TP and 80 percent TSS must be removed from stormwater runoff, whichever is more restrictive. 2. The first one-half inch of stormwater runoff from any rainfall event from the entire site must be infiltrated. At its discretion, the City may modify or waive this requirement, based on consideration of any of the following: a. soil borings indicate unsuitability for infiltration; b. infiltration of the equivalent runoff volume is accomplished elsewhere within the same City subdrainage district; c. potential of groundwater contamination exists due but not limited to such variables as: • geology that exposes aquifer vulnerability (e.g., karst, shallow bedrock, etc.); or • land use that causes high pollutant and sediment levels in stormwater (e.g., industrial areas, high vehicular traffic rights-of-way, etc.); or d. other circumstances that may affect feasible and prudent implementation. 3. This development may be subject to cash dedications in lieu of the above requirements, at the City's discretion. The developer is proposing to meet City water quality requirements partially through a combination of practices, including permeable pavers, diffuse storage in between the pavers, and a couple of biofiltration areas. The developer is requesting consideration in meeting the shortfall through a cash dedication. Wetlands This development would not be subject to City Code §11.67, Wetland Protection and Management Regulations, because there are no wetlands immediately on this parcel and there are no proposed wetland alteration activities that would affect the wetland or wetland buffer to the east of City Pond CP-2.1. ALTERNATIVES FOR COMMISSION CONSIDERATION: 1. The applicant shall fulfill tX previously required tree mitigation conditions through the preservation and/or installation of sixty-two (62) Category B trees. 2. The applicant shall protect the preserved significant woodland areas through the placement of required Tree Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate safety netting), to be installed at the Drip Line or at the perimeter of the Critical Root Zone, whichever is greater, of significant trees/woodlands to be preserved on-site. 3. The applicant shall contact the City Forestry Division and set up a pre-construction site inspection at least five days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan and placement of the Tree Protection Fencing 4. Prior to the City's issuance of a Land Disturbance Permit (LDP), the developer shall submit, in addition to the information required for a Land Disturbance and Erosion Control Plan (per City Code §4.32, Subd. 2.), all plans and specifications of the combination of stormwater best management practices and low impact development strategies to be employed to meet City water quality requirements. Such supplementary information shall be deemed acceptable by City Engineering and Water Resources staffs prior to the LDP application being considered complete. 5. The developer shall implement a combination of stormwater best management practices and low impact development strategies to achieve no-net increase, compared to existing conditions, in the amount of Total Phosphorus (TP) and Total Suspended Solids (TSS) leaving the site or 50 percent TP and 80 percent TSS must be removed from stormwater runoff, whichever is more restrictive. 6. Not only was I impressed by your thoughtful response to my e-mail back in July, I was shocked how quickly a pathway was put in. We noticed right away last fall when the markers were placed and shortly after a path was constructed. As soon as the cement dried we were using the path to 4 access the playground. This past fall we saw many more families enjoying this park because of the new paved access. IR &OR'S DEPARTII NT"UPDAT Director Johnson stated that work this spring will include Patrick Eagan Park and the Art House Phase I completion (parking lot and trails), implementation of Phase II (pavilion and re-vegetation areas). Director Johnson reminded everyone of the Arbor Day celebration is scheduled for May 17 where the City will be hosting the State ISA Tree Climbing Championship in Central Park. Director Johnson shared that it is time to reserve pavilions, canoe storage, shelter buildings, and Moonshine Retreat Center. The 9s' annual home and leisure show is coming up March 14-16 at the Civic Arena and Saturday, February 2nd is the dogsled and ice fishing event at Blackhawk Park. T-O-NS'ENT AGENDA There were no Consent Agenda items for the Commission to review. DE' EL 3PME QPOSALS Paul Olson and Eric MacBeth gave Power Point presentation of the Blue Gentian Corporate Center proposal. Member Pletcher moved, Member Bari seconded, with all present members voting in favor to recommend the City Council approve the following recommendations pertaining to the Blue Gentian Corporate Center - MG Eagan LLC proposal: 1. This proposal shall be subject to a cash parks dedication. Said dedication shall be paid at such time as building plans are submitted and approved. 2. This proposal shall be subject to a cash trails dedication. 3. The applicant shall be required to fulfill tree mitigation requirements through the installation of at least one- hundred seventy-seven (177) Category A trees. Advisory Parks Commission January 14, 2008 Page 2 4. The applicant shall protect the preserved tree's critical root zones through the placement of required Tree Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate safety netting), to be installed at the Drip Line or at the perimeter of the Critical Root Zone, whichever is greater, of significant trees/woodlands to be preserved on-site. 5. The applicant shall contact the City Forestry Division and set up a pre-construction site inspection at least five days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan and placement of the Tree Protection Fencing. 6. This development shall satisfy Policies 3.1 and 3.3 of the Water Quality and Wetland Management Plan by constructing an infiltration area between two constructed storm basins. 7. This development is not subject to any requirements of Section 11.67 of Eagan City Code. Member Zipf asked if the community was able to book facilities online and Manager Rippe explained that they were not at this time. Member Bari stated that he continues to be amazed at the tremendous job staff is doing.
