ITEM V. Visitors to be Heard Staff is not aware of any visitors who wish to address the Commission at this time. ITEM VI: Director's Update Director Johnson will provide a brief overview of activities and events within the department. ITEM VII: Consent Agenda Staff has reviewed the Eagandale Center Industrial Park No. 19 proposal to ensure compliance with the parks dedication, trails dedication, water quality, wetlands and forestry issues. Background information is included in the packet. ITEM VIII: Development Proposals The Heritage of Highview proposal and background information is included in the packet for Commission review of parks dedication, trails dedication, water quality, wetlands and forestry issues. This is a fairly standard development request however the issue of trail dedication is one that the Commission may wish to review and discuss. ITEM IX: Old Business At their April meeting the Advisory Commission opened the public comment period for the proposal for public sculpture from the Eagan Art House. The Art House has asked that this request be pulled until the Patrick Eagan Pazk Master Plan has been completed. The Advisory Commission should take official action to rescind the .public review requirement based on the request by the Eagan Art House. ITEM X: New Business There are no items under New Business for the Commission to review. ITEM XI: Water Resources Update Member Belfiori may wish to provide any new information pertaining to the Water Quality Management Plan update. ITEM XII: Other Business and Reports Intern Sean McCaffrey will present a brief report on the project he was assigned to complete as part of his internship with the City of Eagan. There have been no subcommittee meetings held since the Mazch APrC meeting. ITEM XIII: Round Table Any items of concern that might be placed on upcoming agendas or items of interest will be identified. ITEM XIV: Adjournment 2 MAY 2006 DEPARTMENT FIAPPENINGS STRENGTHEN COMMUNITY • The farewell family picnic for preschool participants will be held on May 26, 2006 at Blackhawk Park. Over 300 families that participated will be invited to celebrate bringing the yeaz to an end. • The Civic Arena was host to a Minnesota Swarm lacrosse clinic and BBQ on Apri126 to raise awareness of the sport of lacrosse. Approximately 2001acrosse enthusiasts attended. • Under a recently approved cooperative agreement with the school and with financial assistance from EAA, staff recently completed the renovation of the fields at Faithful Shepard School. The fields aze available for community use and scheduling evenings and weekends during the school yeaz, days and evenings during the summer. • SUPPORT ECONOMIC DEVELOPMENT • The "Do the Pazks" campaign will be launching a Passport program for this summer. The passport will feature one park and one program from each city in Dakota County with a page to write their memory of the visit to the park or program. Quote from the "Do the Pazks" campaign. "Escape the madness. Disconnect from computers, phones, hectic schedules and reconnect with nature in the nearly 400 parks available in Dakota County!" • The Civic Arena was host to the Midwest Regional Karate Tournament on Apri121 and 22. There were over 2500 people in attendance over that two-day period. • The Blast field trip calendar is filling up! There are two groups that have scheduled multiple days bringing sizable groups each time. • Cascade Bay is moving closer to the addition of a miniature golf course in time for summer use. The nine-hole golf course is expected to be ready for some challenging play by the July 4 holiday and will continue to stay open into the fall after the water park closes. FOSTER HUMAN DEVELOPMENT • The first SORR GPS Amazing Family Race was held in late April. Thirty-seven teams, totaling more than 140 participants traveled to 8 checkpoints in Eagan, Apple Valley, Rosemount and Lakeville. While most teams had their own GPS units, the SORR group obtained a grant from the Minnesota Recreation and Pazks Foundation, which was used to purchase additional GPS units for this program and future GPS programs. • PROTECT NATURAL RESOURCES • The seasonal Tree Inspector has started and will be assuming most of the disease inspection and mitigation duties. The Tree Inspector position was created to address issues of disease, primarily Oak Wilt and Dutch Elm. Questions pertaining to home landscapes will continue to be referred to the Forestry section of the City web-site from which there are many links. • Mowing of pazks and boulevazds is well underway with staff working sunrise to sunset in an effort to keep up. Some parks may become "shaggy" around the edges until the seasonal staff is on-board and routes can be fully staffed. • Holz Farm spring clean up day was held on May 6. Yard work, painting and house cleaning were completed by approximately 40 volunteers. 3 • Beginning May 15, the area used for soccer fields at Lexington Diffley Fields will be "rested" for the summer. The fields normally located there will be shifted to Thresher Fields, while the smaller fields normally at Thresher will be moved to one of two Blue Cross sites. During the "rest period" the field will be aerated, top dressed and reseeded. Resting is critical to retaining good turf and will continue to be done on a rotating basis. • PROMOTE HEALTH & WELLNESS • May will be a very healthy month in Eagan. On May 20 the community is invited to take part in the Eagan Fun Run. People can participate in a 2-mile, 5-mile, 2-mile fitness walk, and a % mile youth Ducky Dash. • Eagan seniors will celebrate National Senior Health and Fitness day on May 31 with a morning of fitness classes, equipment demonstrations, presentations and a produce potluck for lunch. • New disc golf leagues will be forming for a summer season starting mid-June with a league for Junior's, 16 and under and Adults 17 and over. KUDOS TO STAFF: • Park maintenance staff recently completed the construction of the kiosk sign located adjacent to the Eagan Rotary Band Shell. BACKGROUND/HISTORY: Larson Properties is requesting approval of a Preliminary Subdivision to create two lots on 3.79 acres located at 3000 Denmark Road, legally described as Lot 1, Biock 2, Eagandale Center Industrial Park No. 9, in the NE '/a of Section 10. The property was platted in 1988. The property remained undeveloped until 1998, when atwo- building Planned Development was approved for the property consisting of a hotel on the easterly portion of the site, and a restaurant on the westerly portion. An 82 room three-story hotel which was built in 1998 exists on the easterly portion of the property; the westerly portion was graded with initial development and remains vacant. Access into the site is provided from Denmark Avenue. The site plan approved in 1998 was designed for a future subdivision. PARKS AND TRAILS DEDICATION: This development shall be responsible for a cash trails dedication. The park dedication for the property has been satisfied. TREE PRESERVATION: There are no tree preservation issues that need to be addressed with this development. BACKGROUND/HISTORY: , Gloria Fritz is requesting approval of a Preliminary Subdivision of 1.7 acres to create four single- family lots at 1420 Highview Avenue located on the south side of Highview Avenue just west of Pilot Knob Road in the SE'/a of Section 4. The property consists of two platted parcels. An existing home is present on one parcel and the second parcel is vacant save for a detached garage that straddles the common property line. The total site is 1.7 acres in size and contains an existing single-family home constructed in 1964 on the western parcel. The site has a variation in topography that will allow the southern two lots to accommodate a walkout and a lookout design. The proposed subdivision creates four lots to allow for the construction of four new single-family homes; the existing structures will be removed. The subdivision will create four lots that exceed the 12,000 SF minimum R-1 lot size and 85' lot width requirements; the proposed lots range in size from 14,052 SF to 15,154 SF and a density of 2./3 units per acre. PARKS AND TRAILS DEDICATION: This development would be subject to a cash pazks dedication for the newly created lots. Trails The proposed development is located on the north side of Highview Park. The park services an area bounded by Lone Oak Road to the south, Pilot Knob Road to the east, 494 to the north, and Hwy 13 to the west. Currently, the only dedicated access to the park is from the south off of Highview Drive. Generally, when properties adjoining pazks are developed, the opportunity to provide additional access is reviewed. ~~ As properties to the north develop and/or redevelop, it would be advantageous to have an access on the north side of Highview Pazk. This would negate the need for pazk users to circle the pazk to gain access. A recommendation should be considered that would require the developer to provide a 20' wide easement between lots 2 and 3 and construct an 8' wide bituminous trail, in accordance with City specifications, within the easement. Due to the existing topography, the trail will have an average down slope into the park of approximately 12% (1.2'over 10'). While the slope on this specific trail section will exceed the ADA requirements, the existing primary access to the pazk from the south is compliant, thereby fulfilling the ADA accessibility requirement for park access. When recommending that a developer provide a trail section for a park purpose, it is common that credit be given for the cost of construction. For 2006 projects, the City Engineering Division calculated credit of $15 per lineal foot of 8'wide bituminous trail would be applied. Because the estimated value of the credit may exceed the calculated trail dedication a small credit could be applied toward the pazk dedication. The following amounts aze estimates only and would be calculated at the time of fmal plat approval through the development contract. According to the City of Eagan Tree Preservation Ordinance allowable tree removal for this type of development proposal (single-phase, multiple-lot, residential) is set at 40% of the total significant trees. With a proposed removal less than the allowable amount, there is no required tree mitigation for this proposal. WATER QUALITY/WETLANDS: This 1.7-acre proposed subdivision is located in the "H" Watershed that drains west to the Minnesota River. Due to the size and nature of this residential subdivision, water quality ponding is not feasible. To meet the City's water quality requirements, therefore, a dedication of cash in lieu of ponding is appropriate for this development. There aze no wetlands directly associated with this pazcel. l' ALTERNATIVES FOR COMMISSION CONSIDERATION: 1. This development shall be responsible for a cash pazks dedication. 2. This development shall provide a twenty foot (20') wide easement for trail purposes between lots 2 and 3. Within the easement the developer shall construct an eight (8') foot wide pedestrian trail in accordance with city specifications. Said trail is to be constructed prior to the issuance of a building permit for lots 2 or 3. 3. The developer shall receive a credit of fifteen dollazs($15) per lineal foot of the trail. Said credit is to be applied first to the trail dedication amount due for the development. Any credit remaining shall be applied to the park dedication due. 4. A revised Tree Preservation Plan shall be required to be submitted that shows the placement of required Tree Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate safety netting) installed at the Drip Line or at the perimeter of the Critical Root Zone, whichever is greater, of significant trees/woodlands to be preserved on-site. 5. The applicant shall contact the City Forestry Division and set up apre-construction site inspection at least five days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan and placement of the Tree Protection Fencing. 6. This development shall be responsible for a cash dedication in lieu of on-site water quality ponding. Member Peterson presented a plaque to Chair Davis in recognition for nine years of outstanding service and leadership for the Advisory Parks and Recreation Commission. Member Danner also thanked Chair-Davis for being an adversary for trees and water quality. Chair Davis responded by saying he enjoyed working with the. commission because of their strong convictions and wanting to do the right thing for Parks and Recreation.. He thanked the City staff for being supportive and helpful when the commission met new challenges. Forestry Supervisor, Gregg Hove, provided information regarding the City's annual Arbor Day celebration which will take place on May 20~' from 9-12 at City Hall. Volunteers will be planting flowers on the City campus and planting a tree donated by Dakota Electric. In honor of the 5~ anniversary of moving the Grandfather Tree, Kay Gustafson will read her book "Aunt Gussie and Grandfather Tree". The winner of this year's poster contest will also be announced and the celebration will end with a picnic lunch. Advisory Parks Commission Minutes of Regular Meeting of April 17, 2006 Page 2 Supervisor Hove shared a copy of Department of Natural Resources Volunteer Magazine, noting an article that designates a dollar value on trees based on what they provide, such as absorbing carbon dioxide, shading, storm water management, etc. Hove provided other brochures that discussed forestry challenges such as Dutch elm disease, the Asian Longhorn Beetle and the Emerald Ash Bore. Hove informed the commission that a large percentage of the trees in Northern Minnesota and Eagan are Ash trees that are vulnerable to this insect. He added there is a nationwide effort to prevent and control the Emerald Ash Bore. Hove informed the commission that he and Director Johnson attended the April meeting of the Minnesota Shade Tree Advisory Committee where the City of Eagan was presented with an Outstanding Media Awazd in recognition of the City of Eagan Forestry Web Site. Hove said about half the 100 attendees said they had used the City's website. Hove shared the award that was presented. Recreation Supervisor Colleen Callahan presented the quarterly update for the Recreation Supervisory Staff. Callahan shared information on Adult Sports, Community Events, Preschool, Senior Programs, and Teen Programming as well as Youth and Family events. LLD BUSINES There were no items to review under Old Business Eagan Art House-Request to Place Art in Public Space Member Peterson moved to open the Public Comment Period, inviting the public to review and comment on a proposal by the Eagan Art House that asks to place Art in Public Spaces. The review and comment period is designated for 30 days and will end on May 17. The proposal can be reviewed at the Eagan Municipal Center in the Parks and Recreation Department and written comments received at the Parks and Recreation office Upon completion of the 30 day comment period, the item will be referred to an APrC subcommittee. OT'I1ER BUSIlVSS Water Quality Management Plan Update Member Belfiori provided an updated on the Water Quality Management Plan, stating that the. committee has been reviewing valuable information, such as how to classify the quality of wetlands, how to assign buffers and spot regulate areas that are most valued rather than assign a "one size fits all" buffer. Belfiori said the consultant discussed how to define and assign a quantitative value to the water bodies in the city so it will express where the city needs to improve what they are doing and which water bodies are doing well. The next phase will be implementation strategy which will focus on resources and money that will make a difference in the next 20 years. Member Filipi handed out an article about rain gardens and encouraged members to view the website and it links. Member Pletcher said that a story on the news that evening discussed rain gardens being used for storm water management. Advisory Pazks Commission Minutes of Regular Meeting of April 17, 2006 Page 4 Member Hansen informed the group that Wil Steger, Minnesota native and North Pole dog sled explorer will be at St. John Neumann church on Apri129 to discuss global warming. Member Peterson announced that on May 13 the Eagan Gazden Club will have their annual plant sale at Holz Farm. The following weekend, May 21 will be the annual Friends of the Farm cleanup. If any Scout Troops are interested in helping, their leader should call 675-5500 so the coordinators may consider what jobs to give the troops. Commission members wished Chair Davis well; each saying it was an honor to work with him and thanked him for the time he spent on their Advisory Parks Commission.
