ITEM V: Director's Update Director Johnson will provide a brief overview of activities and events within the department. ITEM VI: Consent Agenda Staff has reviewed the Madelyn Addition proposal to ensure compliance with the parks dedication, trails dedication, water quality, wetlands and forestry issues. Background information is included in the packet. ITEM VII: Development Proposals There are no development proposals for the Commission to review ITEM VIII: Old Business Members of the Patrick Eagan Park Master Plan Ad-Hoc subcommittee may wish to provide a brief overview and update of the plan to date. ITEM IX: New Business The City's Comprehensive Plan is being prepazed to be updated. APrC members will be asked to comment so it may be appropriate to set a meeting of appropriate APrC members to further evaluate the Plan. The State Legislature recently enacted a law that changes the manner in which cities require pazk dedication from developers applying for subdivisions. It may be appropriate for the subcommittee that previously reviewed the parks dedication fee structure for 2007 to review the implications this new legislation may have on the recommended fee structure. ITEM X: Water Resources Update Member Belfiori may wish to provide any new information pertaining to the Water Quality Management Plan. ITEM XI: Other Business and Reports Pazk Maintenance staff will provide a brief overview and update of activities within that division. Subcommittees that met after August 14 may also wish to provide an update. ITEM XII: COMMUNICATIONS A thank you note from the Kissell family for the playground installation at Kettle Park is included in the packet for your information. ITEM XIII: Round Table Any items of concern that might be placed on upcoming agendas or items of interest will be identified. ITEM XIV: Adjournment 2 SEPTEMBER 2006 DEPARTMENT HAPPENINGS STRENGTHEN COMMUNITY • The new play-ground at Meadowlands Pazk is complete. Work will soon be starting on the new structure at Carnelian Park. • The construction of new rinks at Carnelian and Ridgecliff Parks is well underway. • More than 1790 people attended the Eagan Live Jive series in 2006. There were 14 performances, resulting in an average of 127 people per performance. This is more than twice the attendance total of 700 in 2005. • SUPPORT ECONOMIC DEVELOPMENT • So far for September there are 14 weddings, 70 meetings and approximately 500 total. events planned at the Community Center. • The bi-annual Mother of Multiples Garage Sale will be held at the Community Center on September 23. This typically brings in about 1000 people. • FOSTER HUMAN DEVELOPMENT • Total summer Oasis drop-in, programs and special event attendance for June -August was 1433. Special events reach more youth at one time than our daily drop in however we have seen a growth over last year. • Fall Preschool began on Monday, September 11, 2006. Almost 300 children are registered and ready to play! INCREASE CULTURAL AWARENESS • Eagan Seniors have been very active during the later part of the summer. A group traveled to the Chanhassen Dinner Theater in late August and the Minnesota Landscape Arboretum in early September. A successful first-ever corn feed was also held in late August, with enough attraction that it may become acommunity-wide activity in 2007. • Lone Oak Days will be held at Holz Farm on September 30 and October 1. This event is open to the public and will include old-fashioned fun and entertainment with hayrides, concertina music, animals and plenty of food. • PROTECT NATURAL RESOURCES • City staff has completed the reseeding of nearly 30 parks that suffered significant turf damage due to the summer drought. The recent rains and cool weather have been ideal for promoting growth in the newly seeded areas. PROMOTE HEALTH & WELLNESS • The BMX track at the Lexington-Diffley fields has been completed. It is located immediately adjacent to the skate park. Initial reviews from users are very positive. The track. was intended to be flexible in its design to allow for easy modification. • Beginning Strength Training classes for women and teens will be starting up in September. • There are 86 teams are registered for fall basketball, touch football and volleyball leagues. KUDOS TO STAFF: • Park and Recreation employees Carrie Sinclair, Gregg Hove and Marshall Grange were. winners in the 2006 Every Step of the Way Employee Recognition program..:. • Congratulations to Park Maintenance employees Dan Curtin (25 years) and Steve Hadden {20 years) who were recently recognized for their years of City service...all with Pazks. 3 NOTES: • The City Buckthorn removal program is underway once again. Residents who suspect they have a Buckthorn infestation, and are willing to remove it, can contact the City Tree Inspector at 651-675-5334 to arrange a site inspection. If Buckthorn is identified, the resident will be instructed on the proper removal technique and a pickup of cut materials by City crews can be scheduled. • As of Labor Day, due to the annual loss of seasonal staff and diminishing use that coincides with the start of school, restrooms in park areas are closed except for special events and scheduled activities. The schedule of daily opening will resume again in the summer after Memorial Day. Project Descrtiption JULI SEYDELL JOHNSON, DIRECTOR OF PARKS & RECREATION ITEM OVERVIEW: Review the parks dedication, trails dedication, tree preservation, water quality and wetlands issues that pertain to the Madelyn Addition development. BACKGROUND/HISTORY: Yiridian Ventures is requesting approval of a Preliminary Subdivision (Madelyn Addition) to create 8single-family lots upon 6.7 acres located south of Cliff Road and west of Lenore Lane in the NE I/4 of Section 32. The subject site is currently two unplatted parcels of approximately 2.5 acres each, and two outlots totaling 1.7 acres. Two of the lots contain existing single-family homes. The existing homes take access from Cliff Road via private driveways. The site is heavily wooded with topography that generally slopes to the north toward an existing wetland present in the north central portion of the site. The applicant is proposing to subdivide the site into eight single-family lots ranging in size from 17,5.83 to 38,293 sq. ft. The two existing single-family homes on the development site are proposed to be removed, along with the driveways to Cliff Road. Access to the development is proposed via a new public street cul-de-sac from Lenore Lane PARKS AND TRAILS DEDICATION: The Parks and Trails dedication due for the Development shall be satisfied through a cash dedication. TREE PRESERVATION: A tree inventory submitted with this application indicates. that there are two-hundred forty-four (244) significant trees in the inventory. Individual tree size and species break down is as follows: Species Avg Diameter Dia. Range Count Percent of Total Oak 20" 6"-36" 133 55% Black Cherry 10" 6"-17" 36 15% Jr The balance of the tree inventory is comprised of a variety of deciduous trees, including species such as elm, aspen, maple, crabapple, and cottonwood trees averaging 10" in diameter. There are also a few, scattered conifer trees (spruce, pine, and fir) located on site. The development as proposed will result in the removal ofone-hundred five (105) of the two- hundred forty-four (244) significant trees (43.0 % of the total). According to the City of Eagan Tree Preservation Ordinance allowable tree removal for this type of development proposal (single-phase, multiple-lot, single-unit residential) is set at 40% of the total significant trees. With a proposed removal greater than the allowable amount, there is a required tree mitigation of thirty-six (36) Category B trees. The applicant has submitted a Tree Mitigation Plan that indicates the installation of fifty-four (54) Category B trees to fulfill tree mitigation requirements. Following discussions with the applicant's engineer staff is recommending that the following revisions be made to the application: 1. In an effort to maximize tree preservation, certain trees (numbers 70, 181, 212, 213, 214, 215, 216, and 218) will try to be preserved that are currently shown on the Tree Preservation Plan, outside the proposed tree protection fence area. A revised tree preservation plan shall be submitted that correctly shows the placement of required tree protection fencing. 2. Tree protection fencing shall be adjusted on the tree preservation plan to more accurately reflect grading operations associated with the installation of utilities between lots 7 and 8, and lots 1 and 2. 3. Tree number 1 is located off-site, and therefore should be removed from the counted tree inventory. WATER QUALITY/WETLANDS: This proposed subdivision is in the upper end of the City's B-Watershed, which contains Thomas and Blackhawk lakes. The developer proposes to address City stormwater quality requirements partially by constructing one pond, which would pre-treat runoff from some of the parcel before it drains to the onsite wetland. The remainder of the parcel that does not drain to the treatment pond would be subject to water quality cash dedication. WETLANDS A wetland delineation report for the project site (Kjolhaug Environmental Services Company, Inc.; KES Project No. 2005-297) identifies one wetland that is subject to the City's jurisdiction, according to the Minnesota Wetland Conservation Act (WCA). Any proposals to drain, fill, or excavate this wetland need to meet all provisions of WCA laws and rules. The developer is not proposing to impact this wetland by any of these means. This wetland, however, would be a "General Use" wetland within the proposed management classification system of the Water Quality Management Plan that is now being drafted. This type of wetland would receive the lowest protection regarding impact avoidance, buffer widths, and replacement standards. /' The developer is proposing to provide a 15-foot setback from development structures (i.e., retaining wall). Both the wetland and stormwater pond would be included within a storm drainage and .utility easement provided to the City. ALTERNATIVES FOR COMMISSION CONSIDERATION: 1. This Development shall be responsible for a cash parks dedication 2. This Development shall be responsible for a cash trails dedication. 3. The applicant shall fulfill tree mitigation requirements through the installation of thirty-six (36) Category B trees (or an equivalent combination of Category Aand/or Category C trees). 4. The applicant shall submit a revised tree preservation plan that shows the correct placement of tree protection fencing required to protect the critical root zones of all preserved trees. Required Tree Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate safety netting), shall be installed at the Drip Line or at the perimeter of the Critical Root Zone, whichever is greater, of significant trees/woodlands to be preserved on-site. 5. The applicant shall contact the City Forestry Division and set up apre-construction site inspection at least five days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan and placement of the Tree Protection Fencing. 6. Stormwater runoff shall be treated onsite via one constructed pond. The design and construction of the treatment ponds and infiltration basins shall satisfy City standards and criteria. 7. Combined these properties are six plus acres. The two existing properties currently have driveways that access directly to Cliff Road from the south. We are proposing to subdivide these adjoined properties into a Development of eight single family lots in a Cul-de-sac design. The new street would enter from the west side of Lenore Lane (Located to the east of the Project) and proceed westerly into the new proposed Cul-de-sac. The two existing homes will be removed and the existing driveways will no longer enter from Cliff Road. We understand that the zoning would .likely allow more than eight lots. We chose to subdivide into only eight lots in order to best preserve the natural setting of trees. Member Pletcher was not present. Staff included Director Juli Seydell Johnson; Superintendent of Operations Cherryl Mesko; Superintendent of Parks Paul Olson and Recording Secretary Lori Kimball. CON F 'I'.~AG~NDr Marion Addition Member Filipi moved and Member Bari seconded, with all members voting in favor to recommend to the City Council the following conditions pertaining to the Mazion Addition: 1. This proposal shall be subject to a cash pazks dedication for the newly created lot. 2. This proposal shall be subject to a cash trails dedication for the newly created lot. 3. This proposal shall be subject to a cash dedication in lieu of on-site water quality ponding. There were no items to review under Development Proposals. BUSINESS Patrick Eagan Park Master Plan Update Advisory Parks Commission August 14, 2006 Page 2 Director Johnson provided an update of the Patrick Eagan Park Master Plan, stating the consultants met with various stakeholder groups and that it would be appropriate to schedule a public comment meeting to solicit additional feedback. Director Johnson shared a conceptual plan that showed a new entrance to Patrick Eagan Park and separate areas for park users and Art House users. Johnson also shared another preliminary concept that showed one larger building footprint located in the area of the existing park building off Lexington Avenue to demonstrate that a building could be accommodated in this space if needed. Following a short discussion comparing the two options, Chair Peterson moved, Member Danner seconded, with all members voting in favor to recommend that the City Council set August 24, 2006 as the date for a public meeting to solicit input on the Patrick Eagan Park Master Plan concept plans(s). NSW', BLTSIN ~, T-Mobile O'Leary Lease Request Superintendent Paul Olson provided background information stating that the commission reviewed this proposal at a workshop during July. Member Danner moved, Member Zipf seconded with all members voting in favor to recommend that the City Council direct staff to proceed with negotiations with T-Mobile regarding the lease of ground space for cabinets in O'Leary Park in conjunction with the installation of a new pole and antennas in the adjacent Lexington Avenue Right of Way, all to be consistent with the terms and conditions of the appropriate City telecommunications lease and pending review of the City telecommunications consultant and City Attorney. Park Dedication Implications Director Johnson stated that at this time there was no action required since the state law changed on August 1, 2006 and the city attorney is currently reviewing the law to make sure the City is in compliance. «'ATER 50URCES DATE Water Quality Management Plan Update Member Belfiori updated the commission regarding the Water Quality Management Plan, stating a workshop will be held in mid October. A tentative date of November 14 is being considered for a public open house. The WQMP committee is hopeful to soon have final approval of the new plan. OTHER BUSINESS AND IMPORTS Cascade Bay and Captains Course Superintendent of Operations, Cherryl Mesko, provided an overview of the 2006 Cascade Bay Captains Course operation. Mesko highlighted the Captain's Course miniature golf course, provided statistics from the summer, discussed new marketing ideas for next year and noted that Captain's Course will be opened through October 22. Mesko summarized that the addition of the Captain's Course has exceeded expectations in level of interest, number of visitors and projected income. 1tOUND TABLE Advisory Parks Commission August 14, 2006 Page 3 Chair Peterson informed the group that she and Superintendent Olson participated in a workshop hosted by Dakota County Parks. Peterson noted that topics were trails between communities and also public awareness of what parks are available for use in Dakota County, placing Lebanon Hill has the highest usage of Dakota County Parks.
