AIRPORT RELATIONS COMMISSION
JULY 13, 2021
A joint meeting of the Eagan Airport Relations Commission and Mendota Heights was held on Tuesday,
July 13, 2021 at 6:30 p.m. Those present from the Airport Relations Commission were Michael Johnson,
Jeff Spartz, Lou Lundberg, Joseph Axmacher, Bill Raker and Assistant City Administrator Miller.
Mendota Heights Attendance: David Sloan, Jeff Hamiel, William Dunn, Gina Norling, James Neuharth,
Kevin Byrnes, and Arvid Sharma and City Administrator McNeill.
The meeting was called to order by Chair Johnson.
AGENDA
Commissioner Lundberg moved, Commissioner Raker seconded a motion to approve the agenda as
presented. All members voted in favor.
PRESENTATION – STATE OF THE AIRPORT
Brian Ryks, MAC Executive Director and CEO, addressed the commissions with his annual “State of the
Airport” presentation.
The following are a few highlights from his presentation:
• MSP Airport saw a 62% decrease in passengers and 40% decrease in operations due to the
pandemic, resulting in a $220 million revenue loss to the MAC. They project a $93 million
decline in revenues in 2021.
• Operations and passengers are starting to return, as is evident by the increased use of Runway
17/35. The MAC estimates that flights are at 72% of pre-pandemic levels. International travel
still lags behind, with only 40% of traffic returned to date.
• The MAC received $158 million in CARES funding and $118 million through the American Rescue
Plan Act. Concessionaires, auto rental, and airlines together received more than $115 million in
federal financial support.
• The MAC is planning to be fully back to pre-pandemic passenger and operation levels by 2024.
UPDATES ON CURRENT EFFORTS/ISSUES (for each commission)
Eagan Commission Chair Johnson noted the commission continues to watch operations from Runway
17, and the City has been approached about possible renewal or extension of the consent decree for
noise mitigation.
Mendota Heights Commission Chair Norling noted they have been working on aligning strategic goals
and priorities and educating the community.

Upon motion by Commissioner Spartz, seconded by Commissioner Axmacher the meeting adjourned at
7:25 p.m. All members voted in favor.
