ITEM XI: Other Business and Reports Staff will present an overview and update of the Eagan Community Center activities over the past year. ITEM XII: Communications There are three items included in the packet for Commission review. ¦ A positive review of the ECC fitness center from a 90 day member ¦ Correspondence and response regarding Blackhawk Lake weed removal ¦ A letter of appreciation for a recent reservation at Blackhawk Park and the level of service received. ITEM XIV: Adjournment 2 JUNE/JULY 2008 DEPARTMENT HAPPENINGS • STRENGTHEN COMMUNITY IMAGE AND SENSE OF PLACE The Eagan Art Festival was held on June 21, 22 at the Eagan Community Center Festival Grounds. This year's attendance was 6,200, an increase of 20% over last year. • 650 children participated in the kid's art activities over both days. Both Saturday and Sunday activities were part of a sesquicentennial grant received by the Eagan Art Festival board. • Over 300 people participated in the Art Experience activities themed, "Art... Be a Part." These activities were funded in part through a grant from the Metropolitan Regional Arts Council. The June/July issue of Eagan Magazine featured the Eagan Market Fest with an article and photographs. In July surrounding city's issues of the magazine will include an article about farmer's markets and information on the Eagan Market Fest event. Construction on the Civic Arena mezzanine is scheduled to begin any day. The project will provide meeting and activity space for the community and an enhanced revenue opportunity for the Civic Arena. In the short term the Wescott library will make the mezzanine their home from September through December while their facility is being remodeled. • SUPPORT ECONOMIC DEVELOPMENT • The purchase of white chairs for outdoor weddings and events has proven to be very successful. There are an estimated 20+ outdoor weddings this summer and fall that have rented chairs for their event. • Lockheed Martin will hold their annual employee picnic at the Eagan Community Center this July. They've estimated that 1200 people will attend and are renting most of the indoor and outdoor spaces for the evening. • Cascade Bay is up and running. Attendance numbers are down slightly compared to 2007 but the weather has not been as warm. July 1 was the perfect combination of hot weather and steady attendance that hovered near capacity for a good part of the day. • PROMOTE HEALTH AND WELLNESS • 302 participants have enjoyed participating in golf this spring/summer. • Registration for Fall Softball began June 30th for returning teams and July 7h for new teams. • Informational packets for fall basketball, touch football and volleyball will be sent out the beginning of July with registration taking place in August. • The Eagan Fun Run held on Saturday, May 17th had the largest number of runners with 512 adult and youth runners and approximately 200 spectators cheering them on. The Fun Run is the first of 6 Ground Pounders Races as part of the South of the River Recreators (SORR) collaborative. New this year, runners could pick up their bib numbers, t-shirts and race bag the night before at the Eagan Community Center and 150 runners picked up packets in advance elevating some of the crowds at registration on race day. • Ice was installed on the West Arena on June 15th and the east Arena the week of July I- 6th. • One hundred sixty-three (163) 90-day fitness passes were sold at the ECC. • Year to date personal training revenue is just short of $30,000, which is up 18% compared to last year. • Six new fitness attendants have been hired and are in the process of being trained in. • PROTECT ENVIRONMENTAL RESOURCES • The Buckthorn pickup program is once again hugely popular... "reservations" are required. Contact the City Tree Inspector for more information. • The City irrigation systems are set to be compliant with the odd/even restriction in that no area of turf is watered on consecutive days. Because of the sheer size, some sites take 2 days for one cycle thus water may be seen running everyday at that site. (Lexington-Diffley) • The Park Bike Maintenance Patrol is working well. Staff has used the bike trailer system to trim boulevards, pick up trash and spray parking lot weeds. The goal is to reduce the reliance on vehicles for all routine field tasks. • Holz Farm Spring Festival was held on May 18 and 595 came out to enjoy the farm, and plans are already in the works for Lone Oak Days, September 27 and 28. • Reusable shopping bags are being offered to the first 200 shoppers at the Eagan Market Fest event on Grand Opening Day promoting environmental awareness by encouraging shoppers to return each week with their reusable shopping bag and not using plastic/paper bags for their purchases. FACILITATE COMMUNITY CONNECTIONS • Tesseract School will bring nearly 100 children to the grounds of the Eagan Art House for an art field trip on July 10th. Four separate class sessions will accommodate this group throughout the day. • The puppet wagon is off and rolling! In the first 2 weeks of shows, the puppets have entertained over 700 people and have a birthday party rental on Saturday June 28. The addition of 2 evening shows has proven to be a great investment in bringing people out to the Eagan Rotary Band Shell on Mondays and to Thomas Lake on Tuesdays. PROVIDE RECREATION EXPERIENCES • After nearly a year of construction the Thresher Field buildings (Toilets/service and pavilion) are open for use. Work continues on what will be a new observation deck and landscaping. • Improvements at Patrick Eagan /Art House are out for bid, work to begin in August. This phase includes a new parking lot on the north side, drop off at the AH, small pavilion, trails, security lighting, signage, prairie restoration and rain gardens. Completion of all work is expected by late fall. The existing entrance from Lexington will be permanently closed once the drop off is installed. • The new Bald Lake loop trail is nearly complete, 2 sections of boardwalk across marshes have been installed, wood chipping of the trail will be done by Eagle Scouts. • Spring preschool wrapped up on May 23 with a family picnic at Blackhawk Park. Over 80 Families attended and 235 hotdogs were served. • Track and Field Day for the preschool classes was held at the Civic Arena in May, and 67.5 hours of parent volunteer help made the event a huge success! • Cascade Bay introduced Monday Fun nights with family activities and events planned for all Mondays from 5:30 - 6:30 p.m. Attendance started off slow but the recent hula hoop and limbo contest brought in the biggest crowd so far with participants looking forward to the next week. 4 City of EaEdllan MEMO Date: July 14, 2008 Agenda Item: IX.1 2009-2013 CIP Action X Information Attachments X 1. Location Map AGENDA ITEM: IX-1; 2009-2013 CAPITAL IMPROVEMENT PLAN (CIP) TO: ADVISORY PARKS COMMISSION PREPARED BY: JULI SEYDELL JOHNSON, DIRECTOR of PARKS & RECREATION ITEM OVERVIEW: Review, and consider for approval, the proposed 2009-2013 Park and Recreation Department Capital Improvement Plan BACKGROUND/HISTORY: One of the primary responsibilities of the APrC is the annual preparation and updating of the Departmental Capital Improvement Plan. The CIP serves as a blueprint and planning guide for park projects. Projects included in the CIP must be either a park development or improvement project. Projects construed as being maintenance are not eligible. Funding for the CIP comes from the Park Site Fund (PSF), which is primarily money collected from developments at the time of platting in lieu of a dedication of land. ANALYSIS: Historically the APrC has submitted to the City Council a CIP that consists of the current or "active" year , generally the year at hand, and projections that encompass a total of five years. During the review process, the active/current year of the CIP is finalized and a new "fifth" year is added. To allow sufficient time for implementation, the current year of the CIP is generally considered to be final while all other years are subject to change as part of future reviews. The structure of the CIP has generally been driven by the projected ongoing balance of the PSF. To provide a better view of the future, recent versions of the CIP have opened the "window" further by including all potential projects though; they may not be funded for years to come. There has also been considerable discussion regarding the identification of alternative funding sources for the CIP. DISCUSSION/ EVALUATION: A number of projects in the proposed 2009 CIP represent the continuation of ongoing programs and initiatives specific to replacement and upgrade. Examples include the replacement of aged playgrounds, lights and signage. As defined in the 20/20 Plan, these are considered "fiduciary" responsibilities. Other improvement projects such as those at Patrick Eagan Park are tied to the implementation of Master Plans. The CIP also includes two line item allocations that are renewed on an annual basis as needed. These are the land acquisition "opportunity" fund which would be used to help acquire priority open space should it become available and the "small projects" fund which is used to complete smaller, unanticipated, capital projects or to help leverage additional financial assistance from an association or alternative funding source. 2009 Project Summary • Northview Park Field Lights; Replacement of the original field lights on Northview 1-4 with long-lived, energy efficient fixtures, (40% fewer fixtures will be required), new services may also be required • Patrick Eagan Park; Phase III of the implementation of the new Master Plan, primary focus most likely to be trail improvements and interpretive signage along the trails. • Playground Replacements (3);Continuation of the ongoing rotational replacement program. Potential candidate sites include Northview, Quarry, Rahn and Wescott Station. Final determination to be made after late season inspections. • Signage System Upgrade; Third phase of the installation of new entrance signage; completing neighborhood parks and moving to athletic and community park sites. • Small Projects; Continuation of funding for opportunities and needs that become apparent or available during the year • Acquisition; Funding for acquisition opportunities. A workshop with the City Council is currently scheduled for July 22, 2009 at which time the APrC will present the 2009-2013 CIP to the Council for their consideration and possible approval. The focus being on 2009. SUBCOMMITTEE DISCUSSION/RECOMMENDATION: The APrC will review the proposed 2009-2013 CIP in a workshop to be held on July 141", prior to the regular APrC meeting. I was very pleasantly surprised to find this one at the Eagan Community Center. Cr IL There are a TON of classes offered daily, and I've enjoyed all the ones I've tried. So far I've been to: Cardio Blast. Step and Tone, Core Conditioning, Cardio Strength Intervals. Move Itl, and Indoor Spinning. The instructors are wonderful--really friendly, knowledgeable, and great teachers. The classes are about 50 minutes long, and most welcome people of all fitness levels. Great music, great energy. I went with my morn to a few, and she loved them. The fitness room itself is modestly sized compared to other gyms I've belonged to, but don't read "it's small and crowded" because it's not. It's filled with lots of new equipment and has anything you might want, and it's never crowded, even during "rush hour" (right after work, at lunch, or early in the morning), and I've never had to wait for any machines, like I have at those larger gyms. There are four televisions (unfortunately, they are set to a pre-programmed schedule) but there's a lot of variely--one usually shows sports, one news, two are other--soaps, talk shows. dramas, etc These have captions on them, so you can read what's going on even if you're not right under the TV. And, there's also a radio station on over the loudspeakers--usually Cities 97 when I've been there. The women's locker room is also very nice--roomy and clean with all the standards you'd expect. Lockers are available, and many items that you may have forgotten (conditionerihair binders/razors/etc.) are available for around $1--convenient, and something I've never seen before at a gyre. Overall, the Center has a very unintimidating feel that makes it easy to go workout without having to worry about the "see and be seen" game I've experienced at other gyms. Hi again Eric, Just wanted to make sure we are still on schedule for Black Hawk Lake weed removal starting June 23rd; as per our conversation 2 weeks ago. It is getting unbearable. The smell is quite strong, as well as 6/24/2008 9 Page 2 of 2 the thick coverage of growth on surface. It is so thick that large long neck Cranes can stand right in the middle of the lake surface on top of the weed coverage, and it is becoming a mosquito breeding ground. Of course seeing the kids out there trying to fish, swatting at the bugs and rocking their boat we are afraid for their saftey if they fall in...such thick weeds would inhibit being able to get back to shore. I know we have all paid the city again this year for this service, we do appreciate it immensely when it is done. I would be willing to train to run the weed harvester, and work for free if man power is a concern. Sincerely, Sarah Dimick Gray to Subject to Approval ADVISORY PARKS COMMISSION EAGAN, MINNESOTA MINUTES OF REGULAR MEETING OF MAY 19, 2008 A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on May 19, 2008 with the following Commission Members present: Thor Anderson, Duane Hansen, Jennifer Dahlquist, Laurie Halverson, Dorothy Peterson, Ryan Zipf, and Phil Belfiori. Staff included Director Juli Seydell Johnson; Superintendent of Operations, Cherryl Mesko; Superintendent of Parks, Paul Olson; Water Resources Coordinator, Eric Macbeth. APPROVAL OF AGENDA Member Zipf moved, Member Halverson seconded, with all present members voting in favor to approve the agenda as presented. RECOGNIZE CITIZEN LAKE MONITORING VOLUNTEERS Water Resources Coordinator, Macbeth along with Water Resources Assistant Jesse Kallie presented Greg Solie with a five (5) year plaque for monitoring LP39. Three others receiving awards were not present. APPROVAL OF MINUTES OF APRIL 14, 2008 Member Halverson moved and Member Zipf seconded, with all present members voting in favor to approve the minutes of April 14, 2008 as presented. VISITORS TO BE HEARD There were no visitors to be heard. DIRECTOR'S DEPARTMENT UPDATE Director Johnson thanked all the volunteers that helped out with the Eagan Fun Run, Arbor Day Celebration, and Holz Farm Spring Festival. The Senior Group, Boy/Cub Scout Troops, Eagan Foundation Chamber Programs and staff worked countless hours towards the success of these events. Director Johnson also stated that there are plenty of volunteer opportunities in various parks and welcomed individuals, groups or organizations to contact 651-675-5300. Director Johnson reminded everyone that park restrooms will be opened beginning on Memorial weekend. It was also noted that Central Park has a new "adult playground" with outdoor exercise/strength equipment is available right next to the children's playground. Director Johnson stated that the buckthorn removal program is in full swing and to call the Tree Inspector 651- 675-5300 for eligibility and pick up. It was also noted that parks is out fertilizing and weed spraying. As a point of clarification, the chemicals used take 15 minutes to dry so residents can feel comfortable waling on the treated areas within a short period of time. It was also noted that dandelions are not heavily treated. CONSENT AGENDA There were no Consent Agenda items for the Commission to review. Advisory Parks Commission May 19, 2008 Page 2 DEVELOPMENT PROPOSALS Member Zipf moved, Member Peterson seconded, with all present members voting in favor to recommend the City Council approve the following recommendations pertaining to the Carriage Hills Development - Wensmann proposal: 1. In accordance with Eagan City Code § 11.67 Subd. 4. B., the applicant shall have all wetlands fully or partially located on the site delineated by a Certified Wetland Delineator utilizing approved methods as stated in Minn. Rules Ch. 8420 and shall have all existing wetlands assessed utilizing the Minnesota Routine Assessment Method (Version 3.0 or later version). The delineation shall be completed prior to Preliminary Subdivision. 2. Any and all wetland delineations shall be conducted during the growing season (i.e., typically between April 15 and October 15) and shall be submitted to the City for review and approval. 3. Any proposals to impact any of the wetlands on the site by draining, filling, or excavating shall comply with Minn. Rules Ch. 8420 and shall be in accordance specifically with Eagan City Code § 11.67 Subd. 5., Wetland Sequencing and Replacement Requirements and Eagan City Code §11.67 Subd. 11., Wetland Submittal Requirements. 4. All of the wetlands on the site shall have Wetland Buffers in accordance with Eagan City Code § 11.67 Subd. 6. 5. All of the Wetland Buffers on the site shall satisfy Wetland Buffer Vegetative Requirements in accordance with Eagan City Code § 11.67 Subd. 7. 6. All of the Wetland Buffers on the site shall be protected in accordance with Eagan City Code § 11.67 Subd. 8. 7. All of the Wetland Buffers on the site shall have markers in accordance with Eagan City Code § 11.67 Subd. 9. 8. The development of the site shall have wetland setbacks in accordance with Eagan City Code § 11.67 Subd. 10. 9. This development may be subject to cash dedications in lieu of the above wetland requirements, at the City's discretion. Water Quality 10. There shall be no-net increase, compared to existing conditions, in the amount of Total Phosphorus (TP) and Total Suspended Solids (TSS) leaving the site or 50 percent TP and 80 percent TSS must be removed from stormwater runoff, whichever is more restrictive. 11. The first one-half inch of stormwater runoff from any rainfall event shall be infiltrated or retained entirely on the site. 12. This development may be subject to cash dedications in lieu of the above water quality requirements, at the City's discretion. Tree Preservation 13. In accordance with the City's Tree Preservation Ordinance, Eagan City Code Section 11.10, Subd. 15.1, the applicant shall prepare and submit a Tree Preservation Plan with the Preliminary Subdivision application that: a. identifies all significant vegetation located on the application site, b. delineates limits of land disturbance and tallies significant vegetation proposed to removed, C. provides for any required tree mitigation, and d. indicates measures to protect significant vegetation intended to be preserved. 14. In order to utilize a "floating number" system pertaining to the final number of mitigation trees required. Complete fulfillment of all required mitigation to be installed prior to final project completion. Advisory Parks Commission May 19, 2008 Page 3 15. The applicant shall continue to work with city staff to identify additional opportunities for preservation during the development and construction process. 16. Tree Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate safety netting) shall be required to be installed at the Drip Line or at the perimeter of the Critical Root Zone, whichever is greater, of significant trees/woodlands to be preserved. 17. The applicant shall contact the City Forestry Division and set up a pre-construction site inspection at least five days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan and placement of the Tree Protection Fencing. 18. The Homeowners Association shall retain ownership of those areas designated as "open space" in the proposed plan and shall dedicate to the City a Conservation Easement over the open space. Said Conservation Easement shall ensure that the open space is retained and maintained in a natural condition in a manner and under conditions as agreed upon with the City. The Conservation Easement shall include a provision that allows for the creation of a cooperative agreement with the City for the development and maintenance of trails for public use within the open space. Visitor Mike Haugen who was representing the Carriage Hills Coalition and an Eagan Resident voiced the Coalitions concerns about the direction of the 120-acre open space. Mike stated that the Coalition would like to see this preserved for park land. Director Johnson stated that the Council will be reviewing and providing direction in terms of the future if the referendum would pass. OLD BUSINESS There were no Old Business items for the Commission to review. Advisory Parks Commission May 19, 2008 Page 4 NEW BUSINESS 2009 Fees and Charges Director Johnson stated that there is a 3% increase from 2007 rates. There were also two new fees proposed; one for how we charge youth travel teams for their field use and the second is the restructuring of lighting fees. Member Peterson moved, Member Halverson seconded, with all present members voting in favor to recommend the City Council approve the 2009 Fee Schedule as proposed. Representation on TMLD Advisory Committee Member Peterson moved, Member Zipf seconded, with all present members voting in favor to recommend APrC participation on the TMLD Advisory Committee. Member Peterson moved, Member Halverson seconded, with all present members voting in favor to recommend that Phil Belfiori and Duane Hansen, representing the APrC on the TMLD Advisory Committee. COMMUNICATIONS Director Johnson shared a letter received from the Eagan Men's Chorus thanking Parks & Recreation for their outstanding support. Director Johnson also shared an E-Mail from Brandon C.
