Please plan on attending this meeting. 454-4141 TO: All Election Judges FROM: Alyce Holke ' , City Clerk -Treasurer SUBJECT: Regular City Election of November 8, 1977 -- Paper Ballots DATE: November 1, 1973 The attached materials are to serve as guidelines for the election judges at the November 8, 1977 Regular City Election. The chair- man of each precinct will assign the specific duties to the various judges. Duties of Election Board Chairman State law provides that the election board chairman shall distribute the duties of election judges among the several judges, including himself, and the chairman shall be responsible for completion of forms, obtaining signatures, and the performance of all duties required of election judges. X X X • I • to 0 • Paper Ballots Procedures Before Opening of Polling Places 1. Election judges shall arrive at 6:30 a.m. or earlier at the polling place. In the event that a duly appointed judge does not report for work, the elec- tion chairman shall immediately call the City Clerk, at 454-1156, who shall secure and assign an appropriate replacement. Should any judge he unwil.ing )r unable to continue in his duties after the opening of the polls his vacancy shall be filled in like manner by the City Clerk. 2. All judges must take oath of office before commencing their duties. The election judge designated as chairman of the election board of the precinct polling place will be first administered the prescribed oath by another of the attending election judges. All election judges will then be administered the prescribed oath by the chairman. All oaths will be signed by the person subscribing to the oath and then attested by the person who administered the oath. 3. Post hour of closing of polls at the entrance of the polling place. A United States flag must be raised near the entrance to each polling place. Lost sample ballots for voting at doorway to polls. 6. Organize balance of materials, making sure the materials (including the re- mainder of ballots) are located in view of the election judges but are so placed as not to be readily accessible to other than election officials. 11. Immediately before opening of polls, open all ballot boxes, turn them upside down to make sure the boxes are empty, then set in position for the day, lock the box and give the key to the chairman of the election board. 12. Polls must be open for voting at 7:00 a.m. • • • Procedure Upon Opening Polls for Conducting Election of November 8,1977 (Paper Ballots) For efficient operation -- judges shall be assigned as follows: 1, Judge in charge of registration files a) Tnstruct voter to complete voters certificate. b) Take voters certificate from voter and check to see if person is a duly registered voter. I) Cheek :; i+liiaLu re 2) Check address c) If points b-1 and b-2 are in order judge shall approve the certificate by initialing it. d, Then hand the precinct registration card and ap- proved voters certificate to the ballot ,judge. (Editor's note: an alternate procedure is to hand the approved voters certificate to the voter who, in turn, presents it to the Ballot Judge when ballots are received.) 2. Ballot Judge a) Examine voters certificate to see that it has been approved, then number same. Beginning with number "1", number the voters cer- tificates consecutively as received from Judge in charge of registration files. (Do not pre -number) b) Turn precinct registration card over and stamp voting date on back and file alphabetically by surname in box provided for "voted" registration cards. c) When a voting booth is empty, hand a ballot which has been pre -initialed by two judges to a qualified voter and instruct voter to fold ballot with elec- tion judges' initials showing when they have com- pleted voting and to return the voted, folded ballot to the Ballot Box Judge. d) Examine voter's certificate to see that it has been approved and numbered and then pile the voters certificates in groups of 25. 3. Ballot Box Judge a) If the voter has not folded the paper ballot so the judges initials show, instruct him to do so. b) When ballot is properly folded, take ballot from voter and immediately deposit in ballot box while voter is still present and watching. 4. Registration Judge a) Register new voters as provided by law. • 5. Election Chairman a) Initial ballots in advance so as to have ready for voters. b) See all forms are completed, i.e. oaths of office, flag certificates, hours of polling, etc. c) Spell out judges at various positions throughout the day and for lunch breaks. d) Assist with counting of ballots immediately upon closing of polls. e) Make any necessary calls to Dakota County regarding registration files. f) Other questions regarding election should be addressed to the City Clerk - Alyce Bolke • g) Check voting booths frequently curing the course of the day to insure that a voting pencil remains in the booth and that no "foreign" materials remain in the booth. Note: If voter is challenged, proceed according to Section 204A.39 Election Laws. Procedure Upon Closing of Polling Places 1. All polling places will close at 8:00 p.m. or as soon as the last voter who, at the time of closing, was either in the poll- ing place or in line at the door has voted. If there is a line- up at 8:00 p.m., a judge must be designated to see that no ad- ditional voters get into the line after 8:00 p.m. 2. After the polls have been closed, the counting of votes must immediately take place in public at the polling place. No persons other than the judges may handle the ballots during the counting. No returns may be prepared until all ballots are counted. 3. Determine total numher• of votes cast by adding together the number of voters certificates actually accepted. 4. Total number of ballots must agree with total number of votes cast from item 3 above. 5. Count the ballots. See Election Laws, 204A.40 - 204A.44. • • • 6. When the count is complete the counted ballots shall be placed in a cloth linen envelope provided by the City Clerk. (The ballots may be put in loose.) The envelope shall then be sealed. Take the thread and needle and run through the flap out through the back of the envelope and then make one stitch and go back out the front through the flap. Tie the string. Cut string leaving excess of string on either side of the knot. Take the two ends of the string and lay the ends over the flap of the en- velope. Light candle and make the red sealing wax (to be heated by the candle) drip on the two ends of the string. (Use suffi- cient amount of wax.) The purpose of the procedure is to make it evident that the envelope has not been tempered with since sealed by the judges. Judges must sign envelope on spaces provided. 7. Tie unused ballots in a bundle and wax the knot on the string as above. Place this bundle in precinct box to be returned to the City Clerk. 8. Place spoiled and defective ballots in a separate envelope pr-- vided for same. These envelopes only need to be glued shut. Three judges sign envelopes across sealed flap. 9. Fill out tallybook and/or summary sheet in duplicate as provided by City Clerk. Place in envelopes provided. Do not place both summary sheets in the same envelope. 10. Have all judges fill out verified account for payment. 11. All voting materials, including voted ballots and voters files shall be returned to the City Clerk. The empty ballot boxes and locks may be left at the polling place. These will be picked up, together with the booths by the City crew the following day. 12. At this point excessjudges may be excused. One judge and the chairman (different party affiliation) shall then return election materials to the City Hall. Alyce Bolke City Clerk • • • INSTRUCTIONS TO ELECTION JUDGES PERTAINING TO REGISTRATION ON ELECTION DAY IN ORDER TO REGISTER A PERSON MUST: 1) Be 18 years of age 2) Be a citizen of the United States 3) Be a resident of the State of Minnesota for 20 days preceding the election. In counting the 20 days, do not count election day. NOTE: At this time there is no longer a reauirement of 30 days residence in the City. If a person moves into the precinct just prior to election he votes in his new precinct. DO NOT send him back to his old precinct. Have the person re -register at his new polling place on election day. We no longer use change of address cards -- a person simply re -registers. A PERSON CANNOT REGISTER TO VOTE IF: 1) He has been convicted of a felony or treason and his civil rights have not been restored. 2) He is under guardianship of his person. 3) He is adjudicated to be non-compos mends or insane (If a person does not know whether his civil rights have been re- stored because of a felony conviction, the voter may call the Department of Corrections, Phone Number 296-6133.4 REGISTRATION TO VOTE ON ELECTION DAY: Any person qualified to register (18 years of age, citizen of the United States, resident of the State for 20 days) and not registered to vote ill the precinct in which he resides, may register to vote on election day through one following four steps: 1) Signing, ffidavit of Eligible Voter. 2) Providing proof of residence in one of the following ways: a) Showing his valid drivers license (or application receipt) bearing his current New Hope address. b) Showing his non -qualifying certificate showing his current Near Hope address (issued by the Minnesota Department of Public Safety and available at any place that sells driver licenses for a S2.00 fee). c) Having an individual who is registered to vote in the same precinct sign an OATH in the presence of the election judge that he persoially knows that the applicant is a resident of the precinct. 6 • • This voter can vouch for more than one new registrant but cannot be permitted to loiter in the polling place. Challengers cannot vouch for new registrants. d) A voter who has moved from one address to another address within the same precinct may (whose registration card is in the file) use the old registration card for identification in lieu of a drivers license. However, the person that has moved must re -register. 3) Completing and signing the original registration card. 4) Signing this duplicate registration card. A.voter roust register and vote in the precinct in which he lives. 2) A registrant MUST SIGN HIS ORIGINAL AND DUPLICATE REGISTRATION CARD I'l FRONT of the registration/election judge. The rest of the card may be previously filled out --- but not the signature. A new registration card must be filled out if the card is already signed when it comes to the polls. CHECK SIGNATURES ON BOTH registration cards to ascertain that they,: have signed the same w y and correctly. Women should sign the VR cards as i•.ARY DOE not FIRS. JOHN DOE. 3) No registration is faulty or defective if it includes the voter's name, address, prior residence, prior registration if any, and signature. (absence of zip code number does not cause the registration to be faulty or defective). If the person registering does not wish to (live his birthdate, social security number or telephone number, you cannot force the issue. 4) In case a voter is unable to write his name, he shall be required to make a cross, which shall be certified by signing the name of theappli- cant by the registration judge taking the application (applies to re- gistration at polling place only). • 5) Do not separate the original and.duplicate card. After the person has registered on election day do not give the cards back to the person that has registered. Give the new registration cards, to which the AFFIDAVIT Cr REGISTERED VOTER has been attached and to which the OATH OF RESIDENCE has also been attached if used, to the election judge in charge of the registration files. 6) Give the new registrant the pink slip indicating he has just registered and instruct the person to go to the end of the line of the people already registered and waiting for their ballots. The pink slip should be handed to the Election Judge before a certificate of registered voter is issued. (The ,judge at the file box will then compare the signature on the new registrants registration card with the signature on the voters certificate --same as is done with all previously regist- ered voters). 7) The judge taking the new registration CANNOT approve or initial that new voter's signature on the Voter's Certificate. (A judge other than the judge that registered the person will approve the Voter's Certificate.) 8) The judges must stamp voted on the back side of the gray card. FILING OF REGISTRATION CARDS RECEIVED ON ELECTION DAY: 1) Registration cards received on election day shall be left together. DO NOT SEPARATE ORIGINAL AND DUPLICATE. Also ] aye_the related AFFIDAVIT_and_OATH attached to the new registration card. File these new registration cards in the front of the file with the VOTED regis- tration cards. 2) The Affidavit of Eligible Voter must be kept with the new registration card until the time for contesting an election has passed. EMERGENCY VOTING - CARD OMITTED FROM THE FILE When any voter has registered prier to an election day and his name does not appear in the registration file at the pulling place in which he should votn, he may register on that election day by following the election day regis;,r.:tion procedures. If the voter insists that he was previously registered to vote and does not wish to re -register, and a call to the county verifies that such na'e was erroneously omitted from the file, he may be permitted to vote by signing an "Emergency Voting Card." The "Emergency Voting Card" shall be filled out by an election judge, signed by the voter, and countersigned by three election judges. Check ballot to make sure cards will go through computer card reader. Set aside any defective ballots and return good ballots to the Transfer Case. 4. Open defective ballot envelope (Envelope #2). Compare number of defective ballot cards in envelope with the number recorded on face of envelope. If there is a discrepancy, call supervisor. 5. Remake all defective cards. Record same serial number with felt tip pen,on the back of both defective and duplicate ballot cards and have two ,judges initial each card. A. Overvoted Write In. Substitute blank card for defective ballot and mark as above and punch the duplicate exactly as the defective, except do not make any punches for the overvoted office. B. Torn or llutiiated Cards. Duplicate the punches in the defective card on a new substitute card and mark as above. C. Marked Cards. Duplicate exactly and mark as above. 6. Combine duplicate ballot cards made in Step 5 above with good ballot cards in Transfer Case. 7.
