Amendment to Section 1, Article 9, of the Consti-
tution of the State of Minnesota, relating to
taxation, to authorize the imposing of taxes on
incomes and on franchises and privileges, in-
cluding incomes, franchises and privileges of
railroad companies, measured by income, which
taxes may be classified, and may be graduated
and progressive, and providing for exemptions
therefrom, and that such taxes may be in lieu,
in whole or in part, of other taxes on real or
personal property. It shall not be necessary to
submit to a vote of the people any law impos-
ing a tax upon the income, franchises or privi-
leges of railroad companies. The Legislature
may enact any law required to make the taxa-
tion of national banking associations conform
to the laws of the United States.

"When a number of persons are to be elected to the same office, all cross marks in
squares opposite names, not exceeding the whole number to be elected, including written
names thereon, shall be counted. When less than the number to be elected are marked,
only those so marked shall be counted."
When a person votes for more than nine candidates for Congress the ballot is void as to
Congressmen and shall not be counted, but shall be marked "Defective" as to Congress-
men. (Sec. 455, Minn. Election Laws.)
If a person votes for less than nine candidates for Congress, the ballot is valid as to
those voted for and shall be counted.
All Candidates for other offices voted for on the same ballot shall be counted if pro-
perly marked.
