However, it wasn't un- til after 1812 that Americans started coming into the area. When Minnesota became a state in 1858 Eagan was originally included in Mendota Township. In 1860, by a special act of the Legislature, the Township of Eagan was established with its present boundaries. The community was named after Patrick Eagan, a member of Eagan's first Board of Supervisors. In 1860 Eagan's population was 567. The main settlers were farmers, and agriculture was the main occupation for the next 100 years. Eagan was officially designated a city in 1974. It is gov- erned by a five member City Council, including the mayor who is elected to a two year term. Council mem- bers are elected for four year terms. The administration is handled by a City Administrator. Since 1959 the population of Eagan has been increasing at a rapid pace. The Metropolitan Council recently named Eagan as the fastest growing city in the metro area. City officials estimate that the current population is in excess of 30,000 and is expected to reach 40,000 by 1990. Completion of both the 494 and 35E Interstate highway system scheduled for the fall of 1985 and some- time in 1986 will greatly contribute to the community's growth. A supportive member of your community In 1984 Eagan was named a "STAR CITY" by the Minne- sota Department of Economic Development. This desig- nation indicates to business and industry that the city is well prepared for economic development. Stop in and visit the City's new facility. 3 1 1 1 Organization: The City of Eagan is a statutory city operating under Minnesota Statutues, Chapter 412, as a political subdivision of the State of Minnesota. The Eagan City Government operates under a Mayor -Council -City Administrator structure of government. The Mayor and the four Councilmembers are the elected city officials, and are charged with policy making and legislative authority over city government operations. The appointed officials of the city government include the City Administrator and all department staff who carry out the actual service operations of the government. The Mayor and Councilmembers are elected "at large" and represent the City as a whole. The Mayor is elected for a two-year term, and Council - members for four-year terms. Elections are held on off -presidential election years, with the Mayor and two Councilmembers running each two years. 1 4 Mayor: As official head of the City, the Mayor speaks officially for both the government and the community as a whole. The Mayor is presiding offi- cer and regular member of the City Council and has full authority to make, second, and vote on all motions before the Council. Councilmembers: The statutory duties of council - members are to be performed, almost without excep- tion, by the Council as a whole. It is the Council, not individual members, that must super- vise administrative officers, formulate policies, and exercise City powers. The powers of the statu- tory City Council are substantially the same as those of the City itself. In other words, the Council has the responsibility of exercising most of the powers possessed by the City under state law. 5 1 A i 1 1 1 1 1 a 1 A City Administrator: The City Administrator pro- vides the overall supervision of all departments placed in his jurisdiction, which include public works, finance, parks and recreation, planning, police, fire, civil defense, and protective inspec- tions. The City Administrator provides legislative recommendations to the City Council to ensure effi- cient municipal operations and service to the public. Advisory Planning Commission (APC): The APC is composed of seven regular members, and one alter- nate, who serve staggered, three-year terms. They are appointed by the City Council. The APC functions primarily to advise the Council on mat- ters of planning, zoning, and subdivision pro- posals. This mission is accomplished by reviewing plat proposals, zoning changes, and matters of land 6 1 A use planning before Council action is taken, and by making recommendations to the Council on each pro- posal. Advisory Parks and Recreation Commission (APRC): The APRC is composed of ten members, appointed by the Council, who serve staggered three-year terms. The APRC make recommendations to the Council as to acquisition of park sites and facilities, park and recreation programs, operation of public parks, and park and recreation budgets. Joint Burnnville/Eagan Cable Communications Commis- sion: Formed in 1983 jointly with the City of Burnsville and consisting of four representatives and an alternate from each city appointed by the City Councils, the Commission monitors the opera- tion and activities of the new cable television franchise. Board of Review (Composed of Council -members): The Board of Review has three main functions as follows: 1. Reviews the assessor's list, making sure that all taxable property in the City has been properly placed on the list, 2. Reviews the assessor's valuations, striving to standarize the ratio between market value and assessed value, and 3. MUNICIPAL UTILITY BILLING The City of Eagan charges for water and sewer service, and in some sections of the City for street lighting. Billing statements are sent every three months and are due four weeks from the date of the bill. A $30.00 account deposit is due with the first billing statement for existing homes. For a new home, the account deposit is due prior to water turn -on and issuance of the meter. There is no state sales tax on City water charges. All City water is treated with chlorine and floride, and is well water pumped by nine deep water wells from the Jordan Sandstone acquifer. These nine wells have a pumping capacity of 8,500 gallons per minute, or 12.2 million gallons per day. The City maintains four emergency water reservoirs with a capacity of 11.5 million gallons. 1 t t 1 1 t t 1 19 t About 85% of the homes have water softeners, how- ever the water is considered only mildly hard with a calcium carbonate content of 280 ppm or about 18 grains per gallon. A new filtering plant for City water will be operating by the winter of 1985 to reduce iron and maganese. However, this will not reduce "hardness" of the water. When moving, please give the City 3 to 5 days advance notice and a forwarding address for the last billing statement, along with the name of the new owner. If there is a problem with your system, you must make an appointment to have repairs made. When on vacation, it is a good practice to turn off all external water outlets to avoid accidental turn-ons. 20 6. DOG LICENSES All dogs, 6 months or older, must have a license. All dog licenses expire on February 20th of each year, and become delinquent on February 21 in each year or within six months after birth. Dog license fees are to be paid to the City. Appli- cants must show proof of rabies shots. 7. The average demand is 2.5 million gallons per day. The industrial water rate for 1983 is $14.90 per quarter up to 15,000 gallons and 640 per 1000 gallons for usage over the minimum. The sanitary sewer system in Eagan is under the jurisdiction of the Metropolitan Waste Control Commission. Sewage treatment is conducted at the Seneca Waste Disposal Plant in Eagan, the second largest plant of its kind in Minnesota. Average sewer demand is 2.5 million gallons per day; peak demand is 3.96 million gallons per day. Industrial use charge for 1983 is $17.10 per quarter up to 15,000 gallons and $1.04 per 1000 gallons thereafter. Electricity is supplied by the Dakota Electric Association and the Northern States Power Com- pany. Gas is supplied by Peoples Natural Gas and the Minnesota Gas Company. Transportation Freeway links to the Twin Cities, a bordering inter- national airport, roads, rails and rivers make travel to and from Eagan quick and efficient. The six -lane Cedar Avenue highway bridge joining Eagan and Bloomington was completed in 1980. new section of Interstate 494 gives quick access to the airport. Soon to be completed is a major part of Interstate 35, bringing Eagan and Twin Cities businesses, industry and consumers even closer. Eagan also contains parts of State Highways 3, 13, 55 and 149. Divine Redeemer Memorial Hospital in South St. Paul is less than ten miles away, and nearby Fair- view Ridges Hospital in Burnsville opens in 1984. Eagan is served by three independent school districts: 191 (Burnsville), 196 (Rosemount) and 197 (West St. Paul) with a total of 32 schools. Dakota County Vocational -Technical Institute and Inver Hills Community College are within ten miles of Eagan. There are 19 four-year colleges in the metro area. The largest library/media center in the county opened in Eagan in March 1983. Within the Eagan area are 24 churches; the Twin Cities have many more. Services such as emergency food, low-cost clothing and counseling are provided through Dakota County and the Community Action Council. Activities Eagan has 30 municipal parks with trails, ice rinks, ballfields, tennis courts and play equipment. The Parks and Recreation Department and athletic associations offer programs and lessons for dif- ferent ages. Two privately owned golf courses are open for public use. 1500 acres of the county's Lebanon Hills Regional Park are in Eagan's limits with fishing, boating, trails and picnic grounds. Fort Snelling State Park, bordering northern Eagan, offers swimming, hiking and the reconstructed 1823 fort. The Minnesota Valley National Wildlife Refuge, with over 1000 acres in Eagan, preserves plants, birds and animals rare to Minnesota in a beautiful valley landscape. It is the developer's responsibility to learn the pro- cedures and regulations in each stage to be certain it is com- pleted properly. This includes compatibility with the comprehen- sive plan and zoning map. Stage 1: Preliminary Plat—APC The Advisory Planning Com- mission makes recommendations to the City Council on preliminary plats of projects. The APC meets once a month. Developers must submit their preliminary plats to the APC for recommendation. The submission procedure is: A A preliminary plat application and fee must be submitted to the City Planning Department by the first day of the month in which the application is processed for the APC's review. If the developer does not own the property, he must obtain the owner's signature. A legal description of the property must accompany the application. f•.t An abstractor's certificate of the names and addresses of the owners of property within 350 feet of the boundaries must be sub- mitted to the Planning Department no later than one week after fi- ling the application. C On the second Monday of the month, the developer meets with City staff. Staff members discuss any problems with the preliminary plat and make recommendations on improving it. D. By the Friday following the second Tuesday of the month, the developer must submit to the Planning Department copies of the preliminary plat outlining aspects of the plan. The developer must also submit other information; a list is provided with the applica- tion. E One week before the APC meeting, the City staff prepares a report on the preliminary plat and sends a copy to the developer. The APC meets on the fourth Tuesday of the month; the developer or a representative must attend. If the APC continues the preliminary plat, it is reviewed the next month. Only recom- mendation for approval or denial forwards it to the City Council. The developer meets with the Advisory Park and Recreation Commission for park dedication requirements on the first Thurs- day of the month. The requirement can be met either through a cash or land dedication. Cash dedication is based on the number and types of units in each development. Park land dedication is approximately 10% of the total land within a residential, commer- cial or industrial project. H. The preliminary plat is presented to the City Council on the third Tuesday of the month following the APC meeting. If the item was continued by the APC, the Council will review it on the first Tuesday of the month following the APC's recommendation. Stage 2: Preliminary Plat —City Council Once the APC makes a recommendation, the preliminary plat is presented to the City Council. The developer must meet with the City staff to discuss changes or concerns expressed by the APC before the City Council will hear the item. The APC's concerns are included in a memo from the City staff to the Council. The developer or a representative must attend the Council meeting in which the plat is discussed. After the City Council acts, the City Planner will send the developer a letter stating what action was taken; if the plat was approved, a copy of the minutes will be included, stating the conditions to which approval is subject. Accompanying will be the final plat application form. Stage 3: Final Plat —City Council After the Council approves a preliminary plat, the developer must take the following steps: A. The final plat must be approved by the City Council within six months of preliminary plat approval. The developer must check all ordinances pertaining to his plat and comply with re- quirements. The final plat must conform to the approved preliminary plat and comprise the same land area. B. No final plat application will be accepted unless the following are included: final plat application form; two signed copies of the development and/or planned development agreement; letter of credit or surety bond issued from a lending agency; if applicable, three copies of the articles and by-laws of the homeowner's association; complete grading, drainage, utility and erosion con- trol plans; recorded documents of easements to be dedicated to the City other than those on the plat; completion of park contribu- tion —either cash amount or executed deed for park land; a 20 x 30 blue line copy of plat with area calculations; proof of com- pliance with all conditions placed on preliminary plat approval. C. The City staff reviews the material within ten working days of its reception. Once accepted by staff, the developer is notified of the date for City Council action. D Once the developer has received official notification, he must submit copies of the final plat as outlined in the application form. The developer may then receive the signed copies of the final plat and resolution. f". Within 60 calendar days of the Council's final plat approval, the developer must file the signed copies of the final plat and sub- mit a copy of the resolution at the Dakota County Recorder's Of- fice. I-. A signed copy of the resolution must be forwarded to the City of Eagan verifying recordation of the plat within the allotted time. Once the City has received this verification, building permits may be issued.
