The Eagan store would be at the
south end of the site, with parking to
the north. In addition to the store it-
self, plans call for an automotive tire -
and battery installation service.
• .Because theland was zoned Limit-
ed Industrial, a change to the city's
.Comprehensive Guide Plan was,need-
ed to allow a commercial business in
the area, Dudziak said.
"That was orie of the •biggest.
changes in approving. the store,"
Dudziak said. "The area is not desig-
nated for retail and that is what we
felt Sam's Club was so we went ahead
and made that zoning. change part_ of
the application."
The Advisory Planning Commis-
sionrecommended.approving a zoning -
change „for the property to Commer__
cial Planned Development following a
public hearing June 27.
The City -Council took up the APC's
recommendation at a July 5 meeting,
but held off on a decision pending a re-
view of the plans by the Metropolitan
Council. That review was
necessary because
whenever a city consid-
ers a development -that
would require a change
to its' comprehensive
_ plan, the Met Council
needs to sign off on the change. The
Met 'Council in early August notified
the city that the plan met its ap-
.proval.
Dudziak said that• throughout the
process residents raised no opposition
to the store, mostly because there are
no residential areas in the immediate
area of the proposed.store. The plot of
land is surrounded by 'the Eagan Post
Office and some open land owned by
the Postal Service, some hotels and of-
fice.complexes.
The biggest technical. issue that
had to. be. overcome regarding the
store was concerns over traffic:
"That was :probably the biggest
issue,that we had to address," Dudzi-
ak said. "There'•were concerns- by city
staff that the streets in the area might
not be able to handle that kind of traf-
fic."- .
- Wal-Mart's .planners conducted a
traffic study that showed poor traffic
conditions at the Clubview Drive and
Lexington Avenue.. intersection. How-
ever, improvements to that intersec-
tion are scheduled in both cities' and
the county's 2001 Capital Improve- .
ment Plans, Dudziak said. At the applicant's suggestion, the
APC included as a condition of ap-
proval that Wal-Mart pay for a portion
of the cost of improvements at the in-
tersection.
The approval of the -final. plat for
the Apple Valley. Sam's Club store is
expected to be before the Apple Valley
City -Council in early_ September, said
Apple Valley City Planner Tom
Lovelace. - That store- will be • in the ;Fischer
Marketplace development, directly
west of Menard's, Lovelace said.
That development.will also include
a Kohl's department store, as well as
smaller retail stores..:
In addition to the three new stores,
•Wal-Mart is . remodeling • existing
stores in St. Louis Park, Fridley and
White Bear Lake this year.
Sam's Club also has two other
stores, in Inver Grove Heights and
Burnsville. • .
