Present were Dan Kahnke, Martin DesLauriers, Ted Wachter, Elisabeth Kenn- ealy, Virginia Knight, Allen Wachter, Alyce Bolke, Joanna Foote, Liz Witt, Bea Blomquist, Helen Kennedy, and Mary Ellen Voracek. Liz Witt called the meeting to order at 4 p.m. in the absence of President Ray Wade. Officers of the Society were elected. Ted Wachter, with Martin DesLauriers seconding, nominated Ray Wade as President. Virginia Knight nominated Helen Kennedy for Vice -President. She withdrew. Martin DesLauriers nominated Dan Kahnke with Ted Wachter seconding. Helen Kennedy nominated Elisabeth Kennealy as Secretary -Treasurer, with Alyce Bolke seconding. Martin DesLauriers moved, with Helen Kennedy seconding, that the three officers be elected unanimously, which passed. Vice -President Dan Kahnke then reopened the meeting at 4:10 p.m. Martin DesLauriers moved that the minutes of September 5, 2000 be approved as mailed. The motion passed. Martin DesLauriers moved to approve the agenda as amended, with Helen Kennedy seconding. The motion passed. The proposed Society budget for 2001 was reviewed. Helen Kennedy moved with Martin DesLauriers seconding, that the budget of $3,000 be approved. Needs for a computer, printer and table were discussed. There was discussion of obtaining aerial photos from the University of Minnesota library. The group decided to keep the same meeting date, the first Tuesday of the month at 4 p.m. Helen Kennedy and Bea Blomquist made the motion, which passed. All members who receive meeting packets will be contacted. Inactive persons will be asked to contact the Society if they wish to continue to receive packets. Bea Blomquist moved, with Helen Kennedy seconding. The motion passed. Virginia Knight will be using the Society computer at the Municipal Center. Elisabeth Kennealy circulated a clipping on federal grants given to Minnesota museums. Ted Wachter moved, with Virginia Knight seconding, that a vote of thanks be given to Liz Witt for all of her hard work for the Society. She will not be attending future meetings. The motion passed. Joanna Foote reviewed the Millennium Communities program. A time capsule was considered. The city will have a tree lighting ceremony December 20 at 7 p.m. Neighborhoods could be recognized for holiday lighti,.ig. The city council had requested the Society study Dodd Road for any historical links. The road, one of Eagan's first roads, connected Fort Snelling to Northfield. Helen Kennedy moved to table the topic until next month. The motion passed. President Ray Wade was reported to be recovering from his heart surgery. The tapes of the police chiefs' session were reviewed September 19. Martin DesLauriers, Jay Berthe, and Pat Geagan took part. Photos and clippings will be added during the editing. Martin DesLauriers has contribued many photographs. Chris Colbert will be reeeiving his Eagle Scout badge October 15 at 2 p.m. at the Municipal Center. He made the handsome wooden sign for the 1914 Town Hall. Mary Ellen Voracek moved that the next meeting be on November 14 at 4 p.m. The motion passed and the meeting was adjourned at 5:10 p.m. ti Elisabeth Kenneal Secretary -Treasurer • • • • • The Eagan Historical Society met on September 5, 2000 at 4 PM at the Eagan Municipal Center. *President Ray Wade was absent and in his place, the meeting was chaired by Dan Kahnke. Others present were Liz Witt, Martin DesLauriers, Helen Kennedy, Mary Ellen Voracek, Paul Hauge, Gin Knight. Ray's son brought in the framed picture with the Chairman's gavel included. It looks great! Motion by Helen Kennedy, seconded by Paul Hauge, the minutes of August 1, 2000 were approved as mailed. Because we were unable to hold the Open House at the 1914 Town Hall on August 13th, it was suggested that we hold it in conjunction with Lone Oak Days scheduled for September 15th & 16's. Discussion followed. Motion by Helen Kennedy, seconded by Mary Ellen Voracek, that we hold an Open House at the 1914 Town Hall on Sunday, October 15, 2000, 1 PM to 3PM. The motion carried. Liz Witt will contact Joanna Foote regarding the necessary advertising of the event. The August 8t videotaping by Chiefs DesLauriers, Berthe & Geagan was discussed. It needs some editing including the insertion of appropriate photos, if available. Gin Knight will check old files for such photos. Motion by Gin Knight, seconded by Mary Ellen Voracek, a special meeting will be held on Tuesday, September 19, 2000 at 1 PM in the second floor conference room at City Hall to view and edit the Chiefs' videotape. The motion carried. Liz Witt will send out reminders of this September 19th meeting. The 2001 budget was discussed. Liz Witt informed the group that we are now the proud owners of a (used) computer capable of networking with the City of Eagan computers. Computer software, desk/table as well as a printer are still needed. Community Center Update: Discussion followed regarding the need for a representative from our committee to the Community Center committee. Because we have already identified our needs, it was felt this was not necessary, and Ted Wachter has effectively assumed this "unofficial" role in the past. Motion by Paul Hauge, seconded by Gin Knight, that we recommend to the Community Center committee that a mock-up of the Lone Oak tree be installed at the entryway of the Community Center, with the inclusion of a video "posting" of the day's activities (reminiscent of the postings on the old Lone Oak tree). Motion carried. • Page —2- Motion by Martin DesLauriers, seconded by Paul Hauge, an election of officers for this committee be held at our October 3nd meeting. The officers to include President, Vice President (new position) and Secretary/Treasurer. Motion carried. Upon motion by Helen Kennedy, seconded by Martin DesLauriers, we request from Joanna Foote an up-to-date financial report at every meeting. Motion carried. Liz Witt announced she is resigning from the position of Volunteer Assistant to Joanna Foote effective after the October meeting. It was suggested that Gin Knight take over her duties. (I said I would take it under advisement). The next meeting will be held on Tuesday, October 3rd at 4PM. Martin DesLauriers moved, Helen Kennedy seconded, that the meeting be adjourned at 5PM. Motion carried. *Special Note: Ray missed our meeting because he had emergency heart by-pass surgery on Sunday, Sept. 3rd at Southdale Hospital. He is doing well and we look forward to seeing him at our next meeting! Present were Ray Wade, Elisabeth Kennealy, Virginia Knight, Allen Wachter, Martin Des Lauriers, Joanna Foote, Liz Witt, Mary Ellen Voracek, Ted Wachter, and Bea Blomquist. Virginia Knight moved, with Allen Wachter seconding to accept the minutes of July 11, 2000 as mailed. The motion passed. The August 13 open house at the 1914 Town Hall was dis- cussed. Ray Wade will attend if Dan Kahnke cannot attend. A viceotape conversation by former Eagan Chiefs of Police Martin Des Lauriers, Jay Berthe and Pat Geagan was set for August 8 at 2 p.m. at the Media One studios. There was a lively discussion of police work, which in the past included lost cattle, incidents at early dumps, and animal problems. Tonight's City Council meeting will include discussion of focus groups for architectural design and landscape con- sultants for the Eagan Community Center. Ted Wachter said he was willing to serve on a focus group. Joanna Foote gave the group an update on the July 7-8 flood. About 14 inches of rain was recorded. Some places had 17 feet of water and at least 1300 homes were affected. Flood data is being kept for historical purposes. About 750 persons attended a meeting July 12. Lockheed Martin donated $20,000, and other donations were being accepted in special boxes for the Eagan Foundation. President Ray Wade was in the chair. Present were Ray Wade, Elisabeth Kennealy, Helen Kennedy, Liz Witt, and Mary Ellen Voracek. Upon a motion by Helen Kennedy, seconded by Mary Ellen Voracek, the minutes of June 6, 2000 were approved as mailed. The July 9 open house at the 1914 Town Hall was attended by about 50 persons. Former Justice of the Peace Helen Kennedy and former Chief of Police and Constable Martin Des Lauriers spoke. Virginia Knight had prepared a photo display about the Eagan Police Department. The slide show by author John Koblas on the Northfield bank robbery was given at the Fire Administration building at 3 p.m., following the open house. The July 4 adult spelling bee was reviewed by Ray Wade, who organized and conducted the event. There were 16 entrants, with Channel 5 and the local press there. The Expressfest radio show July 28 was mentioned. A television set with VCR has been purchased for use by the society. The two Eagan videos were shown June 11. The videos will also be shown at the next Town Hall open house August 13. Helen Kennedy brought up a window fan or room air conditionery for the Town Hall. A thank you letter was sent to Chris Colbert who made the wooden sign for the Town Hall as an Eagle Scout project. Liz Witt brought up the 1990 sign at the Town Hall. Virginia Knight has volunteered to do computer input. Elisabeth Kennealy suggested marking the local school houses. Marking of the abandoned oil well at Pilot Knob and Thomas Lake Trail and the moonshine still were also mentioned. The next meeting will be August 1 at 4 p.m. Mary Ellen Voracek moved the meeting be adjourned at 4:55 p.m. (< (K(il/Z.i lyI..�.IC Elisabeth Kennealy Secretary -Treasurer • • • The Eagan Historical Society met June 6, 2000 at 3:45 p.m. in the Eagan Municipal Center. President Ray Wade was presiding. Others present were Elisabeth Kennealy, Ted Wachter, Alyce Bolke, Virginia Knight, Allen Wachter, Liz Witt, Joanna Foote, and Dan Kahnke. Kay Gustafson spoke of the Eagan Expressfest July 28-29 at Patrick Eagan Park. About 750 persons are enrolled in various art classes at the Art House, plus 150 children. Stories will be collected from seniors at Commons on Marice and Oak Woods for a My View booklet. A 1940s radio show is planned. Members contributed knowledge of World War II on the home front. Cheryl Caponi spoke of activities at the Caponi Art Park, where Anthony Caponi has lived since 1950. Irish dancers were scheduled to appear there June 18. Minutes of May 2, 2000 were accepted as mailed. Virginia Knight made the motion, with Allen Wachter seconding. It was carried. Joanna Foote will prepare periodic budget reports for the society and the council. About 20 history books have been sold. Upon a motion by Allen Wachter, seconded by Alyce Bolke, it was decided to purchase a television set for use at the open houses, which are scheduled for June 11, July 9, and August 13. The media will be notified. Ray Wade planned to attend all days, with Dan Kahnke July 9 and August 13, and Virginia Knight June 11. The Rotary Club has inquired about a placard once placed in the 1914 town hall. Matt Brown has planned his first history trail hike June 17 at noon, leaving from the 1914 town hall. Some markers are in place. Those present were Elisabeth Kennealy, Helen Kennedy, Allan Wachter, Martin DesLauriers, Joanna Foote, Liz Witt, Virginia Knight, and Mary Ellen Voracek. Helen Kennedy presided in the absence of President Ray Wade. Allen Wachter moved, with Elisabeth Kennealy seconding, to accept the minutes of April 4, 2000 as mailed. The motion carried. Joanna Foote reported on the community facilities task force work and the proposed Central Park referendum. Matt Brown's Eagle Scout Project, an Eagan historical trail map, was distributed. The fabric merit badge will be for sale for $1.00 at city offices. The 1950 Eagan township map donated by Gordon Beaudette of Outing, Minnesota, is being framed. The 2000 budget was discussed, and continued. The July 29 Eagan Expressfest was discussed. Two volunteers are needed for a simulated radio program circa 1940. Kay Gustafson will be asked to attend the next meeting. A motion was made by Allen Wachter, seconded by MartinDesLauriers, which carried. Open houses at the 1914 town hall will be held the second Sunday of the month on June 11, July 9, and August 13, from 1 to 3 p.m. There is parking now available at the site. Elisabeth Kennealy moved to have the open houses, with Martin DesLauriers seconding. He volunteered for July 9. The motion carried. Joanna Foote submitted vintage stamps for the archives. Paul Heuer, an Eagan employee, wishes to donate a wooden plow to the Society, believed to be about 120 years old. Office hours will be the first Tuesday from 1 to 4 p.m. Mary Ellen Voracek moved with Liz Witt seconding. The motion carried. President Ray Wade was in the chair. Also present were Elisabeth Kennealy, Ted Wachter, Liz Witt, Helen Kennedy, Dan Kahnke, Joanna Foote, Mary Ellen Voracek and Ann Carlon. Ted Wachter moved, with Helen Kennedy seconding, to accept the minutes of the March 7, 2000 meeting as mailed. The motion carried. Joanna Foote spoke on the community facilities task force report which will be presented to the Eagan city council tonight, when a referendum date may be set. Space for the Society would be included in the plans. A cost figure of $15,355,000 is being considered. Helen Kennedy, Ray Wade, Dan Kahnke and Martin Des Lauriers attended task force meetings. Joanna Foote received a call from an individual wishing to show slides of the Northfield, Minnesota bank raid. A presentation by the Society in the 1914 town hall was discussed with a possible date of Friday, July 28. The secretary will write a thank you note to Chris Colbert upon the completion of his Eagle Scout project, a wooden sign at the 1914 town hall. A budget proposal was tabled. The next meeting will be May 2, 2000 at 4 p.m. The meeting was adjourned at 4:45 p.m., upon a motion by Dan Kahnke, seconded by Ted Wachter, which carried. Present were Ray Wade, Elisabeth Kennealy, Ted Wachter, Allen Wachter, Helen Kennedy, Liz Witt, Virginia Knight, Mary Ellen Voracek, Dan Kahnke, and Joanna Foote. Ted Wachter moved to accept the February 1, 2000 minutes as mailed. Allen Wachter seconded, and the motion passed. An Eagan township map circa 1945 donated by Gordon Beaudette of Outing, MM., was examined. It will be framed for display purposes. Ray Wade reported on a meeting of the Community Facilities Task Force February 22. Dan Kahnke also attended. Grants and user feeds were suggested to aid the Society. Space needs for the Society were discussed. Jamie Verbrugge, assistant Eagan city administrator, ex- plained the Cedarvale/Highway 13 plans for the Village Plaza. Light rail was also mentioned. Gary Brown and his son, Matt Brown of Troop 453 at Easter Lutheran Church spoke about Matt's Eagle Scout project of historic trails in Eagan. Two trails were shown. Other Boy Scout troops could use the trails to qualify for a hiking badge, and a three inch patch. Kay Gustafson of the Eagan Arts and Humanities Council spoke about the group's plans. Representatives will be visiting three senior housing facilities in Eagan to give classes in memoir writing. The writings will be collected and published. The seniors will read the stories to children taking a "Children's Art Program." The book, "My View" will be illustrated by the children. The Council is sponsoring an "Expressfest" July 29 at Patrick Eagan park. Included will be the civic orchestra, children's chorus, a YMCA fun run and a '40's radio show. Two volunteers from the Society will be asked to share their memories from that time on the "radio show." The next meeting of the Eagan Historical Society will be Tuesday, April 4, 2000 at 4 p.m. The meeting adjourned at 5:15 p.m. Elisabeth ElKennealy Secretary-Treasur • • The Eagan Historical Society met February 1, 2000 at 4 p.m. in the.&'agan Municipal Center. Present were Ray Wade, Elisabeth Kennealy, Joanna Foote, Ted Wachter, Allen Wachter, Helen Kennedy, Dan Kahnke, and Mary Ellen Voracek. President Ray Wade was in the chair. Helen Kennedy moved, seconded by Ted Wachter to accept the minutes of January 4, 2000, as mailed. Joanna Foote reported on Matt Brown's Eagle Scout project. His history tour may have 18 sites in a hike of 11 miles. Scout troops could use the tour to obtain hiking badges. Ray Wade and Dan Kahnke reported on a meeting of the community facilities task force. Clyde Thurston is heading the force with Joanna Foote doing communications. Meetings were scheduled for February 9 and February 22. Ray Wade spoke of a video tape done by Ted Wachter and himself on a Darts bus tour. Ted Wachter brought up a land donation from Eagan township to Bloomington years ago. Helen Kennedy will help Ray Wade to prepare a Census 2000 display. The city is hosting a census meeting February 8, to which committee members were invited. Ray Wade showed old photos of the Half Way House circa 1940 received from Candy (Hurd) Kramer of Carlton, Minn- esota. The next meeting will be March 7 at 4 p.m. Mary Ellen Voracek moved adjournment at 4:45 p.m. Elisabeth Kennealy Secretary -Treasurer • The Eagan Historical Society met January 4, 2000, at 4 p.m. at the Municipal Center. President Ray Wade presided. Present were Ray Wade, Elisabeth Kennealy, Virginia Knight, Helen Kennedy, Liz Witt, Joanna Foote, Alyce Bolke, Dan Kahnke, and Paul Hauge. Paul Hauge moved, with Helen Kennedy seconding, to accept the minutes of December 7, 1999 as mailed. The motion passed. Ray Wade discussed a meeting of the community facilities land acquisition task force. Joanna Foote added details on the proposed community center. Dan Kahnke, Helen Kennedy, and Ray Wade went on the bus tour December 18 to visit community centers in New Brighton, Shoreview, Maplewood, and Woodbury. Liz Witt spoke on a proposed budget. Paul Hauge moved, with Virginia Knight seconding, to submit a proposed budget of $5,000 be submitted to city officials. A new display on Presidential Elections is now on view. The 1860 voter list and 1920 voter list were featured. The Kennedy -Nixon tie in 1960 was mentioned. Joanna Foote spoke of the upcoming 2000 census April 1. A silver plate was received which the Eagan Convention and Visitors Bureau had presented to the city council. The next meeting of the Society will be February 1, 2000 at 4 p.m. The meeting was adjourned at 4:55 p.m., after a motion by Helen Kennedy, seconded by Dan Kahnke, was passed. Adjourn • • HISTORICAL COMMITTEE OCTOBER 2, 2001 A meeting of the Historical Committee was held on Tuesday, October 2, 2001 at 3:30 p.m. Those present were Alice Bolke, Ray Wade, Allen Wachter, Ted Wachter, Gin Knight, Bea Blomquist, Mary Ellen Voracek and Martin DesLauriers. MINUTES Alice Bolke made a motion to approve the minutes. Martin DesLauriers seconded the motion. All members voted in favor. UNFINISHED BUSINESS DesLauriers mentioned that Lawrence Linkert is in charge of caring for the Eagan Town Cemetary. Foote noted that the tax statement goes to an address in Mora, MN and therefore questioned the ownership. DesLauriers made a motion to have the Chair write a letter to the Mora address to determine the status of the cemetery ownership; Mary Ellen Vorachek seconded the motion. There was an amendment made to the motion to have Martin DesLauriers call Lawrence Linkert regarding ownership of the cemetery and DesLauriers will then call Joanna Foote. All members voted in favor. There was further discussion regarding old business. Ted Wachter stated he has the Dairy Association photo and is still trying to get a hold of one of the people who can help identify the people in it. Ray Wade will take measurements of our current basement Historical Society space and get dimensions to Ted Wachter so he can do a drawing for a possible addition to the 1914 Town Hall. LOCATION AND SCHEDULE FOR CONTINUED ARCHIVAL SORTING/FILING It was stated that during sorting, a book called "The History of Dakota County" was found and is now in the vault. The book is in delicate shape and should therefore not be handled too much. DesLauriers mentioned that he also had a copy of this book. The . group asked whether it might be possible to somehow restore the book. Ted Wachter made a motion to contact West Group to see if there would be a way to revitalize the Lone Oak Years Book; Martin DesLauriers seconded the motion. All members voted in favor. Historical Committee October 2, 2001/2 Motion was made by Bea Blomquist to loan the Lone Oaks Years Book to Holz Farm, asking them to place it in their parlor with a note regarding availability and have a note and package sent to Sharon Bachman at Holz Farm (452-9595); Mary Ellen Vorachek seconded. All members voted in favor. Gin Knight made a motion that sorting should be done every Tuesday from 1:00 to 3:00 p.m. and should call each Monday to let Foote know whether or not you will be attending. Sorting will start on October 16; Mary Ellen Vorachek seconded the motion. All members voted in favor. RESEARCH INTERN POSSIBILITIES There was consensus among members to continue to research and ask questions to determine the need for an Intern and will discuss at the next meeting. At the September meeting members agreed to begin sorting through Historical Society files and agreed to begin working on this project on Tuesday, September 18 from 1-3 p.m. A majority of members were in attendance and put in a solid 2-hours sorting through miscellaneous boxes and information. The group agreed to meet again the following two Tuesday's at the same times. The group has made great headway. Following another sorting session, the group will meet in the Community Room at City Hall for its meeting on October 2, 2001. I look forward to meeting with you then. Adjourn HISTORICAL COMMITTEE SEPTEMBER 11, 2001 A meeting of the Historical Committee was held on Tuesday, September 11, 2001 at 3:30 p.m. Those present were Alice Bolke, Ray Wade, Allen Wachter, Paul Hauge, Gin Knight, Dan Kahnke and Mary Ellen Vorachek. Wachter spoke of his farm, the Gopher Ordinance, the University of Minnesota History Book and the importance of history. MINUTES Hauge made a motion to approve the minutes of the August 7, 2001 meeting; Wachter seconded the motion. All members voted in favor. VOLUNTEER COMMITMENT OF TIME TO SOCIETY Knight stated about one year ago she took over the commitment of doing the job that Liz Witt had been doing for the Society, but now found she is unable to volunteer the 15-18 hours a week and would like to relinquish the commitment to the Society. She further commented that she was enthused with volunteering her time when she thought the group would have space in the new Community Center, but now with the politics involved, she stated it's not where she has chosen to spend her time. Vorachek thanked Gin Knight for all she has done for the Society. There were comments that without Council support, the group won't progress very far. LOCATION AND SCHEDULE FOR ARCHIVAL SORTING/FILING Foote stated that there are locations where sorting can be done and further stated that an Intern could be hired, but would need direction from the group. Hauge stated that the group could come in over a two -week period to do sorting. Wachter stated he would be willing to volunteer time to sort with direction from the group regarding the process. It was further stated that once things are broken down into subjects, then someone can help sort and log the items. Hauge made a motion to pursue the hiring of an Intern for the Historical Society. Wachter seconded the motion. All members voted in favor. RESEARCH EAGAN TOWN CEMETERY A date was set for September 18, 2001 from 1:00 to 3:00 p.m. Wade stated he will talk to Martin about the history of St. John's Cemetery. Foote mentioned that Margo Danner, who is working on the Lioness pavers project is attempting to find the individual who has lived the longest time in Eagan. She hoped the group would provide some suggestions; Francis Heuer and Anna Boesel were two suggested individuals. It was suggested she also ask Martin or Ted. Adjourn • • HISTORICAL COMMITTEE AUGUST 7, 2001 A meeting of the Historical Committee was held on Tuesday, August 7, 2001 at 3:30 p.m. Those present were Ray Wade, Helen Kennedy, Ted Wachter, Paul Hauge and Gin Knight. Wachter made a motion to accept the resignation of Elisabeth Kennealy as Historical Society Secretary; Hauge seconded the motion. All members voted in favor. It was decide to send a note to Elisabeth Kennealy thanking her for service and looking forward to future participation. MINUTES Kennedy made a motion to approve the minutes of the July 10, 2001 meeting; Wachter seconded the motion. All members voted in favor. PREPARE FOR AUGUST 19 OPEN HOUSE It was decided to compile and distribute a current list of the Historical Society membership to all members, along with completing a work order to have the Town Hall cleaned prior to the next Open House. No one present at the meeting is able it facilitate the August 19 Open House. Chair Wade indicated he would ask Dan Kankhe if he is available and willing to facilitate the Open House. If not, staff will post notices in front of the Town Hall stating that the Open House has been canceled. GOALS DISCUSSION Communications Coordinator Foote indicated that she had received written goals for consideration from Paul Hauge and from Mary Ellen Voracek and has included these for the group to review. Wachter indicated that he had given his ideas to Tom Hedges and Mayor Awada some time ago and those ideas remain largely unchanged. The group discussed a variety of goals and the Society's future function/format. Hauge made a motion recommending the Committee be set up in the form of a Commission with stipulations regarding the ability to structure a format allowing Historical Committee August 7, 2001/2 for membership at large, informal attendance requirements, ctc. The motion was seconded by Kennedy with all members voting in favor. Other Goal Priorities include: • Filing system compatible with other Historical Societies in nation • Ability to accept donations (financial and of historical merit) • Sufficien,t secure, permanent space to operate • Salary for Intern for filing • Legal advice for knowing rights of donors • Add space on back of 1914 Town Hall Knight made the motion to adopt these goals which Wade seconded. All members voted in favor. BUDGET A preliminary 2002 budget was discussed and minor modifications were suggested. The recommended budget is attached. REPORT OF COMMITTEE MEMBERS MEETING WITH COUNCIL MEMBERS Wade stated that Committee members met with City Councilmember Carlson regarding the Community Center and it was Councilmember Carlson's suggestion that the Committee present their request in writing to the City Council. Foote stated that the City Council needs to know the immediate and future goals of the Historical Committee. There was discussion as to defining the purpose of a historical society, future goals, educating the City Council and the Historical Committee becoming a Commission. Wade suggested that each member create a list of priorities for the historical society for compilation by Foote prior the next meeting on August 7. SET DATES ON CALENDAR FOR OPEN TOWN HALL There was discussion regarding the open house at the Town Hall on Sunday, July 8, and Wade stated there were 53 people who toured. Foote stated a press release had been done and a large sign had been posted outside. Tom Colbert, Director of Public Works, took pictures at the event. There was discussion regarding volunteers to host the open houses scheduled for July 15 and August 19, 2001 from 1:00 to 3:00 p.m. at the Town Hall. The Committee agreed on having two members scheduled for each date. Ray Wade and Helen Kennedy agreed to be present at the July and August open houses respectively. MILK PRODUCERS PICNIC/LARGE PHOTO Wade stated that Ted Wachter knows some of the people in the photo and Wade also knows a woman who lives on Chicago Avenue in Minneapolis who would be able to i Historical Committee July 10, 2001/2 help Mr. Wachter identify some of the faces. Witt made a motion to give Mr. Wachter permission to take a copy of the photo to her home, as she is not able to leave her house, Hauge seconded. All Committee members agreed. Foote stated one of Eagan's developers recently found an old milk can with the name of Diffley imprinted on it and donated the can to the City's Historical Committee and this can, along with the photo and sign, will make a nice display. The motion carried. Ray Wade suggested a mission statement of the Society. "Its mission would be to collect and preserve the history of Eagan for the good of the public." The Old Town Hall (1914 building) would need a bathroom and conformity to ADA rules. Space might be available in the Fire Administration building. Funding would be needed at either location. The city now owns the former Don Grant property which includes a house. Items to be discussed by the Council -Society subcommittee would be: Space; Organization (Commission or Society); Funding; Records retention; Council priorities; Term limits; quorum number. The members understand that the building is designed with multiple purposes in mind and must accommodate the needs of a broad variety of user groups. For this reason a list of our space - needs was compiled early on in the process and submitted for City Council and focus group consideration. That list included the following: • Space for storage/filing, archiving of materials • Office/computer work area • Work area for processing/inventorying and clean-up of materials • Library/bookshelves, public work space for access of public files/documents • Display cases in public community center areas/hallways, etc. • Display room for larger exhibits/public displays Our membership was told that a specific focus group was not necessary in order for our space needs to be communicated as we had already put this work in writing. Historical Society member Ted Wachter and Communications Coordinator Foote have been following and/or involved in the focus group process and have worked to keep our group informed about the progress. They have not however been consulted regarding these requested space needs or any necessary changes recommended and incorporated in the latest schematic drawing. It is our understanding that the latest design schematic includes a fire -proof storage area and some common -area display cases. While we appreciate the inclusion ofthese elements, the need for a functional office area and at the very least, some bookcases or public reference space is also imperative for our Historical Society to operate effectively and to interact with the public. • Currently our Historical Society operations are housed in the basement of City Hall. We have a small workspace containing a computer table and computer, a telephone, a bookcase, two file cabinets, several storage shelves and a round work -table which doubles as a small meeting area. While this is a functional space, it is difficult for volunteers to access outside of City Hall business hours and impossible for the public to utilize. We also open the "1914 Town Hall" for tours and for limited display purposes, but the lack of a climate con- trolled environment prevents this from being utilized for storage or long-term display purposes. We are quickly outgrowing our very limited storage space in the City Hall basement although we have not yet begun asking the public to contribute nor have we actively solicited hems to enhance our collection. It has been our hope to begin scheduling regular office hours for organizing, maintaining and building our collec- tion through the use ofvolunteers and eventually by hiring an intern or even paid staff. This would also allow the Society to make reference materials available to the public for use in researching family histories or the history of the Eagan area. None of this is possible in the space that we currently utilize. Nor would this be possible in the space that is currently designated for us in the current Community Center design schematic. Our membership appreciates what a difficult job you have before you in designing a facility which will satisfy such a wide variety of needs and still remain within a stringent budget. We are therefore willing to accept some compromises and to consider some phasing options if necessary to achieve our ultimate goals. We are willing to share office space with another facility function if necessary. We do not, however, believe that it is feasible to create a usable office within the fire -proof storage area. Again, we understand the constraints of this project and the challenges it presents, but we would ask for an • opportunity to be involved in a dialogue about what is feasible and how best to accommodate the current and future needs of the Eagan Historical Society. We appreciate your diligence in this effort and look forward to speaking with you soon about the available options and the future of the Eagan Historical Society. Also attached is a copy of Matt's reply accepting our request. Paul Olson, Sup't of Park Maintenance will be contacted to follow-up in the spring in regard to marking the signs. The Events Calendar for 2001 activities; e.g., Open House, Displays, Walk/Drive Matt's trail in April, was discussed. Members are asked to think of items that should be included on the calendar so Joanna can make it up. Gin Knight was given the approval to apply for the committee's memberships in the Dakota County and State of Minnesota Historical Societies. Ray Wade reviewed our meeting of December 13th with Rebecca Snyder of the Dakota Historical Society. Copies of the "Preservation Guidelines" were distributed to those present. Gin Knight reported that she has ordered acid -free filing supplies as well as a manual "Developing & Maintaining Practical Archives". It was suggested that a sub -committee be established to set up our filing system. Alyce Bolke suggested that we recruit a high school or commercial school student to assist with the filing and data entry after we establish our system. The motion was made by Ray Wade and seconded by Alyce Bolke that adjustment be made to the door of the old Town Hall so it can be opened more easily. Others present were Liz Witt, Martin DesLauriers, Helen Kennedy, Mary Ellen Voracek, Paul Hauge, Gin Knight. Ray's son brought in the framed picture with the Chairman's gavel included. It looks great? Motion by Helen Kennedy, seconded by Paul Hauge, the minutes of August 1, 2000 were approved as mailed. Because we were unable to hold the Open House at the 1914 Town Hall on August 13t, it was suggested that we hold it in conjunction with Lone Oak Days scheduled for September 15th & 16`h. Discussion followed. Motion by Helen Kennedy, seconded by Mary Ellen Voracek, that we hold an Open House at the 1914 Town Hall on Sunday, October 15, 2000, 1PM to 3PM. The motion carried. Liz Witt will contact Joanna Foote regarding the necessary advertising of the event. The August 8th videotaping by Chiefs DesLauriers, Berthe & Geagan was discussed. It needs some editing including the insertion of appropriate photos, if available. Gin Knight will check old files for such photos. Motion by Gin Knight, seconded by Mary Ellen Voracek, a special meeting will be held on Tuesday, September 19, 2000 at 1PM in the second floor conference room at City Hall to view and edit the Chiefs' videotape. The motion carried. Liz Witt will send out reminders of this September 19th meeting. The 2001 budget was discussed. Liz Witt informed the group that we are now the proud owners of a (used) computer capable of networking with the City of Eagan computers. Computer software, desk/table as well as a printer are still needed. Community Center Update: Discussion followed regarding the need for a representative from our committee to the Community Center committee. Because we have already identified our needs, it was felt this was not necessary, and Ted Wachter has effectively assumed this "unofficial" role in the past. Motion by Paul Hauge, seconded by Gin Knight, that we recommend to the Community Center committee that a mock-up of the Lone Oak tree be installed at the entryway of the Community Center, with the inclusion of a video "posting" of the day's activities (reminiscent of the postings on the old Lone Oak tree). The officers to include President, Vice President (new position) and Secretary/Treasurer. Motion carried. Upon motion by Helen Kennedy, seconded by Martin DesLauriers, we request from Joanna Foote an up-to-date financial report at every meeting. Motion carried. Liz Witt announced she is resigning from the position of Volunteer Assistant to Joanna Foote effective after the October meeting. It was suggested that Gin Knight take over her duties. (I said I would take it under advisement). The next meeting will be held on Tuesday, October 3rd at 4PM. Martin DesLauriers moved, Helen Kennedy seconded, that the meeting be adjourned at 5PM. Ray Wade will attend if Dan Kahnke cannot attend. A viceotape conversation by former Eagan Chiefs of Police Martin Des Lauriers, Jay Berthe and Pat Geagan was set for August 8 at 2 p.m. at the Media One studios. There was a lively discussion of police work, which in the past included lost cattle, incidents at early dumps, and animal problems. Tonight's City Council meeting will include discussion of focus groups for architectural design and landscape con- sultants for the Eagan Community Center. Ted Wachter said he was willing to serve on a focus group. Joanna Foote gave the group an update on the July 7-8 flood. About 14 inches of rain was recorded. Some places had 17 feet of water and at least 1300 homes were affected. Flood data is being kept for historical purposes. About 7.50 persons attended a meeting July 12. Lockheed Martin donated $20,000, and other donations were being accepted in special boxes for the Eagan Foundation. Former Justice of the Peace Helen Kennedy and former Chief of Police and Constable Martin Des Lauriers spoke. Virginia Knight had prepared a photo display about the Eagan Police Department. The slide show by author John Koblas on the Northfield bank robbery was given at the Fire Administration building at 3 p.m., following the open house. The July 4 adult spelling bee was reviewed by Ray Wade, who organized and conducted the event. There were 16 entrants, with Channel 5 and the local press there. The Expressfest radio show July 28 was mentioned. A television set with VCR has been purchased for use by the society. The two Eagan videos were shown June 11. The videos will also be shown at the next Town Hall open house August 13. Helen Kennedy brought up a window fan or room air conditionery for the Town Hall. A thank you letter was sent to Chris Colbert who made the wooden sign for the Town Hall as an Eagle Scout project. Liz Witt brought up the 1990 sign at the Town Hall. Virginia Knight has volunteered to do computer input. Elisabeth Kennealy suggested marking the local school houses. Marking of the abandoned oil well at Pilot Knob and Thomas Lake Trail and the moonshine still were also mentioned. Kay Gustafson spoke of the Eagan Expressfest July 28-29 at Patrick Eagan Park. About 750 persons are enrolled in various art classes at the Art House, plus 150 children. Stories will be collected from seniors at Commons on Marice and Oak Woods for a My View booklet. A 1940s radio show is planned. Members contributed knowledge of World War II on the home front. Cheryl Caponi spoke of activities at the Caponi Art Park, where Anthony Caponi has lived since 1950. Irish dancers were scheduled to appear there June 18. Minutes of May 2, 2000 were accepted as mailed. Virginia Knight made the motion, with Allen Wachter seconding. It was carried. Joanna Foote will prepare periodic budget reports for the society and the council. About 20 history books have been sold. Upon a motion by Allen Wachter, seconded by Alyce Bolke, it was decided to purchase a television set for use at the open houses, which are scheduled for June 11, July 9, and August 13. Once these positions are filled, the architect will take the recommendations of city staff and community center task force to create several possible floor plans. The final floor plan will reflect expectations tempered by space and budget limitations. There will also be a series of focus groups made up of community center stakeholders. The city will recruit some focus group members as well as take applications from interested citizens. Focus groups will not meet for several months. The park planner will work on landscaping which will include the design of trails as well as siting a playground. The planner and architect will work together to ensure the community center building fits into the design of the park grounds. The park and community center will be located on 60 acres of city owned property just nw of Pilot Knob and Yankee Doodle roads. It will cost approximately $15 million to complete. Space needs for the Society were discussed. Jamie Verbrugge, assistant Eagan city administrator, ex- plained the Cedarvale/Highway 13 plans for the Village Plaza. Light rail was also mentioned. Gary Brown and his son, Matt Brown of Troop 453 at Easter Lutheran Church spoke about Matt's Eagle Scout project of historic trails in Eagan. Two trails were shown. Other Boy Scout troops could use the trails to qualify for a hiking badge, and a three inch patch. Kay Gustafson of the Eagan Arts and Humanities Council spoke about the group's plans. Representatives will be visiting three senior housing facilities in Eagan to give classes in memoir writing. The writings will be collected and published. The seniors will read the stories to children taking a "Children's Art Program." The book, "My View" will be illustrated by the children. The Council is sponsoring an "Expressfest" July 29 at Patrick Eagan park. Included will be the civic orchestra, children's chorus, a YMCA fun run and a '40's radio show. Two volunteers from the Society will be asked to share their memories from that time on the "radio show." ARTICLE 2 PURPOSE The purpose of the DCHS, as outlined in the Articles of Incorporation, includes: to promote, foster, develop, and interpret the history of this county and its people. In doing so, the DCHS may acquire, collect, preserve, reconstruct, restore, exhibit, display and demonstrate this history through artifacts, documents, and literary works. The DCHS shall be allowed to own property and operate a museum. ARTICLE 3 FISCAL YEAR The DCHS shall operate its fiscal year on a calendar basis -- January 1 to December 31. 1 ARTICLE 4 MEMBERSHIP 1 - Any person interested in the DCHS may be enrolled as an active member of the DCHS upon receipt of the annual dues. 2 - Membership dues and categories of membership shall be reviewed annually by the Board of Directors. 3 - Members failing to pay their dues after they become payable shall be dropped from the rolls 60 days after the date due. 4 - No person shall be qualified as a member or entitled to vote at a meeting unless his or her annual dues have been paid in advance of meeting. ARTICLE 5 GOVERNMENT 1 - The management of the affairs and property of the DCHS shall be the responsibility of the Board of Directors consisting of the officers and trustees. 2 - The officers of the DCHS shall be the President, Vice -President, Secretary, and Treasurer, who shall be elected at the Annual Meeting. 3 - All officers shall be elected for three year terms. An officer may serve two consecutive terms (a total of six years) if re-elected. 4 - The Trustees of the DCHS shall consist of the immediate past president, and five elected Trustees. Elected Trustees shall be elected for two year terms and may serve two consecutive terms (a total of four years) if re-elected. 5 - The Board of Directors may also include one representative designated by each Chapter of the DCHS. This representativeshall be a full voting member of the DCHS Board of Directors and may be appointed on an annual basis, but may not serve more than four years. 6 - The Board of Directors shall enforce enactments and resolutions of the membership as adopted at the Annual Meeting, and accepts responsibility for the DCHS personnel policy, membership policy, museum hours, budget, fund raising, construction, publications, the maintenance of the buildings and ground in the ponnsion of the DCHS, and the delegation of all other powers that are inherent to such a board. 2 7 - The Board of Directors shall be empowered to employ or dismiss a director and other staff whose duties shall be determined by the Board of Directors in a written policy and duty statement. 8 - Paid employees or their relatives shall not hold voting positions on the Board of Directors. 9 - Members related through blood or marriage shall not be allowed to serve as voting members on the Board at any one time. ARTICLE 6 DUTIES OF THE OFFICERS The President 1 - The President, with the input of the Board members, the director, and staff, shall determine the agenda for all meetings. 2 - The President shall act as a liaison between the Board of Directors and the director of the DCHS. The Vice President 3 - The Vice -President shall preside in the absence of the President and shall perform such other duties as designed by the President or Board of Directors. The Vice President shall assume the office of the President, should the President be unable to execute his or her duties. The Secretary 4 - The Secretary shall keep the minutes of all Board Meetings. The Treasurer 5 - The Treasurer shall have oversight of the financial activities and record keeping of the DCHS and its financial reports. The Board of Directors 6 - It shall be the responsibility of the Board of Directors to attend Board meetings. If a member of the Board of Directors fails to attend three consecutive meetings, the Board, may at its discretion, consider appointing a replacement to the position. 3 7 - If a vacancy occurs in any office during the term of a member of the Board, the Board is authorized to fill the vacancy and the appointee shall serve until the completion of the former Board member's term. 8 - The Board of Directors may establish an executive committee consisting of three or more members of the Board, to act in case of emergency. 9 - The Board of Directors may be compensated for their services as authorized by the Board. ARTICLE 7 MEETINGS 1 - Regular meetings The Board of Directors shall hold quarterly meetings. 2 - Additional meetings The President may call additional meetings of the Board of Directors. 3 - Special meetings Meetings of the Board of Directors may be called by: a) The President b) By a majority of the Board of Directors. c) By 5% or more of the members of the DCHS. All special meetings shall specify the specific purpose, and any business not appearing on the agenda shall be considered out -of -order. 4 - Annual Meeting The DCHS shall hold its Annual Meeting during the month of January. 5 - All meetings shall require notification of the Board of Directors at least ten days in advance. This notice shall be by mail or by phone call. 4 6 - Quorums A simple majority of the Board members shall constitute a quorum for the conducting of business. For an Annual meeting, 5 percent of the membership shall constitute a quorum 7 - Robert's Rules of Order shall prevail at all meetings. 8 - Annual Meeting Procedure The President shall appoint a Board Development Committee of two or more members at least 30 days prior to the Annual Meeting to nominate a slate of candidates for the Board of Directors. Nominations may also be made from the floor by members in good standing, and with the permission in writing from the person being nominated, unless that person is present at the meeting. Only members in good standing may be nominated. 9 Executive Committee The executive committee, consisting of at least three members of the Board of Directors, may meet whenever an emergency arises. ARTICLE 8 COMMITTEES 1 - The President shall appoint committees when necessary. The chairs of the committees shall, whenever possible, be appointed from the members of the Board of Directors. 2 - All committees shall be appointed to serve until a particular project is completed or until the next Annual Meeting, whichever occurs first. 3 - All Committees may be reappointed annually. There shall be no limit to the number of annual terms to which a member of a committee may be appointed. 4 - Whenever a committee business appears on the agenda, a representative of that committee shall be present at the meeting. 5 ARTICLE 9 CHAPTERS 1 - Chapters may be organized for affiliation with the DCHS for the purpose of fostering a particular phase of county history, or to promote the general purposes of the DCHS (as found in the Articles of Incorporation) and shall be within particular geographic areas. 2 - Application for affiliation shall be made by submitting a copy of the proposed bylaws or other acceptable instruments of government, or a statement of purpose. Affiliation shall be granted upon 2/3 (two thirds) vote of the DCHS Board of Directors. 3 - The DCHS director and/or staff shall assist persons in the formation of a chapter, including the completion of any required governmental papers. 3a - Each chapter must sign a copy of the "Local Chapter Affiliation Agreement" which identifies the duties and responsibilities of the chapter and the DCHS. This agreement may be subject to annual review by both parties. 4 - It shall be a general policy to provide each approved chapter, if requested, with a startup subsidy of 250.00 while it is incorporating. This shall be a one time subsidy. 5 - To be eligible for a yearly grant from the DCHS, a chapter must comply with all parts of section III of the "Local Chapter Affiliation Agreement." Any request for a subsidy in excess of $250.00 must be approved by the DCHS Board of Directors. 6 - In accordance with the process defined in the "Local Chapter Affiliation Agreement", chapters may set their own annual dues, and these dues must be at least equal to that charged by the DCHS. Chapters shall be required to return to the DCHS one half of the amount of the dues being charged for membership in the DCHS. This portion returned to the DCHS makes chapter members full DCHS members and provides them all the rights and privileges of any DCHS member. 7 - Each chapter, if not represented by an officer or an elected board member, may annually elect or appoint a representative to sit on the DCHS Board as a full voting member. This person may be appointed on an annual basis and serve no more than four years. S - Each chapter shall present an oral, annual activity report at the DCHS Annual Meeting. An annual written financial report shall be submitted to DCHS prior to the annual meeting. 9 - It shall be the policy of the DCHS and chapters to give mutual aid and support to one 6 another in their work. 10 - Chapter affiliation with the DCHS may be terminated for any sufficient reason by a 2/3 (two thirds) vote of the DCHS Board of Directors at the meeting where this item appears on the agenda. 11 - Unless otherwise provided for in the chapter's bylaws, if a chapter becomes inactive, all records, assets, and articles of value shall be surrendered to the DCHS. ARTICLE 10 DCHS AFFILIATION The DCHS shall be eniolled as a member of the Minnesota Historical Society, paying the established dues, and whenever feasible, sending a delegate to represent it at the meetings of the State Society. The DCHS shall make an annual report to the Minnesota Historical Society. ARTICLE 11 DISPOSITION OF COLLECTIONS AND ASSETS 1 -The DCHS, or the Board of Directors, shall make provision for the custody and housing of all material of historic value received by the DCHS. 2 - It is hereby provided that if the DCHS fails in two consecutive years to hold an Annual Meeting, it shall be interpreted as the cessation of an effective working organization. 3 - All assets belonging to the DCHS shall then be turned over to the Dakota County Commissioners, who should place the historic items of the DCHS in the care of the Minnesota State Historical Society until such time as a new society can be organized or the County Board of Commissioners arranges for the care of them. ARTICLE 12 AMENDMENTS TO THE BYLAWS 1- The Bylaws of the DCHS shall be reviewed at least every two years. 2 - These Bylaws may be amended by the Board of Directors provided that notice, together with a copy of the proposed changes, has been sent by mail to each member of the Board at least 30 days prior to the meeting where the changes will be discussed 7 and voted on. 3 - Members of the DCHS shall be informed that changes are being considered, and of the availability of copies of the proposed changes. 4 - A 2/3 (two thirds) vote by the Board members present shall be necessary to amend these Bylaws. 5 - Amendments to the Bylaws take effect at the conclusion of the Board meeting unless otherwise specified. 6 - Any Bylaw change approved by the Board of Directors shall be reported on at the Annual Meeting of the DCHS. ARTICLE 13 INDEMNIFICATION To the full extent permitted by the Minnesota Nonprofit Corporation act, as amended from time to time, or as otherwise provided by law, the following rule applies: At the discretion of the Board of Directors, any person who becomes a party to any legal action because that person is a member, director, officer, employee, or volunteer of DCHS, while acting within the scope of their assigned duties, will be indemnified for the following expenses that such person actually incurs as a result of being a party to such legal action • attorney's fees; • fines; • judgments; • settlements; and • other reasonable expenses as a direct insult of the legal action. 8 May, 1999 Local Chapter Affiliation Agreement Section I The Dakota County Historical Society (DCHS) will only establish a chapter or affiliate relationship with an organization which has its own 501 (c) (3) tax exempt status. Organizations which were chapters or affiliated with the DCHS prior to fiscal year 1999, as of January ld 1999, will not be required to obtain a separate 501 (c) (3) status. Section II Establishing an Independent Historical Organization Contact the Minnesota Historical Society Field Services Division for guidance on the establishment of a new organization. Section III Membership Relationship Chapters established prior to fiscal year 1999 and new chapters or affiliated organizations with their own 501 (c) (3) tax exempt status may offer a dual membership in both the DCHS and their own chapter or affiliated organization at the DCHS membership rate. Chapters or affiliated organizations with their own 501 (c) (3) status will be responsible for collecting membership dues and remitting at least half of the revenue to the DCHS quarterly. The organization will submit to the DCHS the name and address of the new member and a copy of the check written for membership dues. The organization will also be responsible for billing membership renewals. Chapters established prior to fiscal year 1999 shall have an addendum, prepared by the DCHS, added to this agreement which would outline the particular details of the organizations' unique responsibilities related to maintaining and developing dual memberships. Section IV Grants Chapters established prior to fiscal year 1999 and other Dakota County local history organizations which have their own 501 (c) (3) tax exempt status and a bank account may apply for a Dakota County local history project grant from the DCHS. Dakota County local history project grants will not exceed an amount to be determined annually by the DCHS Board of Directors. The number of grants available will be limited and also determined annually by the DCHS Board of Directors. Organizations may apply for grants by filing a grant application with the DCHS. Application forms will be made available upon request at the beginning of each calendar year. Applications for Dakota County local history project grants will be due by the end of February each calendar year. Grant applications will be reviewed by the DCHS Board during its March meeting each year. Grant applicants will be notified about the status of their application following the DCHS Board's March meting. Grant recipients will be expected to finish their Dakota County local history projects and submit an end of project report by the end of December in the•year that they receive the grant. Section V Liability Disclaimer By granting an organization chapter or affiliate status, the DCHS, including its Directors, officers and employees, does not accept any current or future direct liability created at any time, whether as to intentional or unintentional acts or omissions, by the chapter or affiliate and its Directors, officers or employees, or any indirect liability as to third parties.
