DEPARTMENT HAPPENINGS
• STRENGTHEN COMMUNITY
• Holz Farm Spring Festival is right around the corner! A wonderful day on the farm is planned
for all to enjoy. Hayrides, cow milking, pony rides and activities for children are all planned
for Sunday, May 20 from noon until 5pm.
• Marketfest is fast approaching! First date is Wednesday, June 20 at the Eagan Community
Center Festival Grounds and Rotary Band Shell.
• The Eagan Seniors hosted a wildly successful Antique Assessment Show in the Lone Oak
Room in late April. Two talented assessors talked about the more than 190 items.
• The Eagan Art Festival is June 23 and 24. There will be nearly 100 artists as well as food
vendors and entertainment. The kids art tent will feature kite making both days from 1-4. A
new addition to the festival is The Art Experience, hands on mini-workshops for all ages. The
workshops are just $5.00 for a'/z class with an Art House instructor.
• Plans are in place to manage the excitement of prom and the preservation of positive
coexistence with weddings and events taking place simultaneously at ECC. Staff will be
prepared to re-direct the hundreds of prom-goers who choose Central Park for their pre-prom
photos.
• SUPPORT ECONOMIC DEVELOPMENT
• Staff is working with the ECVB to coordinate packages for out-of-state travelers staying in
"sister" hotels in Eagan to enjoy all the fine facilities and activities the department offers.
• Captain's Course is scheduled to open officially at the Eagan Showcase on May 17 and will
offer several evening and weekend hours prior to Cascade Bay opening on June 2.
• Wedding season is upon us and May will see the start of Friday, Saturday and Sunday
weddings during the next several months. The first Thursday wedding has been scheduled and
The Oaks is very heavily reserved well into 2008.
• FOSTER HUMAN DEVELOPMENT
• Parents wishing to get a jump start on fall preschool plans may register now for a wide variety
of preschool classes.
• The traditional rash of spring time vandalism is upon us. There have been numerous broken
windows and incidence of graffiti. It tends to slow down after the graduation season.
• A collaborative program with five other area recreation staff attracted 31 teams to the second
GPS Amazing Family Race. Family teams, equipped with their GPS units, traveled through
three communities looking for particular locations and completing tasks at each site.
• PROTECT NATURAL RESOURCES
• The warm dry weather of last year, which thinned the turf grasses, combined with this years
spring rains have combined to promote a bumper crop of dandelions. While dandelions are
"obnoxious" they are not defined as "noxious", therefore, their eradication or control is not
required. Parks staff does do some spraying in select park areas where the use may necessitate
better turf. Boulevards are mowed but not sprayed.
• Per the manufacturers recommendation, sprayed areas within parks may be entered once the
product has dried, generally 15 to 20 minutes. Signage is posted at primary access points.
• The Toro Company will once again use Eagan as a test site... they like the turf. They are
assigned a designated route that supplements the mowing done by City staff.

• The "annuals are coming, the annuals are coming". Within the next few weeks these colorful
additions to parks and City facilities will be back in place.
• The Bi-annual tree sale was a great success; only 8 trees remained unclaimed, they were
promptly installed at several park sites.
• PROMOTE HEALTH & WELLNESS
• 196 teams are participating in adult softball leagues and 16 teams are registered for Co-Rec
Sand Volleyball.
• Fitness on the Road activities will expand this summer by offering opportunities for residents in
some of their neighborhood parks. Watch for more details.
• As is past practice, park restrooms will be opened every morning beginning after Memorial
Day. Until that time, they will be opened after 4 PM at those sites with scheduled activities.
Portable toilets are in place throughout the system.
• The Eagan Fun Run, scheduled for Saturday, May 19. Attendance is expected to be up over
300, weather permitting. The Eagan race is the kick off to the six community race series
sponsored by the South of the River Recreators.
• Tennis programs seem to be popular this summer. A newly renovated competitive team tennis
program is full with enough on the waitlist to consider adding a second team, and seniors in the
area are meeting to discuss the potential for a league and lesson program for older adults.
KUDOS TO STAFF:
• Park Employees Don Buecksler and Paul Watry have successfully completed the required
course work and passed a national examination to retain their certification as Certified
Playground Inspectors ...Nicely done !

ITEM OVERVIEW: Review the parks dedication, trails dedication, tree preservation, water quality and
wetlands issues that pertain to the Marsh Cove development.
BACKGROUND/HISTORY:
Dodd Parkside, LLC is requesting approval of a Rezoning from A, Agriculture to R- 1, Single-
family residential, and a Preliminary Subdivision (Marsh Cove) to create 11 single-family lots
upon 5.05 acres located at 4875 Dodd Road in the SW t/4 of Section 36.
The subject site is currently unplatted. Access is provided via Dodd Road and the site abuts
Lebanon Hills Regional Park on the west side. The property contains an existing single-family
home, two pole barns and several smaller outbuildings. The site is mostly open. Wooded areas
are concentrated near the house and on the perimeter of the site, and the far southwest corner of
the site includes the edge of a wetland within the park. The shoreland overly zone of Fitz Lake
touches the far northeast corner of the site.
The applicant is proposing to subdivide the site into 11 single-family lots ranging in size from
12,431 to 24,763 sq. ft. The existing single-family home will be removed with development.
Access will be provided via a new cul-de-sac from Dodd Road., and a storm water pond is
proposed on the west end of the property.
PARKS AND TRAILS DEDICATION:
This proposal will be subject to a cash parks dedication.
The Developer has proposed the installation of two (2) segments of "future trail" between
proposed lots that would provide an internal connection to cul-de-sacs that may be developed on
adjacent properties at some time in the future. City staff from Parks, Community Development
and Engineering have determine that there would minimal public transportation or recreational
benefit derived from these proposed trails and therefore it would not be appropriate to consider a
trail "credit" for their installation.
In lieu of the proposed internal trails, staff is recommending the installation of a trail section on
Dodd Road that would provide a direct link to the existing City trail system and bridge a gap to
future developments along Dodd. Because a trail is generally not considered to be a standard
element of a 28' road section as is Dodd, it would be appropriate to give trail dedication credit for
the installation of the new section. Based upon initial estimates, the cost of the trail and the
amount of dedication will be nearly the same.
TREE PRESERVATION:
A tree inventory submitted with this application indicates the existence of 170 significant trees.
The following table describes the majority of these trees.

The balance of the tree inventory is comprised of maple, elm, black cherry, cedar, and
cottonwood trees averaging 12" in diameter.
The development as proposed will result in the removal of forty (40) significant trees (23.5 % of
the total). According to the City of Eagan Tree Preservation Ordinance allowable tree removal
for this type of development proposal (single-phase, multiple-lot, residential) is set at 40.0% of
the total significant trees. With a proposed removal less than the allowable amount, there is no
required tree mitigation for this proposal.
Two major tree preservation issues have been discussed with the applicant and have not been
addressed to date.
1. Encroachment into preserved tree critical root zones. Approximately ninety (90) significant
trees, which are intended to be preserved, appear to have proposed grade limits extending into
critical root zones. The City of Eagan Tree Preservation Ordinance defines the critical root
zone as "an imaginary circle surrounding the tree trunk with a radius distance of one foot per
one inch of tree diameter, e.g. a 20-inch diameter tree has a CRZ with a radius of 20 feet".
Also, according to the City of Eagan Tree Preservation Ordinance, "no encroachment,
grading, trenching, filling, compaction, or change in soil chemistry shall occur within the
fenced areas protecting the Critical Root Zone of trees to be saved".
This issue as been brought up to the applicant through staff meetings, and has not been
addressed on the submitted plan. If the encroachment is allowed to occur as proposed, long
term survival of the 100 preserved trees could be greatly reduced. If all 100 trees would not
survive, the eventual tree loss on this site could be over 80%.
2. The submitted plan is also missing the indication of the required tree protection fencing.
According to the City of Eagan Tree preservation Ordinance, "The Tree Preservation Plan
shall identify and require the following measures to be utilized to protect significant trees. a)
Installation of snow fencing or polyethylene laminate safety netting placed at the drip line or
at the perimeter of the critical root zone, whichever is greater, of significant trees to be
preserved."

Many of the trees intended to be preserved will serve as a visual screen on the north and south
property lines. Adequate protection of these trees is critical to ensure their survival.
Staff is recommending that a revised grading plan be submitted that addresses this situation of
eliminating proposed grading within preserved trees critical root zones, and that indicates the
placement of required tree protection fencing.
WATER QUALITY/WETLANDS:
Water Ouality
This proposed subdivision is in the City's Ll Drainage District, which is associated with Lebanon
Hills Regional Park. The developer proposes to address City stormwater quality requirements by
constructing one pond, which would pre-treat runoff from the parcel before it drains to Marsh
Lake, a state public water (DNR #19-0308W). Marsh Lake is also among the City's 30 priority
lakes, as proposed by the draft Water Quality and Wetland Management Plan (to be considered
for adoption by the City Council June 5, 2007).
Wetlands
A 2006 wetland delineation report (Pioneer Engineering) identifies a small wetland edge of
Marsh Lake in the southwest corner of the parcel. City staff has reviewed the report and found it
to be acceptable. The developer is not proposing to drain, fill, or excavate this wetland.
ALTERNATIVES FOR COMMISSION CONSIDERATION:
1. The proposed development shall be subject to a cash parks dedication
2. The proposed development shall be granted trail dedication credit subject to the installation of
a trail section along Dodd Road consistent with City specifications.
3. Prior to obtaining final City approval, the Developer shall be required to submit a revised
grading plan that addresses the issue of eliminating proposed grading shown within preserved
trees critical root zones and that indicates the placement of required tree protection fencing, as
required by the City Tree Preservation Ordinance. Said plan revisions are to be reviewed and
approved by the City Forester.
4. Stormwater runoff should be treated via an onsite constructed pond. The design and
construction of the pond should satisfy City standards and criteria.
5. In accordance with policies of the City's current Water Quality Management Plan
(Plan; 1990), the developer shall provide additional measures so as to mitigate any increase in
phosphorus loading to Marsh Lake (DNR #19-0308W). Such measures shall include but not
be limited to: reducing impervious area, providing infiltration, additional treatment basin
construction, and treatment of stormwater discharge through other means. Prior to City
issuance of a grading permit, the developer shall submit to the City a detailed plan that
provides no increase in phosphorus loading, as determined by the City Water Resources
Coordinator and City Engineering and in accordance with Plan policies and City water quality
models.
6. The City Council should formally receive and affirm the wetland delineation report.
7. The developer should provide a minimum 50-foot buffer around the wetland edge of Marsh
Lake. With exception of land disturbance associated only with installation of the storm sewer
pipe, such buffer should be undisturbed before, during, and after construction.

MINUTES OF REGULAR MEETING OF APRIL 16, 2007
A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on April 16, 2007 with the
following Commission Members present: Joe Ban, Margo Danner, N. Mark Filipi, Laurie Halverson, Duane Hansen,
Dorothy Peterson, and Richard Pletcher. Members Phil Belfiori, Muhammed Lodhi, and Ryan Zipf were not present. Staff
included Director Juli Seydell Johnson; Superintendent of Operations, Cherryl Mesko; Superintendent of Parks, Paul Olson;
Program Supervisor, Holly Champlin; Intern, Kerry Phillips; and Recording Secretary, Andi Galatowitsch.
APPROVAL OF AGENDA
Member Bari moved, Member Filipi seconded, with all present members voting in favor to approve the agenda as
amended.
RECOGNITION OF N. MARK FILIPI'S SERVICE ON THE APrC
Member Peterson presented a plaque to Member N. Mark Filipi in recognition for his outstanding service and
dedication to the Eagan Advisory Parks Commission from 1997-2007. Member Filipi responded by saying how he enjoyed
working with everyone on the Commission now and in the past. In addition Member Filipi stated that with all the changes
that have occurred during his terms he appreciated the support and encouragement from the City Council for the Advisory
Commission.
APPROVAL OF MINUTES OF MARCH 19, 2007
Member Filipi moved and Member Ban seconded, with all present members voting in favor to approve the minutes
of March 19, 2007 as presented.
VISITORS TO BE HEARD
There were no visitors to be heard.
DIRECTOR'S DEPARTMENT UPDATE
Director Johnson provided a brief update of activities and events within the various divisions of Parks and
Recreation. Summer hiring is complete, new playground equipment has been ordered for three (3) parks, the tree sale has
been completed and sold out, and the Showcase Eagan event is scheduled for Thursday, May 17 with Captain's Course and
Cascade Bay concessions open for the event.
CONSENT AGENDA
Member Peterson noted a change for Boulder Lakes Business Park to clarify the tree mitigation calculation of one
hundred thirty-one (131) Category B trees so that the information is consistent throughout the report. Member Pletcher
moved and Member Halvorson seconded a motion to make the following recommendations to the City Council.
1. Arbor Day Proclamation
a. Acknowledge the resolution setting May 17, 2007 as Arbor Day and May as Arbor Month in the City of
Eagan.
2. Manley Commons:
a. This proposal shall be subject to a cash parks dedication and a cash trails dedication.
b. This proposal shall fulfill tree mitigation requirements through the installation of twenty-five (25) Category
A trees on this site, and the balance of twelve (12) Category A trees to be installed off-site (property north
side of Buffet Way).

c. This proposal shall be subject to a cash dedication in lieu of on-site water quality ponding for the southerly
parcel of this development.
3. Diffley Plaza 2°d Addition:
a. This proposal shall be subject to a cash parks dedication and a cash trails dedication.
4. Boulder Lakes Business Park
a. This proposal shall be subject to a cash parks dedication and a cash trails dedication.
b. This proposal shall be required to fulfill tree mitigation requirements through the installation of:
a) Sixty-six (66) Category B trees (fifty percent (50%) of the required tree mitigation) will occur on
Parcel 1 (Block 2 Lot 2) and Parcel 3 (Block I Lot 1).
b) The balance of total site required mitigation, sixty-five (65) Category B trees will occur during the
development of Parcel 2 (Block 2 Lot 1), Parcel 4, (Block 1 Lot 2), Parcel 5 (Outlot B), and Parcel 6
(Outlot A).
5. The applicant shall protect the preserved tree's critical root zones through the placement of required Tree
Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate safety netting), to be installed
at the Drip Line or at the perimeter of the Critical Root Zone, whichever is greater, of significant
trees/woodlands to be preserved on-site.
6. The applicant shall contact the City Forestry Division and set up a pre-construction site inspection at least five
days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan
and placement of the Tree protection fencing.
7. Recommend that the City Council consider implementing the performance measures specified above in
proposed Policies 3.1 and 3.3 for this development.

OTHER BUSINESS AND REPORTS
RECREATION PROGRAMMING REPORT
Program Supervisor Holly Champlin presented an overview of recreation programming activities during the winter
months. The highlights included Holz Farm Old Fashion Holiday, Winter Trec, Indoor Garage Sale, Sweetheart
Daddy/Daughter Dance, Preschool (pajama day, Sesame Street Live, dance recitals), Easter Egg Hunt in the Blast, Seniors
hosted a Santa visit, Eagan Art House programs and participants, and growth in The Oasis. Upcoming events included May
19 - Eagan Fun Run, May 20 - Holz Farm Spring Festival, July 4`h Funfest (featuring The Dweebs & Tim Mahoney), and in
August the Seniors and Art House will be teaming together for a community event which will include a com feed.
Member Bari wanted to know about feedback from the indoor garage sale. Member Danner promoted the July 4`h
Funfest and directed people to the City's website for applications for the July 4th Funfest parade or Miss Eagan Pageant as
well as information for the Art Festival.

2006 ANNUAL REPORT PREVIEW
Intern, Kerry Phillips presented the executive summary of the 2006 Annual Report. The development, writing and
presentation of the Annual Report was part of Kerry's internship. The full report will be completed and printed for
distribution before the conclusion of her internship in May.
Member Ban asked how much longer the City will be able to utilize the BCBS fields for soccer. Director Johnson
stated that it is a year by year agreement and that the City Council will be taking action to enter into the 2007 agreement
shortly. Member Peterson asked Intern Phillips what aspect of doing the report did she find interesting and surprising. Intern
Phillips responded that it wasn't about facts and figures but about intangible developments - things that can't quite be
measured but they have a great impact.
SUBCOMMITTEE REPORTS
There were no Subcommittee Reports to be heard. Director Johnson stated that City Council did accept and approve
the Park Acquistion Criteria and the 2008 Comp Guide updates.
COMMUNICATIONS
Director Johnson stated to refer to packet for a few Communications issues.
ROUND TABLE
Commission Members thanked Mark for all his years of service and shared their appreciation for working with him.
Member Danner -reiterated information about the Showcase Eagan event scheduled for Thursday, May 17. She
noted that the City is giving all community groups, non-profit organizations and civic organizations the opportunity to show
who they are.
Member Danner stated that this was her last Round Table and thanked the Commission for their friendship the last
six (6) years. In addition she expressed her gratitude to the City Council for the opportunity to serve on the APrC these past
six (6) years. Commission Members said she would be greatly missed.
Member Peterson briefly announced that Holz Farm will be conducting seminars for those who would like to
volunteer at the farm. The seminars are designed for those who lived on a farm and would like to go back to digging in the
dirt or for those that have never volunteered or never lived on a farm but would like to. The seminars are scheduled for
Thursday, April 19 from 6-8 pm and on Saturday, April 21 from 10 am - noon. And will present what the volunteer
opportunities are. No registration is required.
ADJOURNMENT
With no further business to conduct, Member Peterson moved, Member Filipi seconded with all members
voting in favor to adjourn the meeting. The meeting was adjourned at 7:38 p.m.
