DEPARTMENT HAPPENINGS
STRENGTHEN COMMUNITY
• The grading for the new pavilion and service building at Thresher Park is scheduled to start at
any time. Work on the structures would begin immediately thereafter, a spring 08 completion is
still hoped for.
• Due to the time involved with the 149 project, it appears unlikely that the new parking lot and
entrance road at the Art House/PEP will be completed this fall. The existing entrance will
remain functional until the new is installed, operationally and schedule wise the delay will not
pose a significant problem.
• Work will soon begin on the installation of a new cellular tower and control panels in O'Leary
Park under previously approved lease for ground space.
• Unisys is in the process of installing a new prairie on their property adjoining the NE side of
Central Park. Park and Forestry staff has been involved in several of the planning meetings. A
similar/complimentary prairie may be installed on City property in the area of the pavilion next
year.
• Look for the winter brochure to be delivered the first week in November.
• A "preschool preview" was held in the morning on Wednesday, September 6 at the ECC.
Parents and their children were invited to find out what activities were available to them
through Parks and Recreation this fall. Turn out was great for the first year, staff calculated
somewhere close to 100+ were in attendance.
• Holz Farm's Lone Oak Days will be on Saturday and Sunday, September 29 and 30 from
11:00am - 4:00pm. Visit the farm for an afternoon of fun and learning for the whole family.
• Fall preschool began on September 10, with over 300 children ages 1-5 participating in classes.
• The South Metro Senior Expo is scheduled for Thursday, September 20 at the Eagan
Community Center. This free event showcases services and organizations that help make
growing older fun and safe.
• The Halloween Hodgepodge is offering great ways for local organizations, individuals and
groups to participate, including volunteering and participating in the Trick-or-Treat on Oak
Street or coordinating a game station.
SUPPORT ECONOMIC DEVELOPMENT
• The Eagan Community Center will be home again this year to the Mothers of Multiples sale on
September 29th. This event generally brings in about 1,000 local parents.
• The Eagan Athletic Association travel basketball tryouts will be at the ECC again this year the
weekends of September 9th and September 14t'.
• Cascade Bay finished its 2007 season with a very strong week. It was one of the only water
parks to remain open the last week of August and through Labor Day.
• With Cascade Bay closed for the season, Captain's Course remains open during the weekends
through mid-October. This year has been a little warmer so the first post water park weekend
saw several rounds of golf.
• Civic Arena Maintenance Supervisor Kenney recently attended week long training on ice and
resurfacer maintenance so that most of the behind the scenes work at the arena can continue to
be done by staff rather than outside contractors.
• To date, the ECC has processed 1,067 passports, equating to $32,000 in sales.

PROMOTE HEALTH & WELLNESS
• Park building restrooms are closed for the season. They will only be opened for scheduled
events and activities. A list of the locations of the remaining park satellite toilets is posted at
each.
• Hard to admit.....the winterizing of park buildings and City irrigation systems has started. The
entire process can take 4 to 5 weeks to complete. Small systems are first, athletic sites last.
• The Sky Hill Park courts will be closing for resurfacing. Depending upon the weather, the
process will take 7 - 10 days.
• New replacement rinks at Bridle Ridge and Sky Hill Parks are underway as is the installation of
the new Sky Hill Playground.
• Fall sports are well underway. Winter sports information will be available in early October
with registration in November.
• Fitness classes at the ECC are "bulging". Growth in regular attendance is higher than in the
past and several classes are already at capacity.
• Fitness staff will participate in the October 17 Health Fair at Lockheed Martin to promote
fitness memberships.
KUDOS TO STAFF:
• Eagan parks will be featured as the City example in a new "Sports Fields and Grounds" Best
Practices brochure being developed by the Toro Company. Eagan will share the spotlight along
with the University of Notre Dame, San Diego School District, Washington Nationals baseball
team (MLB) and the Manchester United Football (English Premier soccer league) Club.

ITEM OVERVIEW: Consideration of 2008 fees and charges.
BACKGROUND/HISTORY:
The APrC is asked to annually review the fees charged for private use of park facilities and recreation
equipment. Based on a recommendation by the APrC, the City Council will establish the fees to be
charged during fiscal year 2008. An increase of 5% from 2006 to 2007 was proposed and approved.
DISCUSSION
During the review and discussion of the 2008 fees and charges staff suggests the consideration of
the following:
• Resident fees are proposed to largely stay the same for 2008. All fees were raised 5% for 2007.
• The 2008 non-resident rates have been slightly adjusted so that all non-resident fees, except for
athletic fields, are uniformly 25% higher than resident fees. Previously the non-resident difference
ranged from 11% to 93% with most between 20-35%. Because some fees will rise while others fall,
there will be little or no net effect on revenue.
• Non-resident fees for athletic field rentals are proposed to stay at 100% higher than resident rates. This
rate was set in 2002 along with the policy to use 60% of these non-resident rates for athletic field
maintenance/enhancement and 40% for youth recreation scholarships.
• One new fee is a $25 permit fee being proposed for vendors who wish to sell merchandize/concessions
at outdoor athletic tournaments. This fee is being proposed to offset the staff and utility costs
associated with vendors' use of the public space.
• The Moonshine Retreat Center fees are proposed to be lower in 2008 to encourage more public use of
this facility and better reflect the size and potential use of the building. The proposed fees place
Moonshine in the same rate category as park pavilions.
ALTERNATIVES FOR COMMISSION CONSIDERATION:
1. Recommend to the City Council approval of the 2008 fee schedule as recommended.

1ITEM OVERVIEW: Recommend to the City Council the park and trail dedication fees for 2008
BACKGROUND/HISTORY:
When reviewing development proposals, the APrC makes a recommendation regarding the
method of satisfying park and trail dedication requirements, the two options being a land
dedication or cash payment. Cash park dedications are the primary source of revenue for the Park
Site Fund. Trail dedication is allocated to the City trail fund.
Each year it is the responsibility of the APrC to review dedication rates and make a
recommendation to the Council for the upcoming year
DISCUSSION/EVALUATION:
Based upon recent legislation, a local unit of government must be able to demonstrate a justifiable
method of calculating park dedication linked to property value. The City has long had a basic formula
for calculating residential dedication that incorporates a value variable. In 2005, staff completed an
update of the value base to ensure consistency with the assessed valuations. Nearly 1000 properties
were reviewed, the resulting averages leading to a significant rate increase in nearly every zoning
classification for 2006 and improved adherence to actual values.
In early 2007, in light of the new legislation, the City developed and implemented a user/value based
formula for Commercial/Industrial properties, replacing "net acres". Over the course of the year, the
formula was reviewed by staff, the APrC, and City Council to determine if it met the intended
objectives. It was subsequently revised and approved by the City Council at their September 4
meeting o.
When determining the recommended adjustment for the 2007 residential dedication rates, staff
contacted the County Assessors office to obtain the estimated valuation adjustment the County would
use for 2006 property taxes payable in 2007. The percentage increase was then applied to the revised
value base used for calculating dedication (estimated average of 5%). This method was intended to

A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on August 20, 2007
with the following Commission Members present: Joe Ban, Phil Belfiori, Jennifer Dahlquist, Laurie Halverson,
Duane Hansen, Dorothy Peterson, Richard Pletcher and Ryan Zipf. Staff included Director Juli Seydell Johnson;

DIRECTOR'S DEPART]\1ENT UPDATE
Director Johnson provided a brief update of the recent storms. Approximately 1/3 of our parks sustained
damage from the wind storms a week ago. Crews are still working on the trees and trying to get everything cleared.
Parks were all open by Monday as far as having the trails and public spaces open. There is still a number of tree
debris still scattered, especially through the natural areas. Just to let the public know, some of those trees will be
staying, our general policy is that if a tree falls in a wooded area, and if it doesn't have a target that is going to be hit
or damaged we generally leave it as part of nature; not all the trees will be removed. The maintenance crews have
been working and assisting the street crews to get things cleaned up. Work at Thresher Fields on the new pavilion
and restrooms have been slowed down due to other projects and storm concerns. The new playground at Captain
Dodd is nearly complete. Crews will move on to Sky Hill Park. Sky Hill Park will be one of the first parks to gets
one of the new park signs. The signs have come in and we will start to see them going up around town. Recently,
we also found out that the Fire Department has also decided to use very similar signs so you'll start seeing all city
signs having a similar design look. At the Art House and Patrick Eagan Park you'll notice a new rain garden, this is
a good demonstration site of a rain garden and how they function.

OLD BUSINESS
Boulder Lakes Business Park Trails Dedication
Director Johnson provided background stating the commission has already reviewed the Boulder Lakes
Business Park proposal and made their parks dedication recommendations to the City Council. She introduced Matt
Miller from Interstate Partners to add comments or answer questions. Miller discussed the development in northeast
Eagan while showing several maps. Johnson asked the commission if a trails dedication credit should be given.
Miller discussed that there is full public benefit to the 3 miles of trails stating that Interstate Partners will privately
fund and installing all trails in Eagan immediately, and they are happy to grant the public easements over the trails to
allow public access and will also enter into a maintenance agreement with the City. Matt discussed specific trail
links because the focus seemed to be about granting public access and they are more than happy to let the public use
all the trails planned within the development. One of the items for consideration is connectivity. Miller discussed
connectivity and access of the trails. Miller responded to Zipf and Pletcher regarding access to the trails agreeing
that at this it appears to be difficult but once the trails are completed they will be accessible to the public. After
further discussion Member Ryan moved, Chair Peterson seconded with all members voting in favor to recommend
to the City Council that credit be granted for the full amount of trails dedication due for this development. The
rationale was that the trail that would be installed along Ames Crossing.that continues to the north of Lone Oak
Road would provide a public value.

Superintendent, Olson provided a brief review of the 2008-2010 CIP, that was discussed in a workshop in
June. Member Pletcher had a comment regarding the DHMS improvement; if the money from the CIP is not used
what happens to it. Olson confirmed that the money will be carried over to the next year and that money would not
be reallocated to another project. Member Ryan commented on the replacement playground equipment at George
Ohmann Park, clarifying that there will be 2 belted swings and 2 toddler swings on the new equipment. Olson
confirmed that there would be. Member Pletcher moved, Member Zipf seconded with all members voting in favor
to recommend that the City Council approve the 2008-2012 CIP as presented.
OTHER BUSINESS AND REPORTS
Recreation Supervisor, Julie Andersen gave a Power Point update and overview of recreation programs for
this spring and summer. Some of those highlights included Holz Farm being placed on the National Register of
Historic Places. The property was listed on May 2, 2007. Eagan Fun Run attracted 300 participants at the annual
race. The 13th Annual Eagan Art Festival was held in June with 6,000 visitors attending the event. New this year
was the Art Experience Tent that offered hands on workshops and demonstrations for all ages. A senior adult tennis
league was offered this summer with great success. The Puppet Wagon has had great numbers with over 2,000
people enjoying this free entertainment. A new program this summer was Roving Recreation, a program where
residents can rent the puppet wagon. Another new program called "A Day on the Farm" was offered this summer
where children learned what it was like on a farm during the 1940's. Extended hours in the Lone Oak Room will
begin Thursday evenings in September, thanks to the Community Development Block Grant. Lone Oak Days will
be held on September 29 & 30.

Jerry Engelke, chairman of the Gun Club Lake Watershed Management Organization addressed the APrC
Members suggesting that they do a survey and compare the requirements of the new water quality plan to the current
practices in the park.

Member Belfiori suggested a follow up meeting on Mr. Engelke's comments. Director Johnson offered to
arrange a meeting with the Natural Resources Sub-Committee. Chair Peterson mentioned the Friends of the Farm
will be purchasing a plaque for Holz Farm designating it as a historic preservation site. Friends of the Farm will
meet with Director Johnson and Parks Operations Supervisor, Paul Graham for suggestions of placement. Director
Johnson also noted that the City Council was also interested in doing something for this recognition.

This is almost a week overdue, but I just wanted to take a minute to tell you and your staff "thank you" for a great visit to your
facility last Sunday - July 29. It was a hot afternoon, the facility was crowded, but operationally, things looked to be going quite
smoothly.
We had numerous encounters with your staff and they were all great. Upon arrival my middle daughter became upset when she
realized she left her goggles at home so a lifeguard pointed out the "lost and found" box where we were able to burrow some for
the afternoon - crisis avoided.
Later, my youngest daughter accidentally dived (it was more of a belly-flop) off a side wall to practice swimming to me and your
lifeguard near-by asked me to explain to her why she should not do that - which I thought was a great way to handle that
situation.
Please tell your staff to keep up the good work. As you know I visit many waterparks and pools throughout the state, and the
level of professionalism at your facility is first rate.
