A Special Meeting of the Eagan City Council was held on Tuesday, March 8, 2022, at 5:30 p.m. in the
Eagan Room. Present were Mayor Maguire, Councilmembers Bakken, Fields, Hansen, and Supina. Also
present, City Administrator Miller, Chief of Police Roger New, Community Development Director
Hutmacher, Parks & Recreation Director Pimental, Assistant Parks & Recreation Director Flewellen,
Luther Wynder, CEO Minnesota Valley Transit Authority (MVTA), Richard Crawford, Public Information
Manager MVTA, Gary Swanson, PE, President Energy Management Solutions, Inc.
ROLL CALL AND ADOPTION OF THE AGENDA
The meeting was called to order at 5:30 p.m. Councilmember Hansen moved, Councilmember Bakken
seconded a motion to approve the agenda. Aye: 5; Nay: 0. Motion carried.
VISITORS TO BE HEARD
There were no visitors to be heard.
MINNESOTA VALLEY TRANSIT AUTHORITY (MVTA) UPDATE – Luther Wynder
City Administrator Miller introduced Luther Wynder and invited him to present to the Council. Mr.
Wynder thanked the Council and provided a presentation providing updates on the pandemic
experience, ridership trends, Eagan enhancements, planning for the future, suburban needs, and transit
value.
ELECTRIC VEHICLE (EV) CHARGING PROPOSAL
City Administrator Miller introduced Parks & Recreation Director Pimental and invited him to present
the proposal the Council. Director Pimental provided a general overview of the proposal and spoke of
other cities participating in similar programs. Gary Swanson of Energy Management Solutions (EMS)
described the details of the proposed plan to implement EV Chargers across the city with Carbon
Solutions Group as a partner in the project.
Staff requested feedback on policy questions, and more generally, whether the proposal fit EV
infrastructure needs for the community. At the direction of Council, staff would proceed with preparing
a contract for formal approval at a meeting in April.
RENTAL LICENSING UPDATE
City Administrator Miller introduced Community Development Director Hutmacher to present to the
Council regarding rental licensing. Director Hutmacher provided a presentation covering the current
rental inventory in Eagan, timeline for rental licensing implementation, and a phased plan for
communication and engagement. The Council provided direction on exemptions from the rental
licensing program, ordinance provisions, and fees. Communications outreach to the community and
stakeholders will begin in April. The City Council is tentatively scheduled to review the rental licensing
draft ordinance, budget, staffing plan, and engagement feedback at its June special meeting.
POLICE DEPARTMENT UPDATE
City Administrator Miller introduced Chief New and invited him to present to the Council. Chief New
gave an update on staffing and strategies to alleviate candidate shortages. He also presented an
overview of 2021 crime data and some trends Eagan is experiencing.

Councilmember Hansen moved, Councilmember Supina seconded a motion to adjourn. Aye: 5, Nay: 0.
