02/28/2022 - Advisory Parks & Recreation Commission MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS AND RECREATION COMMISSION Monday, February 28, 2022 MINUTES OF MEETING OF FEBRUARY 28, 2022 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m. on Monday, February 28, 2022 at Eagan City Hall. Commission Members present included Member McWilliams, Member Klein, Member Moore, Member Schuetzle, Member Hough, and Member Palmer. Member Rayman and Member Jacobs were absent. Staff members present Parks and Recreation Director Andrew Pimental, Communication and Engagement Director Joe Ellickson, Digital Strategy and Marketing Specialist Sara Horwath and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Klein asked if there were any changes to the agenda. Director Pimental stated there were none. Member Palmer moved, Member Hough seconded, with all present members voting in favor to adopt the agenda with changes. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Rayman moved to approve the minutes from January 24, 2022 meeting, Member Palmer seconded, with all present members voting in favor to adopt the minutes presented. Aye: 6 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard. NEW BUSINESS Communication and Marketing Director Ellickson and Specialist Horwath presented the effectiveness and strategies the City is using to market and promote park and recreation related items. Ellickson and Horwath also showed approval percentages and community perception for parks and recreation from residents. Advisory Parks and Recreation Commission February 28, 2022 Page 2 Kwik Trip Assistant Director Flewellen presented the applicant is requesting approval of a Rezoning from I-1, Limited Industrial, to PD, Planned Development, and a Preliminary Planned Development to allow a truck stop with motor fuel sales, car wash, outdoor display and pylon sign, upon approximately 4.45 acres located at 3125 and 3145 Dodd Road. Member Palmer moved, Member Jacobs seconded, to recommend to approve cash dedication for park and trail dedication and support any historical marker. Aye: 6 Nay: 0 Rivers of Life Assistant Director Flewellen presented the application, Rivers of Life, is requesting approval of a Rezoning from R-1, Residential Single, to PD, Planned Development and a Preliminary Planned Development to create a 28-unit memory care and assisted living facility upon approximately 1.93 acres located at 2811 Pilot Knob Road, legally described as Lot 1, Highview Acres Member Palmer moved, Member Jacobs seconded, to recommend to approve cash dedication for park and trail dedication. Aye: 6 Nay: 0 ROUNDTABLE Member Schuetzle – Thank you to the Communications team for all the work and the presentation tonight. Member Moore – Question the process on when closing seasonal facilities. Member Palmer – Thank you to maintenance staff for keeping up outdoor amenities. Member Klein – Congratulated Dianne Miller and Dave Osberg on their futures. Sent good thoughts to communities around the world. DEPARTMENT UPDATES Director Pimental presented highlights from recent activities in the Eagan Parks and Recreation Department. ADJOURNMENT After further brief discussion, Member Schuetzle moved, Member Hough seconded with all members present voting in favor to adjourn the meeting.
