01/24/2022 - Advisory Parks & Recreation Commission MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS AND RECREATION COMMISSION Monday, January 24, 2022 MINUTES OF MEETING OF JANUARY 24, 2022 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m. on Monday, January 24, 2022 at Eagan City Hall. Commission Members present included Member McWilliams, Member Klein, Member Rayman, Member Hough, Member Jacobs and Member Palmer. Member Moore and Member Schuetzle and were absent. Staff members present Parks and Recreation Director Andrew Pimental, Recreation Manager Tanya Mozingo, Facility and Project Manager Chris Fleck and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Klein asked if there were any changes to the agenda. Director Pimental stated there were none. Member Palmer moved, Member McWilliams seconded, with all present members voting in favor to adopt the agenda with changes. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Rayman moved to approve the minutes from November 15, 2021 meeting, Member Palmer seconded, with all present members voting in favor to adopt the minutes presented. Aye: 6 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard. NEW BUSINESS NE Park Naming Director Pimental presented the process for naming NE Park. Director Pimental lead a sub committee formed with members from the Advisory Parks and Recreation Commission, the Historical Society and staff to brainstorm, research options and narrow down a list for City Council to choose from. The subcommittee met Advisory Parks and Recreation Commission January 24, 2022 Page 2 once in December to generate a large list of possibilities. This list ranged from historic name figures to a wide variety of Nordic like themed names, to a variety of alternative historical considerations. The initial list had approximately 25 names on it. The second time the committee met, this list was narrowed down to a dozen names that were then researched for any concerns with respect to names, trademarks, concerns, etc. The final meeting of the committee occurred on Wednesday, January 5, 2022 and the team finalized a list of five names for consideration. Much discussion went into the final voting of the different presented names, understanding the following names are being presented to City Council. Du Nord Park, Nordic Park, Touch Down Park, Norseman Park and O’Neill Park Member Rayman moved, Member Hough seconded, to recommend for Council on selected list of names to consider. The recommended list will be a discussion topic at an upcoming City Council workshop where they will decide the name of the park. Aye: 6 Nay: 0 Public Art Manager Mozingo introduced the 2021 Public Art projects. Mozingo shared an overview of the timeline, locations and applications for small projects like bike racks, large projects and HeART of Eagan. Member Palmer moved, Member Hough seconded, to recommend to approve public art installations as presented. Aye: 6 Nay: 0 Parkside Circle Assistant Director Flewellen presented the application, Alliant Ventures V, LLC, is requesting approval of a Rezoning from R-1, Residential Single, to R-1S, Residential Single Small Lot, and a Preliminary Subdivision to create 30 single-family lots upon approximately 13.8 acres including a Variance to maximum cul-de-sac length, and a Variance to the 300-foot setback for residential uses from a telecommunications tower, for property located at 4940 and 4980 Dodd Road, located west of Dodd Road just north of 120th Street. Member Palmer moved, Member Jacobs seconded, to recommend to approve cash dedication for park and trail dedication. Aye: 6 Nay: 0 ROUNDTABLE Member Klein – Congratulations to Tanya Mozingo and Julie Andersen on coordinating a successful Public Art process. Member Hough – Applauded the layout of Indoor Market in regards to spacing. DEPARTMENT UPDATES Manager Fleck presented highlights from recent activities in the Eagan Parks and Recreation Department.
