MINUTES OF MEETING OF OCTOBER 18, 2021
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m. on Monday,
October 18, 2020 at Eagan City Hall Council Chambers. Commission Members present included Member
McWilliams, Member Klein, Member Moore, Member Schuetzle, Member Hough and Member Rayman.
Member Palmer and Member Jacobs were absent. Staff members present Parks and Recreation Director
Andrew Pimental and Assistant Parks and Recreation Director Jared Flewellen.
APPROVAL OF AGENDA
Member Klein asked if there were any changes to the agenda. Director Pimental stated there were none.
Member Rayman moved, Member Hough seconded, with all present members voting in favor to adopt the
agenda with changes. Aye: 6 Nay: 0
APPROVAL OF MEETING MINUTES
Member Schuetzle moved to approve the minutes from August 16, 2021 meeting, Member McWilliams
seconded, with all present members voting in favor to adopt the minutes presented. Aye: 6 Nay: 0
VISITORS TO BE HEARD
There were no visitors to be heard.
NEW BUSINESS
Fees and Charges
Assistant Director Flewellen presented to the Commission on fees for general fund facilities and amenities. The
staff recommended 2% increase for general fund facilities. On general fund athletic sites, staff recommend a
10% increase to cover material and staff costs as well as a $250 per season per sport administration fee.
Flewellen also presented Park and Trail Dedication as well as Tree Mitigation 2022 rates. Staff recommended 5%

for park and trail dedication based on prior recommendation and 20% on tree mitigation based on increased
costs.
Member Klein moved, Member Moore seconded. Members Hough, Klein, Schuetzle, Rayman and Moore voted
in favor to approve 2022 fees as presented. Member McWilliams voted to oppose. Aye: 5 Nay: 1
CIP
Director Pimental presented an update for all the 2021 Parks and Recreation Capital Improvement Projects.
Pimental presented updates on Rahn Park courts, Cinnamon Ridge playground, Festival Ground entrance,
Central Park signage, Goat Hill outdoor refrigerated rink, small projects and Woodhaven Park.
ROUNDTABLE
Member McWilliams – Consider a new perspective on fees rather than comparing to nearby cities.
Member Schuetzle – Consider additional funding for facility rentals, in regards to groups, to increase the
accessibility to rental sites.
Member Hough – Shared conversations with neighbors about the appreciation of parks and play spaces. Highly
recommended attending the 9/11 service. Also attended the Northview Park tree planting and enjoyed the
participation level. Enjoyed the first meeting for public art 2022.
Member Klein – Fall Holz Farm event was well attended. Holz Farm also hosted a fiddle competition and it was a
unique enjoyable experience for a variety of ages.
Member Moore – Eagan Community Center could use additional marketing for in house activities.
DEPARTMENT UPDATES
Director Pimental presented highlights from recent activities in the Eagan Parks and Recreation Department.
ADJOURNMENT
After further brief discussion, Member Schuetzle moved, Member Hough seconded with all members present
voting in favor to adjourn the meeting. The meeting was adjourned at 8:04 p.m.
