MINUTES OF MEETING OF NOVEMBER 15, 2021
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday,
November 15, 2021 at Rahn Park Shelter Building. Commission Members present included Member
McWilliams, Member Klein, Member Moore, Member Rayman and Member Palmer. Member Jacobs, Member
Schuetzle and Member Hough were absent. Staff members present Parks and Recreation Director Andrew
Pimental, Parks Superintendent Paul Graham, Recreation Manager Tanya Mozingo, Facility and Project Manager
Chris Fleck and Assistant Parks and Recreation Director Jared Flewellen.
APPROVAL OF AGENDA
Member Klein asked if there were any changes to the agenda. Director Pimental stated there were none.
Member Palmer moved, Member McWilliams seconded, with all present members voting in favor to adopt the
agenda with changes. Aye: 5 Nay: 0
APPROVAL OF MEETING MINUTES
Member Rayman moved to approve the minutes from October 18, 2021 meeting, Member Moore seconded,
with all present members voting in favor to adopt the minutes presented. Aye: 5 Nay: 0
VISITORS TO BE HEARD
There were no visitors to be heard.
NEW BUSINESS
Rahn Park
Manager Fleck presented to the Commission the Rahn Park Shelter Building upgrades proposed for 2022. Fleck
discussed the design aspects for both exterior and indoor spaces. Discussion was had on the public feedback

that was presented and will be conjoined with the public feedback that was collected through the city webpage.
Construction process will begin early 2022 with groundbreaking proposed during the April timeframe.
Park Naming
Director Pimental presented the process for naming of future parks in Eagan. When the city receives new park
space, through acquisition or park dedication, past practice has been staff worked with a subcommittee of the
APrC and the Historical Society to come up with several appropriate naming options for the City Council to
consider. Director Pimental asked for volunteers from the commission to be apart of the subcommittee.
Members McWilliams, Palmer and Moore agreed to be representative on the subcommittee.
ROUNDTABLE
Member Klein – Appreciates the log style benches that continue to be installed and is looking forward to the Art
Sale
Member Moore – Looking forward to the update to the Rahn Shelter building.
Member McWilliams – Asked about distribution process of public notice.
DEPARTMENT UPDATES
Manager Mozingo presented highlights from recent activities in the Eagan Parks and Recreation Department.
ADJOURNMENT
After further brief discussion, Member Palmer moved, Member McWilliams seconded with all members present
voting in favor to adjourn the meeting. The meeting was adjourned at 7:26 p.m.
