08/16/2021 - Advisory Parks & Recreation Commission MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS AND RECREATION COMMISSION Monday, August 16, 2021 MINUTES OF MEETING OF AUGUST 16, 2021 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m. on Monday, August 16, 2021. Commission Members present included Member McWilliams, Member Klein, Member Hough, Member Schuetzle, Member Moore, Member Jacobs and Member Palmer. Member Rayman were absent. Staff members present Parks and Recreation Director Andrew Pimental, Parks Superintendent Paul Graham, Recreation Manager, ECC and Projects Manager and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Klein asked if there were any changes to the agenda. Director Pimental stated none. Member McWilliams moved, Member Hough seconded, with all present members voting in favor to adopt the agenda with changes. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Palmer moved to approve the minutes from June 21, 2021 meeting, Member McWilliams seconded, with all present members voting in favor to adopt the minutes as amended. Aye: 7 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard. OLD BUSINESS Rahn Park Upgrade Parks Superintendent Paul Graham toured the Commission of the Rahn Park Court Upgrade that is currently in progress scheduled for a September completion. Graham discussed the timeline, court area enhancements and parking changes . Advisory Parks and Recreation Commission August 16, 2021 Page 2 NEW BUSINESS Capital Improvement Plan Director Pimental introduced the recommended Parks and Recreation Capital Improvement Plan for 2022-2026. All projects are funded by the Park Dedication Fund, which is funded through Eagan developments. 2022 Capital Improvement Projects include: • Rahn Park Phase II • Professional Services • Grant related projects. • Goat Hill Outdoor Rink • Northview Maintenance Building • Public Art • Small Projects (Sun Shelter, Bike Racks, Fiber Surfacing Replacements, Dog Park Upgrades) Development Review Assistant Director Flewellen presented the MWF Properties proposing a Preliminary Subdivision to create two lots upon approximately 8.4 acres at 2055 Cliff Road, and a Planned Development Amendment to allow construction of a four-story 85-unit multi-family residential building upon approximately 1.66 acres in the northeast portion of the site. Member Palmer moved, Member Schuetzle seconded, to recommend to approve the plan as presented with park and trail dedication to be accepted in the form of cash. Aye: 7 Nay: 0 ROUNDTABLE Member Schuetzle –Is excited for the upcoming Art Block events. Member Klein – Commented on upcoming events at Holz Farm Park. Member McWilliams – Passed on a request for swing maintenance and requested Cascade Bay information. Member Palmer – Complimented staff for the success of Food Truck Festival. DEPARTMENT UPDATES Director Pimental presented highlights from recent activities in the Eagan Parks and Recreation Department.
