Dear Mr. Ostrom:
I write in my capacity as City Planner. It has come to my attention that you have placed the sign
that is depicted in the attached photo in your public parking lot. Demand is hereby made that you
remove this sign within three (3) business days from the receipt of this letter.
The reason for this request is that you applied for and received approval for a Final Planned
Development, which was dated November 17, 2020 and recorded with the Office of the Dakota
County Recorder on December 16, 2020 as Document No. 3422899. As part of the approval
process, you contractually represented to the City that 172 surface parking stalls would be adjacent
to the building and available for resident and guest parking. The City has routinely not permitted
a property owner to designate certain spots in their parking lot as exclusive or not available for use
by residents and guests. All developments must accommodate parking within their property and
the posting of the sign is a deterrent to any resident or guest from parking on the property.
