Memo 2022-08-24 re UniFirst Additional SAC1 0 •.EAGAN Memo To: Jill Hutmacher, Community Development Director Miles Johnson, Chief Building Official Josh Feldman, Finance Director Russ Matthys, Public Works Director From: Sarah Brandel, Office Supervisor Date: August 24, 2022 Re: Additional SAC Purchased by UniFirst The Met Council performs Sewer Availability Charge (SAC) determinations when a business moves into the city, grows, or changes use in a way that creates more demand on the wastewater system. With each SAC unit determined, we require payment for Met Council SAC, and city connection charges of City SAC, and Treatment Plant. A handful of heavy -use businesses in Eagan need a separate industrial discharge permit and metering through the Met Council. These businesses may choose to pay for their excess wastewater with each reporting period, or permanently increase their SAC baseline with a one- time payment. In March 2021, UniFirst applied for a building permit to convert warehouse space at 2922 West Service Road into an industrial laundry facility. Their building permit SAC determination required payment for 7 initial units and acknowledged the need for an industrial discharge permit. Recent correspondence with the Met Council prompted UniFirst to seek out a permanent increase in their baseline. The Met Council is requesting payment for 199 SAC units by October 31, 2022. The increase of baseline SAC will require corresponding city connection charges for each unit. Met Council SAC $2,485.00/unit $494,515.00 City SAC $131.50/unit $26,168.50 City Treatment Plant $1,065.50/unit $212,034.50 Memo To: Jill Hutmacher, Community Development Director Miles Johnson, Chief Building Official Josh Feldman, Finance Director Russ Matthys, Public Works Director From: Sarah Brandel, Office Supervisor Date: August 24, 2022 Re: Additional SAC Purchased by UniFirst The Met Council performs Sewer Availability Charge (SAC) determinations when a business moves into the city, grows, or changes use in a way that creates more demand on the wastewater system.
