MINUTES OF MEETING OF AUGUST 10, 2U21
A regular meeting of the Eagan Energy and Environment Advisory Commission (EEAC) was held on Tuesday,
August 10, 2021 at 7:00 p.m. at Eagan City Hall. Those present were Member Swanlund, Member Ziese, Member
Dugan and Member Oldenburg Giebel. Commissioners absent were Member Robicheaux, Member Sood and
Member Ferber. Staff members present were Parks and Recreation Director Andrew Pimental, Government
Buildings Manager Mike Sipper and Assistant Director of Parks and Recreation Jared Flewellen.
'APPROVAL OF AGENDA
Member Dugan asked if there were any changes and Assistant Director Flewellen stated none. Member
Oldenburg Giebel moved, Member Swanlund seconded, with all present members voting in favor to adopt the
agenda as presented. Aye: 4 Nay: 0
APPROVAL OF MEETING MINUTES
Member Swanlund moved to approve the minutes from June 8, 2021 meeting, Member Ziese seconded, with all
present members voting in favor to adopt the minutes presented. Aye: 4 Nay: 0
Member Oldenburg Giebel moved to approve the minutes from July 13, 2021 meeting, Member Swanlund
seconded, with all present members voting in favor to adopt the minutes presented. Aye: 4 Nay: 0

Mike Sipper, City of Eagan's Government Buildings Manager, gave a presentation on the different subdivisions of
the Government Building team including custodial and maintenance of Eagan Community Center, City Hall,
Central Maintenance Facility, Police Station and Fire Stations.
OLD BUSINESS
Following the Workshop of July 13, the topic of 2021-2022 goals was reintroduced to decide final goal topics. A
variety of possible goals were discussed in detail with two focused areas moving forward.
Education & Outreach —Commissioners: Robicheaux, Oldenburg Giebel, Swanlund and Dugan
- Outreach topics for information distribution: Radon Education, Available Solar programs, Alternative
Lawn Care machinery items, information in Parks through signage.
Website Organization and Improvements: Organics Compost Drop -sites, available solar programs, How
Storm Water effects residents and rain garden best practices.
City electric vehicle use and charging infrastructure conditions — Commissioners: Sood, Ziese, Ferber and Dugan
- Research the improved large electric vehicle production for implementation in City Fleet.
- Research best practices for current and future electric vehicle charging infrastructure needs.
Member Ziese moved to recommend to approve the goals as presented. Member Oldenburg Giebel seconded,
with all present members voting in favor to adopt the minutes presented. Aye: 4 Nay: 0

Assistant Director Flewellen reviewed the current events and news related to the City of Eagan in the topics of
energy and environment.
ADJOURNMENT
After further brief discussion, Member Swanlund moved, Member Oldenburg Giebel seconded with all members
present voting in favor to adjourn the meeting. The meeting was adjourned at 8:00 p.m.
