12/14/2021 - Energy and Environment Advisory Commission4® �tl1 laa,a+ •eoe ea EAGAN esranusxeo ioso MINUTES OF THE REGULAR MEETING OF THE ENERGY AND ENVIRONMENT ADVISORY COMMISSION Tuesday, December 14, 2021 MINUT11 ES OF MEETING OF DECEMBEk 14, 2021 A regular meeting of the Eagan Energy and Environment Advisory Commission (EEAC) was held on Tuesday, December 14, 2021 at 7:00 p.m. at Eagan City Hall. Those present were Member Robicheaux, Member Ziese, Member Dugan and Member Oldenburg Giebel. Commissioners absent were Member Swanlund, Member Sood and Member Ferber. Staff members present were Parks and Recreation Director Andrew Pimental and Assistant Director of Parks and Recreation Jared Flewellen. �4PPROVAL OF AGENDA Member Dugan asked if there were any changes and Assistant Director Flewellen stated none. Member Oldenburg Giebel moved, Member Robicheaux seconded, with all present members voting in favor to adopt the agenda as presented. Aye: 4 Nay: 0 APPROVAL OF MEETING MINUTES Member Robicheaux moved to approve the minutes from August 10, 2021 meeting, Member Oldenburg Giebel seconded, with all present members voting in favor to adopt the minutes presented. Aye: 4 Nay: 0 There were no visitors to be heard. `IISITORS TO BE HEARD PRESENTATIONS EV Ready Program Diana McKeown, Great Plains Institute Metro CERT Director, gave a presentation on the EV Ready Program offered by Great Plains Institute. EV Ready is a certification program that offers tools for communities to transition to EV. The program offers five different principles; policy, regulation, administration, programs and E-ergy and Environment Advisory Commission December 14, 2021 Page 2 leadership. McKeown also discussed the opportunities for EV policies, goals and metrics than communities can use for measuring the program. Charging Stations Programs Jody McDevitt, Energy Management Solutions Director of Sales, gave a presentation on the Energy Management Solutions Inc. and Carbon Solutions Group program to provide a no cost, no risk EV charging program for cities. The program includes monthly rental income, profit sharing, charging stations, free upgrades and expansions, co -branding and EV vehicle leases to provide a complete turn key solution. Member Dugan moved to recommend to approve to explore the EMS managed charging program with information specific to Eagan. Member Ziese seconded, with all present members voting in favor. Aye: 4 Nay: OLD BUSINESS Two sub -committees have been created to assist in completion of the approved 2021-2022 EEAC goals Education & Outreach — Commissioners: Robicheaux, Oldenburg Giebel, Swanlund and Dugan Reviewed top five subjects of importance. Shared sample webpage updates and reviewed city, county and state websites for best practices. Those reviews will be recommended at a future meeting. Assignments were distributed to other Commissioners for review prior to next meeting. - Considering recommendation to create a consolidated page for all funding sources for grant programs. City electric vehicle use and charging infrastructure conditions —Commissioners: Seed, Ziese, Ferber and Dugan Met with a representative from Shift to Electric regarding infrastructure needs for cities. Also discussed ordinances in regard to multi -unit housing. Met with a representative from the City of Plymouth to discuss their process and implementation with EMS. - Researched ordinances that have been in place by the City of St. Louis Park. DEPARTMENT UPDATES Assistant Director Flewellen previewed the February meeting agenda and asked for feedback on upcoming presentations. ADJOURNMENT After further brief discussion, Member Robicheaux moved, Member Oldenburg Giebel seconded with all members present voting in favor to adjourn the meeting.
