Action for Consideration:
No action will be needed, as Peter Frosch, the President and CEO of the Greater Minnesota
Partnership will attend the City Council meeting and present information about the Greater MSP
Partnership, which the City is a member.
Facts:
• The City of Eagan is a member of Greater MSP, which serves 15 counties in the Greater
MSP region.
• The mission of the Greater MSP partnership is to accelerate regional competitiveness and
inclusive economic growth through job creation, capital investment and execution of
strategic initiatives. The partnership works to strengthen our region’s global sectors,
prioritize talent, and tell our story.
• Mayor Maguire serves on the Greater MSP Board of Directors.
• Peter Frosch, President and CEO of the Greater MSP Partnership with be present to
provide an update on the efforts of Greater MSP in our region.

Forge North is partnering with national start-up accelerator Gener8torto raise a $50 million venture capital fund of funds to invest in underestimated founders (BIPOC, women, veterans, LGTBQ).

IV. REVIEW PARK NAMES UNDER CONSIDERATION FOR NORTHEAST EAGAN PARK,
ACQUIRED IN 2021.
Action For Consideration:
To receive and discuss committee recommendations from members of a special committee
made up of staff, historical society members and Advisory Park and Recreation Commission
members, assembled to review possible names for our newest park in NE Eagan.
Provide direction for staff on what name is best suited for this new park space.
Facts:
• The City acquired approximately 11 acres of land in fee title from the MV Ventures group in
June of 2021 for partial fulfillment of the park dedication for the development known as
Vikings Lakes.
• As traditional for the City, a subcommittee was formed with members from the Advisory
Parks and Recreation Commission, the Historical Society and staff to brainstorm, research
options and narrow down a list for City Council to discuss and choose from.
• The last neighborhood park to be named in our system was coordinated with this same
process back in 2014, Bridgeview Park, located adjacent from the Cedar Grove Parking
Garage and Twin Cities Outlet Mall.
• The subcommittee met once in December to generate a large list of possibilities. This list
ranged from historic name figures to a wide variety of Nordic-themed names, to a variety of
alternative historical considerations. The initial list had approximately 25 names on it.
• The second time the committee met, this list was narrowed down to a dozen names that
were then researched for any concerns with respect to names, trademarks, concerns, etc.
• Discussions were had with the MV Ventures and Vikings Lakes development executives to
keep them posted through the process on what was being considered. Several names were
removed from consideration to avoid any infringement on trademarks and to avoid names
that would lead to assumptions of Vikings ownership.
• The final meeting of the committee occurred on Wednesday, January 5, 2022, and the team
finalized a list of five names for consideration. Much discussion went into the final voting of
the different presented names, understanding the following names are being presented to
City Council with the following explanations. These names are NOT in any order.
Du Nord Park – born from French Canadian roots, this statement of Due North by
simple definition fits not only the geographical location of this park in the city, but it also
extends a common theme along Minnesota “North” values. There is a certain
toughness it takes to live in the Du Nord.
Nordic Park – while definition of this can be quite broad, this general name gives with us
the greatest flexibility to match the character and development of the MV Ventures
group and Vikings Lakes development in whole. Design elements will be easy to match
the overall appearance of a Nordic inspired environment.
Touch Down Park – not necessarily the goal that is scored by a football team, but more
so the World War II naval flight trainings of touch and go that was performed in Eagan
and surrounding areas during a very intense time in the United States military war time.
Anticipated benefits of this name would include military related theming in the park.
Norseman Park – The Norseman, or any of the ancient Scandinavians are many ways a
Viking original. This blend of Nordic culture with Viking folklore shows commitment of
this park falling within the battleground of the Minnesota Vikings and shows the city’s
appreciation of being host to one of 32 NFL franchises in the country.
O’Neill Park – a tribute to a NE Eagan family and historical figure (Robert O’Neill) who
not only assisted with development in agricultural proportion in the area that would
become NE Eagan, he also served the Territorial Legislature, acting as a constitutional
convention delegate in 1857 before Minnesota was a state.
•Not a consideration by the subcommittee for this particular park, but something of
significant note that the subcommittee had in their deliberations was a request for the
council to consider some sort of tribute for Herbert Polzin, the first Mayor of the
Township of Eagan. Herbert Polzin, first Mayor of the Village of Eagan in 1972, serving as
City of Eagan Mayor from 1974 to 1978 and is one of the few historical families and
historical figures in the city where nothing is named after him. The subcommittee felt
now is the time for this type of consideration be made and Civic Center Park is an
opportune place for this recognition. With the blessing of Council, Polzin plaza at Civic
Center Park would exhibit a small plaque in Mayor Polzin’s honor.

1.What name would Council like to name this newest park for the City of Eagan?
2.Would Council like to see Polzin Plaza or something similar named in honor of our first
Mayor at Civic Center Park?
