A Special City Council Meeting was held at 5:30pm on Tuesday, January 10, 2023. City Councilmembers
present: Mayor Maguire, Councilmembers Fields, Supina, and Hansen. Councilmember Bakken was
absent. City staff present: City Administrator Miller, Finance Director Feldman, Chief Searle, Human
Resources Director Swenson, Parks & Recreation Director Pimental, and Community Development
Director Hutmacher.
I.ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Hansen moved, Councilmember Supina seconded a motion to adopt the agenda. Aye: 4
Nay: 0. Motion carried.
II.VISITORS TO BE HEARD
There were no visitors to be heard.
III.JOINT MEETING WITH LEGISLATIVE DELEGATION
Mayor Maguire invited members of Eagan’s Legislative Delegation to introduce themselves and speak
about priorities for the upcoming session. Present were Senator Jim Carlson (Senate District 52), Senator
Erin Maye-Quade (Senate District 56). Representative Liz Reyer (House District 52A), Representative
John Huot (House District 56B). Representative Ruth Richardson (House District 52B) was unable to
attend. Also present was Anne Finn from the League of Minnesota Cities, Tom Poul representing the
Minnesota Legislative Commission, Patricia Naumann with Metro Cities.
IV.CONCEPT PLAN REVIEW, SONESTA SUITES
City Administrator Miller invited City Planner Schultz to present information on the concept plan. The
applicant is seeking Council input regarding a proposal to convert 120 residence style hotel rooms from
short-term stay to long-term rental apartments. The proposal would require a Comprehensive Guide
Plan Amendment from RC, Retail Commercial to HD, High-Density Residential. The property would also
require an Amendment to the Planned Development zoning to accept the change in use.
Asaf Fligelman was present and provided a summary of his goals for the property.
Council discussed elements of the project including parking and affordability.
Council asked staff what their first opportunity would be to formally review the proposed conversion.
City Planner Schultz stated the first step would be for the developer to submit an application for a
Comprehensive Guide Plan Amendment. The application would go to Planning Commission initially, then
to Council. If supported, Council would direct staff to submit the application to the Metropolitan
Council.

Mayor Maguire thanked the Mr. Fligelman for his time.
V.RENTAL LICENSING UPDATE
Administrator Miller invited Director Hutmacher to present an update on Rental Licensing. Director
Hutmacher reviewed the project phases and the rental licensing ordinance requirements and
exemptions. Director Hutmacher also discussed various licensing fee scenarios and the implementation
timeline for the program. The Council discussed the volume of licenses that would need to be issued
each year as well as the requirement for background checks.
Director Hutmacher presented policy questions for the Council’s discussion. The Council discussed
preferences for the fee scenarios.
The Council directed staff to proceed with placing the City Code Amendments to adopt the rental
licensing ordinance and the International Property Maintenance Code on the March 21 regular City
Council agenda.

Councilmember Hansen moved, Councilmember Supina seconded a motion to adjourn the meeting at
8:57 p.m. Aye: 4, Nay: 0.
