02/27/2017 - Advisory Parks & Recreation CommissionCity of Eapn MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, February 27, 2017 MINUTES OF MEETING OF FEBRUARY 27, 2017 Approved 3-20-17 A workshop meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 6:55 p.m. on Monday, February 27, 2017. Commission Members present included Member Michael Palmer, Member Dorothy Peterson, Member Aileen Hough, Member Linda Klein, Member Nathan Neuman and Member Jerry Farlee. Member Andrea Todd -Harlin and Member David Wietecki were not present. Staff members present were Director of Parks & Recreation Andrew Pimental and Assistant Director of Parks & Recreation Jared Flewellen. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Hough moved, Member Klein seconded, with all members present voting to adopt the agenda as presented. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Peterson moved, Member Farlee seconded, with all present members voting in favor to approve the minutes of the January 23, 2017 regular meeting, as presented. Aye: 6 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard on items that were not on the agenda. OLD BUSINESS Fee Analysis Discussion Director Pimental presented information on the Parks and Recreation Department fees and charges. Information on fees for 2018 included identifying of new fees and alternative fees, consistency of rates between residents and non-residents, comparison of fees versus surrounding cities and developing fee structure to meet the need of individual programs. Fee structure will be a continued conversation throughout the 2017 budget season. DEVELOPMENT PROPOSAL Arrowhead Lodge BRF Assistant Parks & Recreation Director Jared Flewellen presented a Planned Development Amendment to allow a 4-story 86-unit hotel upon approximately 2.24 acres located at 1335 Corporate Center Curve. Advisory Parks & Recreation Commission February 27, 2017 Page 2 After discussion with the Commission, Member Peterson moved, Member Klein seconded with all member present voting in favor of accepting tree dedication, wetland and storm water mitigation as presentation to be considered for recommendation to the to the City Council: Aye: 6 Nay: 0 DIRECTORS UPDATE Director Pimental presented updates on 2017 Capital Improvement projects. Discussion regarding the timeline of Public Art Plan was had and commission members agreed to add additional discussion and presentation to the March 20, 2017 Advisory Parks and Recreation Commission. ROUND TABLE There were no round table comments to be heard at this time. ADJOURNMENT With no further business to discuss, Member Klein moved, Member Peterson seconded with all members present voting to adjourn the meeting.
