03/20/2017 - Advisory Parks & Recreation CommissionCity of Eajan MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, March 20, 2017 MINUTES OF MEETING OF March 20, 2017 Approved 4-17-17 A regular meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:00 p.m. on Monday, March 20, 2017. Commission Members present included Member Michael Palmer, Member Dorothy Peterson, Member Linda Klein, Member David Wietecki, Member Jerry Farlee, Member Aileen Hough and Member Nathan Neuman. Staff members present included Director of Parks and Recreation Andrew Pimental and Assistant Director of Parks & Recreation Jared Flewellen. Not present was member Andrea Todd -Harlin. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Wietecki moved, Member Neuman seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Peterson moved that the minutes be amended to include Arrowhead Lodge BRF dedication include tree dedication, wetland mitigation and water quality information as well as corrected park and trails dedication. Member Neuman seconded, with all present members voting in favor to approve the minutes as amended of the February 27, 2017 regular meeting, as presented. Aye: 7 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard on items that were not on the agenda. OLD BUSINESS Director Pimental introduced Recreation Supervisor Julie Andersen. Julie Andersen presented on 2017 Public Art process including the history, role of the commission, placement, goals, funding, call for artists and selection. The commission showed concern with the recommended park site selection and their role within the public art process. Director Pimental and the commission discussed possibilities for increased involvement. Advisory Parks & Recreation Commission March 20, 2017 Page 2 NEW BUSINESS United Properties Assistant Parks & Recreation Director Jared Flewellen gave a summary of the United Properties project. United Properties is proposing a Planned Development Amendment of a multi -story office and parking located at 2900 Ames Crossing Road and 505 Shanahan Way. After discussion with the Commission, Member Peterson moved, Member Farlee seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 7 Nay: 0 Minnesota Autism Center Assistant Parks & Recreation Director Jared Flewellen gave a summary of the Minnesota Autism Center Development project. Minnesota Autism Center applied for a Preliminary Planned Development to allow a skills development center for the property located at 2100 Silver Bell Road. After discussion with the Commission, Member Neuman moved, Member Klein seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 7 Nay: 0 STAFF REPORTS/PRESENTATIONS Director Pimental updated the commission on the upcoming commission meetings. Director Pimental explained expectations on template of the meetings, tours and subject matter. Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department including thanking staff and commissioners for their roles in the recent Community Connections special event. ROUND TABLE Member Farlee thanked Julie Andersen for her presentation and clarifation on the public art process. Member Palmer expressed his gratitude for the work of Commissioner Wietecki during his service on the commission. Member Peterson made an announcement of the upcoming Tree Sale being held thorugh the Parks and Recreation Department. Member Klein expressed her excitement for the upcoming Big Rig Rally event held at Central Maintenance and new Fire Station #1 Member Hough expressed her excitement for being involved in Community Connections and complimented the event Advisory Parks & Recreation Commission March 20, 2017 Page 3 Member Wietecki thanked the commission for their role and his appreciated his time on the commission. ADJOURNMENT With no further business to discuss, Member Peterson moved, Member Klein seconded with all members present voting to adjourn the meeting.
