MINUTES OF MEETING OF April 18, 2016
A special meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:00
p.m. on Monday, April , 2016. Commission Members present included Member Michael Palmer,
Member Dorothy Peterson, Member David Wietecki, Member Jerry Farlee and Member Dave Morris.
Member Andrea Todd -Harlin and Member Nathan Neuman were not present. Staff members present
Assistant Director of Parks & Recreation Jared Flewellen, Superintendent of Parks Paul Graham, City
Forester Gregg Hove, and Water Resource Manager Eric Macbeth.
APPROVAL OF AGENDA
Member Palmer asked Assistant Director Flewellen if there were any changes to the agenda. Assistant
Director Flewellen stated there were no changes. Member Wietecki moved, Member Farlee seconded,
with all members present voting to adopt the agenda as presented. Aye: 5 Nay: 0
APPROVAL OF MEETING MINUTES
Member Wietecki moved, Member Farlee seconded, with all present members voting in favor to
approve the minutes of the March 21, 2016 regular meeting, as presented. Aye: 5 Nay: 0
VISITORS TO BE HEARD
There were no visitors to be heard on items that were not on the agenda.
DIRECTORS UPDATE
There were no updates to be heard at this time.
CONSENT AGENDA
There are no consent agenda items to be discussed at this time.
DEVELOPMENT PROPOSAL

MV Northeast Eagan Development
Assistant Parks & Recreation Director Jared Flewellen gave a summary of the MV Northeast Eagan
Development project. MV Eagan Ventures, LLC and other related entities associated with the
organization is proposing a Preliminary Planned Development and Preliminary Subdivision of
approximately 195 acres located south of Interstate 494 and on O'Neill Drive between Lake Oak Road
and Ames Crossing Road. After discussion with the Commission, Member Peterson moved, Member
Farlee seconded with all member present voting in favor of the proposed dedication to be considered
for recommendation to the to the City Council: Aye: 5 Nay: 0
OLD BUSINESS
There were no old business items to be discussed at this time.
NEW BUSINESS
"Parking Lot" Project Update
Superintendent of Parks Paul Graham gave a presentation regarding items that have been listed on
future Capital Improvement Project plans. After brief discussion with the Commission the presentation
concluded. More discussion will occur during the budget cycle with the Commission.
OTHER BUSINESS AND REPORTS
There was no other business or reports on items that were not on the agenda.
COMMUNICATIONS
There were no communication items to be discussed at this time.
ROUND TABLE
Chair Palmer gave thanks to the Eagan Civic Arena for their efforts regarding indoor turf. Member
Farlee shared an email from a resident regarding a group park cleanup at Patrick Eagan Park.
Commissioner Peterson asked questions regarding the Eagan Civic Arena Ice Show. Parks
Superintendent shared an opportunity for Commissioners to review new park playground equipment.

With no further business to discuss, Member Wietecki moved, Member Morris seconded with all
members present voting to adjourn the meeting. The meeting was adjourned at 7:45 p.m.
