A regular meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:11
p.m. on Monday, June 20, 2016. Commission Members present included Member Michael Palmer,
Member Dorothy Peterson, Member Linda Klein, Member Aileen Hough, Member Andrea Todd -Harlin,
Member David Wietecki, Member Jerry Farlee and Member Nathan Neuman. Staff members present
included Director of Parks and Recreation Andrew Pimental, Assistant Director of Parks & Recreation
Jared Flewellen.
APPROVALOF
Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental
stated there were no changes. Member Farlee moved, Member Todd -Harlin seconded, with all
members present voting to adopt the agenda as presented. Aye: 7 Nay: 0

Member Peterson moved, Member Farlee seconded, with all present members voting in favor to
approve the minutes of the May 20, 2016 regular meeting, as presented. Aye: 7 Nay: 0
VISITORS'TO BE HEARD
There were no visitors to be heard on items that were not on the agenda.

Director Pimental continued the Officer Elections that were tabled from last month's meeting.
Through nomination, second and process of acclimation for all officer positions, the following Officers
were elected: Michael Palmer, Chair; Dorothy Peterson, Vice Chair; and Andrea Todd -Harlin, Secretary.
NEIN:BUSINESS
Director Pimental initiated the discussion for the 2017 — 2021 Capital Improvement Program with an
explanation of several sites that the commission were shown today during a tour, and several more
that will be highlighted in future months. He then introduced what has occurred over the past five
years and how the fund balance of our park improvement funds has increased over that same time.
Director Pimental then went over the growing list of needs and wants for park improvements, which
has been identified and developed over with help from the Advisory Commission, Staff and
through the recent community visioning process known as Eagan Forward.

Member Palmer asked about shared costs regarding the Tennis court renovations with ISD 196.
Director Pimental provided the answer that the amount on the CIP list was the City's half of that total
project amount. Member Palmer also asked about a boardwalk at Patrick Egan Park being part of the
larger trail there. Director Pimental confirmed this, and mentioned that this was a site identified by
one of the individual groups in Eagan Forward effort as future trail development, possibly including
into the Caponi Art Park.
Member Peterson asked what the asterisks meant in the listing of projects. Director Pimental stated
this was projects that could be lumped together on larger type initiatives like LED lighting for fields,
etc. Member Peterson also stated that the CIP should have some focus on the artist community with
consistent funding each year dedicated for public art. Lastly she also asked for more specifics on what
$400,000 will buy for park shelter, as an example, so the commission members would have better
reference on the value of the CIP funds.
STAFF REPORTS/PRESENTATIONS
Recreation Supervisor Julie Andersen introduced the Consultants with Forecast Public Art, Jack Becker
and Bob Lunning. They gave a PowerPoint presentation regarding public art and how it is defined, how
it is implemented within cities, and what the next steps in their consulted work will be, with a final
report back to the commission later in the fall.
Director Pimental reported on several update items including information that staff is looking into
additional winter recreation opportunities specific to our trail system based on a petition received by
the city from a large number of residents requesting more access to winter walking on our trails. He
also updated the Commission on new FAA rules going into effect in August that may require the City to
modify their ordinance and/or permitting process that currently allows flying objects in city parks.
Lastly he went over the Eagan Forward group presentations that occurred at the most recent Special
meeting of the City Council on June 12 and invited the Commission to review these online with the
City's video of the meeting as many of the items identified can be linked back to the Parks and
Recreation opportunities or future opportunities in the city.
Assistant Parks and Recreation Flewellen spoke on the upcoming fall Discover activity brochure and the
timing of when it will hit homes the week before August 1 with the registration for fall opening on
August 15t
Director Pimental highlighted a couple items on the department happenings report including a new
parents meeting for Tball programs; and gave a shout out to the Recreation staff that battled through a
lean candidate pool for summer employment and making the most out of it.

consideration. Member Neuman also expressed appreciation on the tour and education on the City as
a whole.
ADJOURNMENT
With no further business to discuss, Member Todd -Harlin moved, Member Peterson seconded with all
members present voting to adjourn the meeting. The meeting was adjourned at 8:16 p.m.
