03/21/2016 - Advisory Parks & Recreation Commission (2)City of Eap Approved April 18, 2016 MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, March 21, 2016 MINUTES OF MEETING 0 MARCH 21, 2016 A regular meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:00 p.m. on Monday, March 21, 2016. Commission Members present included Member Dorothy Peterson, Member Andrea Todd -Harlin, Member Nathan Neuman, Member David Wietecki, Member Jerry Farlee and Member Dave Morris. Member Michael Palmer was not present. Staff members present Assistant Director of Parks & Recreation Jared Flewellen, Park & Recreation Program Manager Paula Nowariak, Recreation Supervisor Julie Andersen, Campus Facility Manager Mark Vaughan, Eagan Community Center Manager and Administrative Supervisor Amy Grannes. APPROVAL OF AGENDA Member Palmer asked Assistant Director Flewellen if there were any changes to the agenda. Assistant Director Flewellen stated there were no changes. Member Farlee moved, Member Neuman seconded, with all members present voting to adopt the agenda as presented. Aye: 6 Nay: 0 ,AP�P,ROVA,L'_Of MEETING MINUTES Member Todd -Harlin moved, Member Peterson seconded, with all present members voting in favor to approve the minutes of the January 14, 2016 regular meeting, as presented. Aye: 6 Nay: 0 Member Neuman moved, Member Morris seconded, with all present members voting in favor to approve the minutes of the February 22, 2016 workshop, as presented. Aye: 6 Nay: 0 There were no visitors to be heard on items that were not on the agenda. Assistant Director Flewellen gave a brief overview of the monthly Parks & Recreation Department Happenings. Spring registration started on March 1". The Park & Recreation started using new registration software called RecTrac on February 15t. There is new turf at the Civic Arena which was put in place just in time for the 13t" annual Home & Leisure show. The wedding expo was on Sunday March 20t" and had great turn out. Advisory Parks & Recreation Commission March 21, 2016 Page 2 CONSENT AGENDA There are no consent agenda items to be discussed at this time. .DEVELOPMENT PROPOSAL SummerBrooke Development Assistant Parks & Recreation Director Jared Flewellen gave a brief over of the SummerBrooke project. DR Horton, Inc. is proposing a Preliminary Subdivision to create 33 single-family lots upon approximately 15 acres located at 775 and 785 Diffley Road. After discussion with the Commission, Member Neuman moved, Member Morris seconded with all member present voting in favor of the Alternate 1 and Alternates 3 thru 13 to be considered for recommendation to the to the City Council: Aye: 6 Nay: 0 Commission Member Neuman moved, and Member Morris seconded with all member present voting against Alternate 2 proposed 6' sidewalk. This sidewalk section did not meet the 8' requirement as indicated in the trail dedication policy and should not be considered toward the trail dedication fees: Aye: 6 Nay: 0 OLD BUSINESS Parks Master Plan Assistant Parks & Recreation Director Jared Flewellen gave a brief over of the final Parks Master Plan. After brief discussion with the Commission, Member Todd -Harlin moved, Member Morris seconded with five Commission Members voting in favor of the Alternate 1 for recommendation to the City Council: Aye: 5 Nay: 1(Member Peterson) Forecast Public Art Contract Recreation Supervisor Julie Andersen gave a brief over of the Forecast Public Art contract. After brief discussion with the Commission, Member Todd -Harlin moved, Member Farlee seconded, with all members present voting in favor of the Alternate 1 for recommendation to the City Council: Aye: 6 Nay: 0 ;NEW BUSINESS There are no new business items to be discussed at this time. OTHER BUSINESS AND REPORTS, Civic Arena & Cascade Bay 2015 Facility Report Advisory Parks & Recreation Commission March 21, 2016 Page 3 Campus Facility Manager Mark Vaughan gave a presentation on the 2015 facility reports for the Civic Arena and Cascade Bay. After brief discussion with the Commission the presentation concluded. Community Center 2015 Facility Report Eagan Community Center Manager Marshall Grange gave a presentation on the 2015 facility report for the Eagan Community Center. After brief discussion with the Commission the presentation concluded. Recreation Division 2015 Facility Report Recreation Supervisor Paula Nowariak gave a presentation on the 2015 recreation programs.
