11/21/2016 - Advisory Parks & Recreation CommissionCity of Eapn MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, November 21, 2016 MINUTES OF MEETING OF November 21, 2016 Approved 12-19-16 A regular meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:00 p.m. on Monday, November 21, 2016. Commission Members present included Member Michael Palmer, Member Dorothy Peterson, Member Linda Klein, Member David Wietecki, Member Jerry Farlee, Member Aileen Hough and Member Nathan Neuman. Staff members present included Director of Parks and Recreation Andrew Pimental and Assistant Director of Parks & Recreation Jared Flewellen. Not present was member Andrea Todd -Harlin. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated that item A. Fees and Charges 2017 will need to be an action item. Member Neuman moved, Member Farlee seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Peterson moved, Member Klein seconded, with all present members voting in favor to approve the minutes of the September 19, 2016 regular meeting, as presented. Aye: 7 Nay: 0 Member Peterson moved, Member Hough seconded, with all present members voting in favor to approve the minutes of the October 17, 2016 regular meeting, as presented. Aye: 7 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard on items that were not on the agenda. OLD BUSINESS There was no Old Business to be heard on items that were not on the agenda. NEW BUSINESS Fees and Charges 2017 Assistant Parks & Recreation Director Jared Flewellen presented a history and procedure for assessing parks and trail dedication for new developments. Assistant Director Flewellen presented current values for parks and trail dedication as well as possible options for 2017 fees. After discussion with the Commission, Member Neuman moved that all park and trail dedication fees increase by 3%, Member Advisory Parks & Recreation Commission November 21, 2016 Page 2 Peterson seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 7 Nay: 0 Assistant Parks & Recreation Director Jared Flewellen presented a history of fees for general fund facility reservations and charges. After discussion with the Commission, Member Peterson moved that all park and trail dedication fees increase by 2%, Member Neuman seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 7 Nay: 0 Fees and Charges timing for 2018 Parks & Recreation Director Pimental summarized a schedule for updating fees and charges for all of Parks and Recreation Department fees and charges STAFF REPORTS/PRESENTATIONS Director Pimental announced the hiring of Recreation Supervisor Tanya Mozingo. Director Pimental also updated the APRC on a few upcoming items listed on the Department Happenings form. Director Pimental announced that CIP open house meetings will take place in December and January. ROUND TABLE Member Palmer expressed his gratitude for the impact of the 2016 CIP items, in particular, Trapp Farm Pavilion ADJOURNMENT With no further business to discuss, Member Farlee moved, Member Hough seconded with all memb rs present voting to adjourn the meeting.
