09/26/2016 - Advisory Parks & Recreation Commissionr City of Baran Approved November 21, 2016 MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, September 26, 2016 MINUTES OF MEETING OF September 26, 2016 A regular meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:00 p.m. on Monday, September 26, 2016. Commission Members present included Member Michael Palmer, Member Dorothy Peterson, Member Linda Klein, Member David Wietecki, Member Jerry Farlee, Member Aileen Hough and Member Nathan Neuman. Staff members present included Director of Parks and Recreation Andrew Pimental and Assistant Director of Parks & Recreation Jared Flewellen. Not present was member Andrea Todd -Harlin. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Neuman moved, Member Wietecki seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Neuman moved, Member Peterson seconded, with all present members voting in favor to approve the minutes of the July 18, 2016 regular meeting, as presented. Aye: 7 Nay: 0 Member Farlee moved, Member Klein seconded, with all present members voting in favor to approve the minutes of the August 15, 2016 regular meeting, as presented. Aye: 7 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard on items that were not on the agenda. OLD BUSINESS Director Pimental introduced Recreation Supervisor Julie Anderson along with Jack Becker and Bob Lemming from ForeCast Public Art for the final presentation and recommendations for public art. ForeCast Public Art reviewed definitions, costs, examples and recommendations for usage of public art in Eagan through a visual presentation. Next the commission discussed final CIP recommendations that will be passed to City Council. Director Pimental discussed the history and background of CIP items for the 2017 budget. The commission and Director Pimental discussed future plans and implantation for 2017 projects. Advisory Parks & Recreation Commission September 26, 2016 Page 2 Member Wietecki moved, Member Peterson seconded, with all present members voting in favor to approve the recommended projects for the 2017-2021 CIP, as presented. Aye: 7 Nay: 0 NEW BUSINESS Tipperary Residential Assistant Parks & Recreation Director Jared Flewellen gave a summary of the Tipperary Residential Development project. Pulte Homes Group and other related entities associated with the organization is proposing a Preliminary Planned Development and Preliminary Subdivision of 21 residential houses at the intersection of Wescott Road and Dodd Road. After discussion with the Commission, Member Peterson moved, Member Neuman seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 7 Nay: 0 Quarry Road Mixed Use Project Assistant Parks & Recreation Director Jared Flewellen gave a summary of the Quarry Road Mixed Use Development project. A Preliminary Planned Development and Preliminary Subdivision of retail, hotel, senior housing and apartment complex near the intersection of Quarry Road and Yankee Doodle Road. After discussion with the Commission, Member Peterson moved, Member Farlee seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 7 Nay: 0 Waters 1 LQ Hotel Assistant Parks & Recreation Director Jared Flewellen gave a summary of the Waters 1 LQ Hotel Development project. Waters Group and other related entities associated with the organization is proposing a Preliminary Planned Development and Preliminary Subdivision of a two acre lot to development a four story hotel at the intersection of Lone Oak Road and Dodd Road. After discussion with the Commission, Member Neuman moved, Member Peterson seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 7 Nay: 0 STAFF REPORTS/PRESENTATIONS Director Pimental explained changes and implementation of a winter recreational trail plan for the 2016-2017 season. Director Pimental presentation three tail loops which will be plowed for off-street leisure use. Director Pimental announced Recreation Supervisor Kerry Phillips will be resigning from her employment with the City of Eagan. Director Pimental announced that the City of Eagan Parks and Recreation Department and District 196 Community Education has begun quarterly collaboration meetings to discuss effective and efficient program offerings in Eagan. Advisory Parks & Recreation Commission September 26, 2016 Page 3 Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUND TABLE Member Linda Klein presented a Holz Farm postcard that was designed for distribution Member Aileen Hough discussed the social media site Next Door and the benefits that her family has seen and how the City of Eagan could benefit from the site. Member Palmer expressed his gratitude for league management and maintenance. Member Palmer also expressed his gratitude for the CIP process. Member Peterson expressed gratitude for the work of Recreation Supervisor Kerry Phillips. ADJOURNMENT With no further business to discuss, Member Farlee moved, Member Hough seconded with all members, r ent v sting to adjourn the meeting.
