Please acknowledge the following conditions in the pledge:
• The applicant/owner shall fulfill the tree replacement requirement for this site by
planting 18 Category B Trees or through a combination of planting and/or cash
dedication.
• The applicant/owner shall submit a planting plan that indicates the fulfillment of
mitigation/tree replacement requirements and includes;the size, species, and location
of all replacement trees proposed to be planted on the property or declares cash
dedications in lieu of planting.
• Preserved trees damaged or destroyed during construction are subject to additional
mitigation.
• To prevent the spread of oak wilt, trimming is prohibited between April 15 and July 1.
Should damage occur or pruning be necessary within this time frame, the wounds shall
be immediately sealed with an appropriate nontoxic tree wound sealant.
• The city shall have the right to inspect the development and/or building site to
determine compliance with the approved tree preservation plan.The city shall
determine whether compliance with the tree preservation plan has been met.

Subject: Turf Reinforcement Mat (TRM) installation on slope between
west property line and driveway.
During the design process it was decided to move the final location of the home
10 ft. closer to the west side property line for grading purposes and to save some
significant trees. The original proposal showed the home 20 ft. from the property
line which allowed the area of discussion to be sufficiently graded to a 3:1
maintainable slope. By moving the home 10 ft. closer to the property line it
steepened the slope significantly, thus requiring alternate measures be taken to
deal with the proposed steeper grades.
The builder proposed constructing a 4 ft. +/- high retaining wall parallel to the
side property line, near the edge of the driveway. Unfortunately, a significant
portion of the wall would cross the existing drainage and utility easement and
storm sewer pipe that bisects the proper from east to west. The City does not
allow for such structures to be placed in easements.
Another alternative was needed. After discussions with the builder, it was agreed
that a turf reinforcement mat (TRM) would be allowed in that area. It was agreed
that the exact product would be determined closer to final grading as the amount
of sun reaching the ground in that area would play a significant roll in determining
if it is realistic to expect vegetation (grass) to grow in that area or if a rock-based
product would be needed instead.
Looking long-term, this is an area to monitor and make sure the TRM is working
properly. There are three areas of concern with erosion from this slope. One,
material leaving the property and eroding onto the neighboring property. Two,
eroded material washing all the way down the slope and reaching the pond at the
bottom. And three, erosion cutting up hill and compromising a portion of the
driveway and or undermining or exposing the garage footings and foundation.
Close monitoring will be required until the slope is properly stabilized. After that,
it will be in the property owners’ best interest to monitor it regularly and maintain
as needed. In addition, any current or future property owner should be advised
that they should not cut through the TRM to plant any vegetation (i.e., bushes,
flowers, etc.) nor should they install any other landscape features in this area
such as steps. Doing so may compromise the effectiveness of the product and
lead to erosion in that area.
