A Special City Council Meeting was held on Tuesday, March 14, 2023 at 5:30 in the Eagan Room. City
Councilmembers present: Mayor Maguire, Councilmembers Fields, Bakken, Hansen, and Supina. City
staff present: Assistant City Administrator Alig, Parks and Recreation Director Pimental, Finance Director
Feldman, Communications & Engagement Director Ellickson.
I.ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Bakken moved, Councilmember Hansen seconded a motion to adopt the agenda. Aye:
5, Nay: 0. Motion carried.
II.VISITORS TO BE HEARD
There were no visitors to be heard.
III.DAKOTA 911 UPDATE
Executive Director Heidi Hieserich gave a presentation on Dakota 911.
IV.COUNCIL CHECK IN: SUSTAINABLE FUTURE FOR EAGAN
Assistant City Administrator Alig and Parks and Recreation Director Pimental gave an update on the
strategic planning process for Eagan’s new Sustainability program. Mayor Maguire noted the presence
of Energy and Environment Advisory Commissioners Dugan and Ziese in the audience and thanked the
Commission for their service.
The Council discussed the use of water rates as an incentive for conservation and wondered if higher
rates for above-normal usage in fact lead to conservation taking place. Mayor Maguire noted that
Eagan’s per household water usage is high and indicated that he hopes the plan will include more
education about water supply, demand, and usage. Councilmembers expressed concern about the
capacity of a single person to accomplish all the City’s sustainability goals and cautioned against adding
too many new programs that may not be sustainable in the long term.

Councilmember Hansen moved, Councilmember Bakken seconded a motion to adjourn the meeting the
meeting was adjourned at 7:50pm.
