A Special City Council Meeting was held on Tuesday, May 9, 2023 at 5:30pm in the Eagan Room. City
Councilmembers present: Mayor Maguire, Councilmembers Fields, Bakken, Hansen, and Supina. City
staff present: City Administrator Miller, Public Works Director Matthys, Assistant City Administrator Alig,
City Engineer Gorder, Deputy Public Works Director Plath, Finance Director Feldman, Superintendent of
Streets and Fleet Brooker, Director of Parks and Recreation Pimental, and Water Resources Manager
Olson.
I.ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Bakken moved, Councilmember Fields seconded a motion to adopt the agenda. Aye: 5,
Nay: 0. Motion carried.
II.VISITORS TO BE HEARD
There were no visitors to be heard.
III.WINTER TRAIL MAINTENANCE
Mayor Maguire invited Public Works Director Matthys to provide an overview of potential additions and
revisions to the current level of service for the winter trail maintenance program. The Council directed
staff to bring the item to the June 6 Regular Council meeting for formal action.
IV.CROSSWALK POLICY UPDATE
City Engineer Gorder presented updates on the City’s Crosswalk Policy. The Council directed staff to
bring the item to the May 16 Regular City Council meeting for formal action.
V.PUBLIC WORKS 5-YEAR CIP (2024-2028)
Director Matthys presented an overview of the draft 5-year CIP plan. The CIP Plan involved $141 million
in improvements over the next five years. The Council directed staff to bring the plan to the June 6 City
Council meeting for formal consideration and approval.
VI.REDEVELOPMENT UPDATE
Staff provided an update on redevelopment areas within the city. Council gave direction to proceed with
Finance Committee recommendations.

VII.ADJOURNMENT
Councilmember Bakken moved, Councilmember Fields seconded a motion to adjourn the meeting. The
meeting was adjourned at 8:10 p.m.
