A Listening Session was held at 6:00 p.m. prior to the regular City Council meeting. Present were Mayor
Maguire, Councilmembers Hansen, Fields, and Supina. Councilmember Bakken was absent.
A regular Eagan City Council meeting was held on Tuesday, May 16, at 6:30 p.m. Present were Mayor
Maguire, Councilmembers Hansen, Fields, and Supina. Councilmember Bakken was absent. Also present:
City Administrator Miller, Assistant City Administrator Alig, City Attorney Bauer, Chief of Police New,
Communications & Engagement Director Ellickson, Public Works Director Matthys, Community
Development Director Hutmacher.
II.ADOPT AGENDA
Councilmember Hansen moved, Councilmember Fields seconded a motion to adopt the agenda as
presented. Aye: 4, Nay: 0. Motion carried.
III.RECOGNITIONS AND PRESENTATIONS
ADMINISTER Oath of Office to newly appointed Eagan Police Officers John Erickson, Tyler Gonzales,
Joshua Hoadley and Eduardo Dominguez
Chief of Police New addressed the Council and introduced the officers before administering the oaths of
office. Mayor Maguire congratulated the new officers and thanked them for their commitment to
service.
PRESENTATION of 2022 Community Survey Results
Communications & Engagement Director Ellickson gave a presentation to the Council on the results of
the survey and invited questions from the Council.
Councilmember Hansen noted a decrease in rating for transit services since 2020 and inquired how
many respondents have used public transit. Director Ellickson explained the question had been
reframed since 2020, which could have contributed to the dip. He also referenced an effect where 2020
saw a bump in rating across many categories. The 2022 numbers are back down to their normal range.
Councilmember Hansen stated in early 2022 the MVTA rolled out a ride on-demand program called
MVTA connect but noted the program may not have had enough time to be reflected in the survey.
Councilmember Hansen inquired whether the data would be shared with MVTA. Director Ellickson
stated the information would be shared publicly via the City’s website.

Councilmember Fields moved, Councilmember Supina seconded a motion to approve the Consent
agenda. Aye: 4, Nay: 0. Motion carried.

C.It was recommended to ratify the check registers dated April 28 and May 5 as presented.
D.It was recommended to approve the following ordinary and customary contracts:
1.Professional services contract with Nor-son Construction Nor-son Construction
for the Goat Hill Pavilion Project
2.Purchase agreement with Nucor Buildings for purchase of a Pre-engineered
Metal Building through the Sourcewell Cooperative Purchasing Venture
program
3.Vendor Service Agreements with the following:
•Lynch Camps for tennis instruction services at 2023 tennis camps
•Southern Sound for DJ services at the Big Rig Rally on June 1, 2023
•MN Ultimate for ultimate frisbee instruction at 2023 camps
4.Event Sponsorship Agreements with the following:
•Viverant for Physical Therapy Services and Adult Pickleball Tournaments in
June & July, 2023
•Landmark Tours for 20th Anniversary Concert in the Park on July 13, 2023
5.Third Party permission form granting Quarto Publishing Group USA Inc.
permission to feature the City logo in a print publication
6.Agreement with Concrete Arts, Inc. for repair of concrete in entryway at Fire
Station No. 2
7.Agreement with St. Thomas Academy for use of STA swimming pool for
lifeguard training on 5/27-28
E.It was recommended to accept a grant from the Minnesota Department of Human Services
to conduct tobacco compliance checks and authorize the Police Chief to sign necessary
documents.

K.It was recommended to approve the first quarter 2023 Financial Report as presented.
L.It was recommended to amend the 2023-2027 Parks CIP Budget to allow for additional
appropriations to cover construction costs for the Goat Hill Pavilion (City Contract 23-14,
Project 1556).
M.It was recommended to approve the plans and specifications for the Goat Hill Pavilion and
authorize the advertisement for a bid opening to be held at 2pm on June 6, 2023.
