08/08/2023 - City Council SpecialMINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota August 8, 2023 A Special City Council Meeting was held on Tuesday, August 8, 2023 at 5:30pm in the Eagan Room. City Councilmembers present: Mayor Maguire, Councilmembers Fields, Bakken, Hansen, and Supina. City staff present: City Administrator Miller, Assistant City Administrator Alig, Parks & Recreation Director Pimental, Sustainability Coordinator Catano, Finance Director Feldman, Fire Chief Searle, Police Chief New, Community Development Director Hutmacher, Public Works Director Matthys, and Director Communications & Engagement Ellickson. I.ROLL CALL AND ADOPTION OF THE AGENDA Councilmember Bakken moved, Councilmember Fields seconded a motion to adopt the agenda. Aye: 5, Nay: 0. Motion carried. II.VISITORS TO BE HEARD There were no visitors to be heard. III.JOINT MEETING WITH ENERGY AND ENVIRONMENT ADVISORY COMMISSION (EEAC) Mayor Maguire invited Parks & Recreation Director Pimental to present to the Council. Director Pimental introduced Sustainability Coordinator Gillian Catano. Ms. Catano invited the EEAC members to introduce themselves. Present were Chair Peter Dugan, Dan Robicheaux, Seth Swanlund, and Ian Ziese. Commission members presented on 2023 – 2024 goals. The Council discussed the scope of the sustainability plan and opportunities for community partnerships. The Council expressed support of the Commission’s desire to change its name to Sustainable Eagan Advisory Commission. Ms. Catano provided a summary of the Sustainability program and budget. Finance Director Feldman was present to offer additional clarification on the sustainability fund and how the funds will be utilized. The City Council seemed supportive of the initial Sustainability budget and the fund policy. Finance Director Feldman stated that the budget and policy would be presented for City Council consideration at the next City Council meeting. IV.CENTER FOR ECONOMIC INCLUSION (CEI) PRESENTATION OF RACE EQUITY & INCLUSION (REI) PLAN City Administrator Miller introduced representatives from CEI who were present, including Kowsar Mohammed and Tawanna Black. Ms. Mohammed reviewed the timeline of the partnership since its inception in July 2022. The REI Plan includes recommendations that focus on the recruitment, hiring, and retention of BIPOC employees. The Council discussed participation in the Public Sector Racial Equity Index and was supportive of participation. Special City Council Meeting Page 2 V.2024 – 2025 GENERAL FUND BUDGET UPDATE Administrator Miller introduced the item and noted the budget team and directors were present for questions following Finance Director Feldman’s presentation. Feldman reviewed the proposed staff additions in 2024 and 2025 and the allocation of the levy. The Council expressed support for the proposed 8.3% General Fund budget increase for the 2024 budget and the 6.9% increase in the 2024 property tax levy adjustment. The Council was also supportive of the 2025 General Fund budget and property tax levy adjustment, recognizing the Council would be reviewing and approving only the 2024 budget this fall. Chief New responded to a question that in 2024, the City would have 2.5 SROs (School Resource Officers) that would provide on an on-site presence at schools and school events. The positions would be paid for partially by the school district. Staff will bring the preliminary general fund budget and tax levy on a consent agenda in September, followed by a few other budgets in October and final approval anticipated in December. Ahead of the Truth in Taxation hearing in December, the public will receive notices via mail. VI.OTHER BUSINESS There was no other business. VII.ADJOURNMENT Councilmember Hansen moved, Councilmember Supina seconded a motion to adjourn the meeting.
