✓ Recycling is required. Recyclables must be collected, including paper and cardboard, cartons, glass bottles and
jars, metal cans, and plastics labeled #1, #2, and #5 (Dakota County Ordinance 110, 16.05).
• Recycling containers must be clearly labeled and located within 10 feet of each trash receptacle.

Traffic Control & Road Closure Operations — Magic of Lights
The below will describe and lay out the plan, timeline, and execution of road closures
surrounding the Magic of Lights Festival at Viking Lakes.
Main Points of Contact:

General Notes:
• Load In: October 25th through November 161h
• Event Dates: 5-10pm Daily, November 17th through December 3111
• Warning Lites will install the initial road closure according to the enclosed Traffic Control Plan on
Friday, November 171h. From the initial installation until the end of the Event, Magic of Lights — in
tandem with Cornerstone staffing —will pull up and re -install all roadway traffic devices each
night/day. Additional consideration will be taken for snow events regarding ROW and shoulder devices.
• Snow Operations:
o All traffic equipment in the roadway will be picked up each night no matter if snow is
forecasted or not.
o In the event there is a light snow (6" or under), all boulevard devices will be left in place and
managed the following day/morning by Cornerstone (MOL) staff.
o In the event there is a heavy snow event (6" or over), all boulevard devices will be pushed as far
away from the ROW as possible to avoid snow blockage the next day/morning.
o No devices will be left in the roadway or pathways surrounding Vikings Parkway or Ames
Crossing in order to best facilitate snow plow operations.
• Equipment / Signage:
o Equipment is laid out in the enclosed traffic control plan.
o Additional signage will be produced by MVV and MOL and placed along route as needed to
supplement TCP.
• Staffing Outline:
o MOL staff:
■ Show Operations Tech — onsite each day
■ Cornerstone staff
• Mon-Thurs — (2) scheduled from 3pm-11:30pm; (1) scheduled from 4pm-
10:15pm
• Fri/Sat/Sun - (2) scheduled from 3pm-11:30pm; (2) scheduled from 4pm-
10:15pm
o MVV to support with supplemental staff as needed by Vikings, Omni, Trinity, and MOL needs.
o MVV staff to support Cornerstone (MOL) staff in the event or large snow fall emergencies.
Traffic Notes
• Overall route:
o SB Ames Crossing from O'Neill Drive to East Gravel Lot eastern entrance.
o WB Vikings Parkway from East Gravel Lot southern entrance to Vikings Circle
■ *Note that other portions of the route travel inside parking lots, outside of public road
closure needs.
• Traffic flow/ operations
o SB Ames Crossing "closed" from O'Neill Drive to East Gravel Lot eastern driveway
■ At entry O'Neill Drive/Ames, proper signage installed detailing MOL entry and
Trinity/Omni/public thru-ways.
o Curbside lane of westbound Vikings Parkway "closed" from East Gravel Lot southern entrance
to Vikings Circle.
■ Cone taper installed prior to Gravel Lot/Vikings Parkway intersection to push public
traffic into median lane of westbound Vikings Parkway.
• Staffing
o No PD needed
o MOL has hired Cornerstone staff for vehicular management throughout show
■ (3) total staff on weeknights (Monday -Thursday)
