August 23, 2021 Mr. Chad Onsgard Pulte Homes of Minnesota, LLC 7500 Flying Cloud Drive, Suite 670 Eden Prairie, MN 55344 Subject: Summary Report for Avery Pines Home Exterior Noise Reduction Review Eagan, Minnesota Dear Mr. Onsgard: We understand that you are planning to develop a residential neighborhood of townhomes in Eagan, Minnesota. Because the new homes will be close to the West End Gun Club, we understand the City of Eagan is requiring you to show that the exterior f açade of the houses provide sufficient noise reduction to keep the gun club noise inside the homes to no more than 45 dBA. As shown in the aerial photo below, the new development is north of the gun club property. The City of Eagan has asked you to provide a letter confirming that the noise requirements will be met. ESI has reviewed the construction documents to evaluate the noise reduction of the exterior walls and windows. This letter is a summary of our findings. Mr. Chad Onsgard August 23, 2021 Pulte Homes of Minnesota, LLC Page 3 BASIS OF ANALYSIS In September of 2019, ESI performed a noise study for the City of Eagan at the site while the gun range was in use to determine the club noise levels (see Figure 1 for measurement location) for purposes of rezoning the land to the north . As part of another project for eXp Realty, ESI recommended barrier walls to meet the State of Minnesota Shooting Range Protection Act requirements for outdoor noise at the proposed Avery Pines development. To evaluate noise inside the new townhomes, we used the gun range measurement data for the loudest hour (10AM-11AM) with the proposed barrier walls on berms to determine if the 45 dBA interior level will be achieved by the window and wall assemblies that are in the designs. We assume the 45 dBA requirement is an hourly equivalent continuous noise level (Leq), which is consistent with other work we have done for the City of Eagan. The level at the southern edge of the development with the proposed barrier wall and berm in place was 58 dBA. The level at the first row of townhomes on the western side of the development with the proposed barrier wall and berm in place was 60 dBA. We evaluated the expected noise levels inside a townhome at the southern edge of the development (with the southern noise control barrier) and at a townhome in the first row on the western side of the development (with the western noise control barrier). See Figure 2 below for these locations. Based on the drawings provided for the homes, we understand that the exterior wall assembly will consist of the following elements, listed from the house exterior to the interior: • Siding finish and house wrap • 7/16” oriented strand board (OSB) wall sheathing • 2 x 6 wood studs spaced 16” o.c. and filled with R-21 batt insulation • ½” thick gypsum board This wall assembly is estimated to have a sound transmission class (STC1) rating of STC 372. We also understand that the windows and patio doors are Simonton Builder Series, which will be rated around STC 273. These assemblies, their respective STC ratings, and the area of each were used to calculate composite STC ratings (STCC4) for rooms in the house for which we evaluated the expected noise level inside. 1 As defined in ASTM standard C634-13, Sound Transmission Class, or STC, is “a single-number rating calculated in accordance with Classification E413 using values of sound transmission loss. It provides an estimate of the performance of a partition in certain common sound insulation problems.” It is based on laboratory tests of wall and floor/ceiling assemblies that serve as acoustical barriers, with higher values representing better insulation. 2 Test number TLA-99-029a NRC-CNRC, IRC-IR-181, Laboratory Measurements of the Sound Insulation of Building Façade Elements. 3 From the window manufacturer. 4 Composite STC rating, or STCC, is the overall STC rating of an entire partition, including the wall, doors, windows or other penetrations or openings. Fenestration or penetrations usually reduce the composite STC rating of a partition since they are weaker points for noise transmission in the assembly . Mr. Chad Onsgard August 23, 2021 Pulte Homes of Minnesota, LLC Page 5 OUTDOOR TO INDOOR NOISE CALCULATIONS Calculations were prepared to determine outdoor noise transmission into a southern townhome and a western townhome, each facing the gun club (see Figure 2). We evaluated the noise level in the open living space on the main level consisting of the gathering room, sunroom, café dining area, and kitchen. We also evaluated the noi se inside the Owner’s Suite on the second level. The dimensions and architectural finishes for these spaces were used in the calculations to determine the room effect on the transmitted noise. The dimensions and areas of the exterior façade shared with these rooms was also used to determine the STC C of the exterior façade. Detailed calculations are provided in Attachment A. The calculated noise reduction from the exterior façade and the interior noise levels are shown in Table1 below. In 3 of the 4 spaces evaluated, the City of Eagan requirements are met. However, the 2nd level Owner’s Suite at the western townhomes requires modification to the rear exterior façade, as the calculated interior noise level slightly exceeded the City of Eagan requirements. Table 1 – Outdoor to Indoor Noise Calculation Results The exceedance at these western townhomes was due to the 2nd level having line of sight over the barrier to the gun range, effectively not receiving much (if any) reduction from the barrier. Additional mitigation is required at these locations to meet the City of Eagan requirement. Therefore, to increase the composite STC rating (STCC), we first look at increasing the STC rating of windows and doors. For the 2nd level of the western townhomes to meet the City of Eagan requirement of 45 dBA, we recommend replacing the STC 27 windows with a model that has a rating of at least STC 31. All rear windows on the 2nd level of the first row of western houses should have at least STC 31 windows (see Figure 3 for location). Simonton states on their website they have ‘sound control glass options’ and are capable of meeting at least STC 34. If Pulte Homes would like to use this manufacturer, we recommend investigating their options for better sound control and choosing a window that meets the recommended rating. For more options or pricing, o ther manufacturers that have STC 31+ window options include: Mon-Ray, Inc., St. Cloud Window, and Kolbe Windows. Pulte Homes should request lab test data from the manufacturer of the chosen STC 31 windows to verify that the product selected does in fact meet the recommended rating. Mr. Chad Onsgard August 23, 2021 Pulte Homes of Minnesota, LLC Page 7 If these 2nd level rear windows at the first row of western townhomes are replaced with STC 31 windows, the interior hourly noise level is expected to be 41.8 dBA, which meets the City of Eagan requirement. CONCLUSIONS ESI was asked to evaluate the exterior noise reduction for the proposed Avery Pines residential development site north of the West End Trap Club in Eagan, Minnesota. The City of Eagan has requested that the façade provide enough noise reduction so that the hourly noise level from the gun range is below 45 dBA inside the homes. Our calculations evaluated the noise reduction provided by the homes’ façade at 4 different locations inside 2 worst-case (closest to the gun club) townhomes. One townhome was at the southern edge of the development near the proposed south noise control barrier wall, and the other townhome was in the first row of homes at the western side of the development near the barrier. We found that for the as-designed façade, 3 of the 4 locations met the City of Eagan requirement, while the 4th location (Owner’s Suite, 2nd level at western homes) evaluated was just above the requirement. To meet the interior noise requirement, we recommend replacing the 2nd level rear windows of all townhomes in the first row on the western side of the development with at least STC 31 windows. If this is done, the calculated interior noise level is expected to meet the City of Eagan requirement.
