A Special City Council meeting was held on Tuesday, January 9, at 5:30 p.m. at the Eagan Municipal
Center. Present were Mayor Maguire, Councilmembers Bakken, Fields, Hansen and Supina. Also present:
City Administrator Miller, Assistant City Administrator Alig, Representative Liz Reyer, Anne Finn from the
League of Minnesota Cities, Tom Poul representing the Minnesota Legislative Commission, Patricia
Naumann with Metro Cities, members of the Airport Relations Commission including Bill Raker, Joshua
Baker, Kaleb McCulloch, Jeff Spartz, and Steve Francisco, Parks and Recreation Director Pimental, and
Assistant Director of Parks and Recreation Flewellen.
I.ROLL CALL AND ADOPTION OF THE AGENDA
Mayor Maguire called the meeting to order at 5:30 p.m. Councilmember Bakken moved,
Councilmember Supina seconded a motion to adopt the agenda. Motion carried.
II.VISITORS TO BE HEARD
There were no visitors to be heard.
III.JOINT MEETING WITH LEGISLATIVE DELEGATION
Mayor Maguire invited members of Eagan’s Legislative Delegation to introduce themselves and speak
about priorities for the upcoming session. Representative Liz Reyer (House District 52A) was present and
spoke about priorities for the coming session. Also present was Anne Finn from the League of Minnesota
Cities, Tom Poul representing the Minnesota Legislative Commission, Patricia Naumann with Metro
Cities.
Senator Jim Carlson (Senate District 52), Senator Erin Maye-Quade (Senate District 56), Representative
John Huot (House District 56B), and Representative-elect Bianca Virnig (House District 52B) were unable
to attend.
IV.JOINT MEETING WITH AIRPORT RELATIONS COMMISSION
Mayor Maguire invited commission members to introduce themselves. Present were Bill Raker,
chairperson, Joshua Baker, Kaleb McCulloch, Jeff Spartz, and Steve Francisco. Assistant City
Administrator Alig led a presentation on RNAV, or Area Navigation, followed by an overview of the
Airport Relations Commission’s 2024 workplan. The mayor thanked the commission for their work.
V.110% FINDINGS AND RECOMMENDATIONS FOR ECC
Mayor Maguire invited Parks & Recreation Director Pimental to present the recommendations. Director
Pimental and Assistant Director Flewellen introduced the study findings and outcomes, which included
improvements in marketing, updates to the play structure, modifying spaces to increase private rentals,
and changes to programming. Moving forward, staff anticipate sharing facility design renderings with
the Council in the spring.
VI.OTHER BUSINESS
There was no other business.
VII.ADJOURNMENT
Councilmember Hansen moved, Councilmember Supina seconded a motion to adjourn. The meeting was
adjourned at 7:55pm.
