MINUTES OF MEETING OF MAY 16, 2022
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, May
16, 2022 at Eagan City Hall. Commission Members present included Member Klein, Member Rotty, Member
Demartelaere, Member Hamlin, Member Heimisdottir and Member Palmer. Member Rayman, Member
McWilliams and Member Costain were absent. Staff members present Parks and Recreation Director Andrew
Pimental, Recreation Manager Tanya Mozingo, Recreation Supervisor Julie Andersen, Recreation Supervisor
Holly Champlin, Recreation Supervisor Loudi Rivamonte, Recreation Supervisor Jonathan Moore and Assistant
Parks and Recreation Director Jared Flewellen.
APPROVAL OF AGENDA
Member Klein asked if there were any changes to the agenda. Director Pimental stated there were none.
Member Klein moved, Member Hamlin seconded, with all present members voting in favor to adopt the agenda
with changes. Aye: 6 Nay: 0
APPROVAL OF MEETING MINUTES
Member Palmer moved to approve the minutes from April 18, 2022 meeting, Member Klein seconded, with all
present members voting in favor to adopt the minutes presented. Aye: 6 Nay: 0

NEW BUSINESS
Introduction of New Members
Director Pimental introduced five new Advisory Parks and Recreation Commission has five new members
appointed by the City Council: Dione Demartelaere, Richard Costain, Chris Rotty, Kevin Hamlin and Dagny
Heimisdottir.
Election of Officers
Director Pimental called for nominations for the three commission positions: Chair, Vice Chair and Secretary.
Member Palmer moved and Member Rotty seconded, with all present members voting in favor to approve
Commissioner Klein for the Chair position. Aye: 6 Nay: 0
Member Klein moved and Member Hamlin with all present members voting in favor to approve Commissioner
Palmer for the Vice Chair position. Aye: 6 Nay: 0
Member Klein moved and Member Palmer with all present members voting in favor to approve Commissioner
Demartelaere for the Secretary position. Aye: 6 Nay: 0
Recreation Division
Recreation Manager Tanya Mozingo and Recreation Supervisors presented information on what occurred in the
Recreation Division in 2021 and what will happen in 2022. The group discussed preschool, teen, youth, adult,
seniors and art activities that are happening all around Eagan.
Development Review
Parkside Circle
Assistant Director Flewellen presented the application, Alliant Ventures V, LLC, who is requesting approval of a
Preliminary Subdivision to create 26 single-family lots upon approximately 11.88 acres for property located at
4940 and 4980 Dodd Road, located west of Dodd Road just north of 1201h Street.
Member Demartelaere moved, Member Palmer seconded, to recommend to approve cash dedication for park
and trail dedication. Aye: 6 Nay: 0

Assistant Director Flewellen presented the application who is requesting approval of a Planned Development
Amendment to redevelop the current gas station to allow a 3,293 square foot bank with a drive -up ATM upon
approximately 0.50 acres located at 1424 Yankee Doodle Road.
Member Hamlin moved, Member Heimisdotter seconded, to recommend to approve cash dedication for park
and trail dedication. Aye: 6 Nay: 0

Director Pimental presented highlights from recent activities in the Eagan Parks and Recreation Department.
ADJOURNMENT
After further brief discussion, Member Hamlin moved, Member Rotty seconded with all members present voting
in favor to adjourn the meeting. The meeting was adjourned at 8:07 p.m.
